Mae’r llythyr hwn yn egluro cyfraddau’r Isafswm Lwfans Cenedlaethol ar gyfer Gofalwyr Maeth yng Nghymru y mae Llywodraeth Cymru yn disgwyl i awdurdodau lleol eu gweithredu o 1 Ebrill 2023.

Cyflwynodd Llywodraeth Cymru Isafswm Lwfansau Cenedlaethol ar gyfer Gofalwyr Maeth ar 1 Ebrill 2011 gan ymrwymo i adolygu cyfraddau'r lwfansau bob tair blynedd. Mae'r lwfansau wedi'u seilio ar waith ymchwil a wnaed gan London Economics (Wales) a Chanolfan Astudiaethau Mabwysiadu a Gofal Maeth Hadley i amcangyfrif y costau sy’n wynebu rhieni maeth wrth fagu plentyn maeth, er mwyn eu defnyddio fel sail ar gyfer gosod isafswm lwfansau ar gyfer maethu ledled Cymru. Mae cyfraddau'r lwfansau presennol yn gyfredol tan 31 Mawrth 2023. Dyma'r isafswm y mae darparwyr yn ei roi i'w gofalwyr ac nid ydynt yn rhwystro darparwyr rhag talu cyfraddau uwch.
Ar ôl cyhoeddi rhagolygon y Swyddfa Cyfrifoldeb Cyllidebol ar gyfer enillion cyfartalog, ar 25 Tachwedd, rydym wedi pennu lefelau’r lwfans ar gyfer 2023-24.1

Lwfansau
Yr Isafswm Lwfans Cenedlaethol yw’r lwfans sylfaenol craidd y mae gofalwyr maeth yn ei gael i dalu’r costau sy’n gysylltiedig â gofalu am blentyn maeth. Ei nod yw gosod meincnod ar gyfer cyfraddau taliadau i bob gofalwr maeth.
Bydd lefel wirioneddol y lwfans a roddir i unrhyw ofalwr maeth yn dibynnu ar nifer o ffactorau, yn enwedig anghenion penodol y plentyn unigol.
Dylai’r lwfans fod yn weithredol ar gyfer pob gofalwr maeth sy’n gofalu am blentyn sy’n derbyn gofal, ac sydd wedi ei gymeradwyo gan wasanaeth maethu sydd wedi ei gofrestru yng Nghymru. Mae hyn yn cynnwys gofalwyr maeth cymeradwy sydd yn gyfeillion neu’n aelodau o deulu’r plentyn, a gofalwyr seibiant neu seibiannau byr.
Mae’r tabl isod yn nodi cyfraddau’r lwfans a argymhellir ar gyfer lleoliadau maethu yng Nghymru ar gyfer y blwyddyn ariannol nesaf. Mae’r cyfraddau’n amrywio yn ôl oed y plentyn maeth.
 *Yn ymwneud a’r gwahaniaeth yng nghanran cyfraddau lwfansau i’r flwyddyn flaenorol.
Dylid cadw mewn cof nad yw cyfraddau’r lwfans sylfaenol ond yn ddigon i dalu costau cyffredinol y rhan fwyaf o leoliadau maethu. Ni fyddant yn ddigon i dalu costau ychwanegol ar gyfer plant sydd â mwy o anghenion na’r rhan fwyaf o blant maeth.
Cam gweithredu – Awdurdod Lleol / Darparwyr Maethu Annibynnol
O 1 Ebrill 2023, dylai pob darparwr gwasanaeth maethu yng Nghymru wneud y canlynol:
- sicrhau cyhoeddusrwydd i’w cyfraddau lwfans
- cymryd y camau angenrheidiol i sicrhau bod gofalwyr maeth presennol a phobl sy’n ystyried bod yn ofalwyr maeth yn ymwybodol o’r cyfraddau, gan gynnwys darparu’r wybodaeth ar wefannau
- sicrhau bod cyfraddau’n cael eu cofnodi neu eu bod ar gael ar yr Adnodd Cymorth Comisiynu ar gyfer Plant
- tynnu sylw at y ffaith bod y lwfansau’n wahanol i ffioedd (yr elfen ‘gwobrwyo’ mewn taliadau maethu).
Adolygiad o’r Isafswm Lwfansau Cenedlaethol
Yn 2020, comisiynodd Llywodraeth Cymru adolygiad cynhwysfawr o’r isafswm lwfans cenedlaethol. Y nod yw gosod meincnod ar gyfer cyfraddau taliadau i ofalwyr maeth yn y dyfodol. Roedd yr adolygiad yn edrych ar y costau gwirioneddol sy'n gysylltiedig â gofalu am blentyn, a’r effaith ar allu’r teulu maethu i ennill cyflog neu i fodloni anghenion pob plentyn yn y tŷ.
Ar hyn o bryd rydym yn ystyried casgliadau’r adolygiad hwn er mwyn inni allu pennu taliadau ar gyfer y dyfodol. Ar ôl cwblhau’r gwaith hwn, mae’n bosibl y gallai’r canlyniad ddylanwadu ar y strwythur a lefelau’r ffioedd a nodir yn y llythyr hwn. Am hynny, mae’r Llywodraeth Cymru wedi gosod y lwfans argymhellir ar gyfer y blwyddyn ariannol nesaf yn unig.
Bydd rhagor o gohebiaeth yn cael ei chyhoeddi maes o law, a fydd yn rhoi’r wybodaeth ddiweddaraf am unrhyw newidiadau tebygol yn y dyfodol i strwythur a lefelau’r’ Isafswm Lwfans Cenedlaethol.

