Mobile Telecoms PSN aggregated call-off (NFC6)
NPS has facilitated a CCS led
aggregated call-off contract from PSN Lot 6 on behalf of the Welsh public sector, covering mobile voice and data requirements in Wales. In March 2015,
CCS ran an eAuction, identifying
Telefonica as the successful supplier.
The call-off will achieve an estimated 39.6% saving against
current rates available via PSN Lot 6 catalogues, amounting to an estimated
saving of £170k over the three year term.
NPS are going to conduct a further
aggregated competition for Fixed Line Telecoms on behalf of interested
organisations under 'Lot 3 Traditional Telephony' for the CCS, 'Network Services Framework RM1045'. The competition will
result in co-terminus contracts with a single supplier for an initial period up
to September 2017, with an option to extend up to an additional 12 months.
CCS have indicated achievable savings in the region of 15%, with
potential savings in the region of 30% for organisations that are on an
existing rolling contract that hasn't been subject to a competition process.
NPS plans to conduct this competition exercise once only. We
will be able to specify each organisation's transition date within the exercise. Therefore even if you don't need to renew your contract until sometime in 2016, you will still be able to participate in the exercise. Any queries please contact the mailbox below.

Updates
- Vehicle Leasing - we are gathering requirements to put in place an all-Wales Framework. If your organisation has a requirement for vehicle leasing in the next 12 months please contact the mailbox below to obtain a short questionnaire.
- Vehicle Purchase - we are gathering requirements to aggregate spend and demand and run competition via auctions with Crown Commercial Services (CCS). If your organisation has a requirement for vehicle purchase in the next 12 months please contact the mailbox below for further information.
These are the key dates for customers to note: Customer volume commitment - 18 September 2015 Live eAuction event - 22 October 2015 Vehicles ordered within three months of eAuction, 12 week lead time for delivery. Customer volume commitment - 20 January 2016 Live eAuction event - 25 February 2016 Vehicles ordered within three months of eAuction, 12 week lead time for delivery.
We are working closely with CCS and may have flexibility to schedule an additional event, dependent upon requirements and CCS availability.
- Driver Licence Checking - decision to be made at September's Delivery Group meeting to include this on the Fleet & Transport Pipeline. There is an immediate legislative requirement to undertake this for the Welsh Purchasing Consortium due to the change in the law on licences in April 2015. If member organisations have a requirement, please contact the mailbox below to provide numbers of licences to be checked per annum, including Grey Fleet.
- Vehicle Spares - decision to be made at September's Delivery Group meeting to include this on the Fleet & Transport Pipeline. Current arrangements end in May 2016 and a replacement is required. Requirements are being gathered from local authorities and if any other member organisations have a requirement, please contact the mailbox below.

Savings
The table below shows the breakdown of total savings that have
been achieved and spend by NPS category, reported to date from April 2015 to June 2015.
At present NPS is running at a 3.04% run rate on savings against
spend through Contracts and Framework Agreements under management, and this
includes a range of Agreements which have been on-boarded into NPS.

Sector Representative or your Head of Procurement.

Focus on
New
support aimed at helping businesses work together to grow.
Social
Business Wales is a new Welsh Government and ERDF funded project managed by the
Wales Co-operative Centre. It provides intensive one to one support to social
businesses which have the ambition and the potential to grow.
Social
businesses are sustainable businesses which have social aims that define the
way in which they operate. Social businesses can include social enterprises,
co-operatives, mutuals and employee owned businesses.
The social
business sector already makes a large contribution to the Welsh economy, in the
region of £1.7 billion per year, but it has the potential to deliver more. The
new project supports existing social businesses to expand and diversify and to
work together to access public sector procurement and to collaborate to promote
their products and services.
The project
also offers support to SMEs looking to collaborate and form consortia to
collectively bid for procurement opportunities.

legal structures and incorporation, marketing, financial planning, workforce
development, business planning, joint bidding and consortia development.

The Head of ICT Category has left the NPS to pursue other

The submission date for
applications for the three Heads of Category posts for Fleet, Food and People
Services has now closed and the sift taken place. A large number of high calibre applications
were received and interviews are being scheduled to take place throughout
September.
