Cynllun Gwella Tâl Salwch Statudol yn dod i ben ar 31 Awst 2022

Annwyl Gydweithiwr,
Hoffwn gadarnhau y bydd y cynllun ychwanegiad at dâl salwch statudol ar gyfer Covid-19 yn dod i ben ar 31 Awst 2022.
Fel y gwyddoch, cyflwynodd Gweinidogion Cymru y cynllun hwn ym mis Tachwedd 2020 i roi cymorth ariannol i’r gweithlu gofal cymdeithasol. Hyd at ddiwedd mis Mehefin 2022, roedd y cynllun wedi darparu cyfanswm o £8.2 miliwn mewn taliadau i weithwyr gofal cymdeithasol i’w helpu i hunanynysu neu aros gartref oherwydd Covid. Mae’r cynllun wedi darparu cymorth pwysig i’r gweithlu ac wedi helpu i atal a rheoli heintiau o fewn gwasanaethau.
Mae tystiolaeth ddiweddar Arolwg Heintiadau Coronafeirws y Swyddfa Ystadegau Gwladol yn awgrymu bod nifer yr achosion o Covid-19 yn y gymuned yn lleihau ar hyn o bryd. Rydym yn adolygu profion asymptomatig ar gyfer staff gofal cymdeithasol a byddwn yn gwneud cyhoeddiad cyn bo hir. Mae staff gofal cymdeithasol rheng flaen yn cael eu blaenoriaethu ar gyfer brechiadau atgyfnerthu rhag Covid-19 yn yr hydref, gan ddarparu amddiffyniad cryfach i staff gofal cymdeithasol a’n dinasyddion mwyaf agored i niwed.
O’r dechrau, bwriadwyd i’r cynllun Ychwanegiad at Dâl Salwch Statudol fod yn gynllun dros dro ac mae cyllid canlyniadol oddi wrth Lywodraeth y DU ar gyfer yr ymateb i Covid wedi dod i ben erbyn hyn. Wrth i’n hymagwedd newid o drin Covid fel pandemig i’w drin fel endemig, yn unol â’r cyngor iechyd y cyhoedd, mae’n briodol ein bod yn dod â’r cynllun i ben. Rwy’n deall y bydd hyn yn siom i lawer yn y sector.
Er eglurder, bydd y cynllun yn dod i ben am hanner nos ar 31 Awst. Ni fydd unrhyw absenoldeb a fydd yn dechrau ar 1 Medi, neu ar ôl 1 Medi, yn cael ei gefnogi gan y cynllun. Pan fo canllawiau’n cynghori aelodau o staff i aros gartref, ac fe ddechreuodd yr absenoldeb ar 31 Awst, neu cyn 31 Awst, bydd yr absenoldeb hwnnw yn cael ei gefnogi gan y cynllun am yr hyd a nodir yn y canllawiau. Statutory Sick Pay Enhancement Scheme ending 31 August 2022 |

Dear Colleague I wish to confirm that the Covid-19 statutory sick pay enhancement scheme comes to an end on 31 August 2022.
As you know, this scheme was introduced by Welsh Ministers in November 2020 to provide financial support to the social care workforce. Up to the end of June 2022, the scheme has made payments totalling £8.2m to support social care workers to self-isolate or stay at home due to Covid. This has been an important support mechanism for the workforce and has aided infection prevention and control within services.
Recent evidence from the ONS Coronavirus Infection Survey suggests the prevalence of Covid-19 in the community is currently decreasing. We are reviewing the asymptomatic testing of social care staff and we will make an announcement shortly. Frontline social care staff are being prioritised for the Covid-19 autumn booster and this will provide social care staff and our most vulnerable citizens with increased protection.
The Statutory Sick Pay Enhancement scheme was always intended as a temporary scheme and consequential funding from the UK Government for the Covid response has since ceased. As we move from regarding Covid as a pandemic to endemic in line with public health advice, it is appropriate we bring the scheme to an end. I appreciate this will be a disappointment to many in the sector.
For clarity, the scheme comes to an end at midnight on 31 August. No absences started on or after 1 September will be covered by the scheme. Where guidance advises staff members to stay home, and the absence began on, or before, 31 August, the scheme will cover this absence for the duration outlined in the guidance.