NATIONAL MINIMUM ALLOWANCES FOR FOSTER CARERS 2023 - 2024 |

Purpose
This letter sets out the recommended National Minimum Allowance rates for Foster Carers in Wales which Welsh Government expects local authorities to implement from 1 April 2023.
Background
The Welsh Government introduced the National Minimum Allowance for Foster Carers on 1 April 2011 and made a commitment to review the rates of allowance on a three yearly cycle.
The allowance is based on research that was undertaken by London Economics (Wales) and the Hadley Centre for Adoption and Foster Care Studies to estimate the costs to foster parents of bringing up a fostered child which could be used as a basis for setting minimum fostering allowances across Wales. The current allowance rates are set until 31 March 2023 and are the minimum level providers can give their carers, however they do not preclude providers paying higher rates.
Following the publication on 25th November of the Office for Budget Responsibility’s forecasts for consumer price inflation, we have set the allowance levels for 2023-24.1

Allowances
The National Minimum Allowance is the basic core allowance that foster carers receive to cover the costs involved in looking after any fostered child. It is intended to set a benchmark for payment rates to all foster carers.
The actual level of allowance that any foster carer will receive will depend on a number of factors, in particular the specific needs of an individual child.
The allowance should be applied to all foster carers approved by a fostering service registered in Wales who are caring for a looked after child. This includes approved foster carers who are friends or family of the child and short break or respite carers.
The table below sets out the recommended allowance rates for foster placements in Wales for the next financial year. The table below sets out the rates according to the age of the foster child.
 *Relates to the difference in percentage of allowance rates to that of the previous year.
It should be considered that the basic allowance rates are only sufficient to meet the general costs of most foster placements. They will not be sufficient to cover additional costs for children who have needs over and above those of most foster children.
Action - Local Authority / Independent Fostering Providers
From 1 April 2023, all fostering service providers in Wales should:
- publicise their allowance rates
- take the necessary actions to ensure current and potential foster carers are aware of the rates, including making the information available on websites
- ensure that rates are recorded or accessible on the Children’s Commissioning Support Resource (CCSR)
- ensure that allowances are clearly separated from fees (the ‘reward’ element of fostering payments).
Review of the National Minimum Allowances
In 2020 Welsh Government commissioned a comprehensive review of the National Minimum Allowance. It is intended that this will set a benchmark for future payment rates to all foster carers. The review looked at the actual costs associated with caring for a child, and the impact on a foster family’s ability to earn or meet the needs of all children within the house.
We are currently considering the findings from this review in order to determine future payment rates. Once this work is completed, the outcome may influence the future structure and levels of the National Minimum Allowance. Welsh Government have therefore set the recommended allowance for the next financial year only.
Further correspondence will be issued in due course, which will provide an update on any likely future changes to the structure and levels of the National Minimum Allowance.
