Annwyl gartrefi gofal,

Fe gofiwch fod Gweinidogion, ar 4 Chwefror, wedi cyhoeddi cyflwyno profi ychwanegol mewn cartrefi gofal a’u hymrwymiad i ddarparu cymorth ariannol i gartrefi gofal yn gyfraniad tuag at y costau cysylltiedig â'r baich profi ychwanegol.

Rwy’n falch i gadarnhau bod Gweinidogion wedi cytuno ymestyn eu hymrwymiad i gynnig cymorth ariannol tan ddiwedd mis Mehefin 2021.

Mae’r cyfathrebiad hwn felly yn darparu’r manylion am y cymorth ariannol hwnnw a fydd bellach yn cael ei ymestyn i gartrefi gofal plant a gwasanaethau byw â chymorth mwy (sy’n profi yn yr un ffordd â chartrefi gofal).  Ceir hefyd ymrwymiad i ddarparu cymorth ariannol er mwyn hyfforddi staff mewn gwasanaethau gofal cartref o ran cynnal profion â dyfeisiau llif unffordd (LFD).

Rydym am sicrhau bod pob cartref gofal yn derbyn y cyfarpar a’r cymorth sydd eisiau i’w galluogi i gadw preswylwyr a staff yn ddiogel a’u galluogi i weld eu hanwyliaid pan fo modd ei wneud yn ddiogel.  Wrth lwyr gydnabod buddion profi staff ac ymwelwyr, rydym yn cydnabod bod darparwyr wedi amlygu bod y costau cysylltiedig ychwanegol yn gosod straen cynyddol ar eu hadnoddau sy dan bwysau yn barod a gallent fod yn rhwystr i’w gwneud.  Mae’r pecyn cyllido hwn (ar gyfer y cyfnod 13-wythnos o fis Ebrill i fis Mehefin) er mwyn darparu cyfraniad at y beichiau costau ychwanegol sy’n gysylltiedig â phrofi ychwanegol i staff ac ymwelwyr.

Mae Gweinidogion wedi cytuno y gweinyddir y cyllid hwn drwy Gyllid Caledi Llywodraeth Leol yn unol â cymorth presennol i’r sector gofal cymdeithasol.  Dosberthir y cyllid uchod drwy gynnig taliad sengl am y cyfnod 1 Ebrill - 30 Mehefin


Cartrefi gofal a lleoliadau byw â chymorth (mwy)

Ar gyfer cartrefi gofal oedolion a phlant a’r 146 o leoliadau byw â chymorth (mwy) a nodwyd yn barod, sy’n cynnal profi PCR ac LFD ill dau (yn debyg i gartrefi gofal), seilir eich taliad sengl ar y fformiwla canlynol:

taliad fesul preswylydd o £232.00 yn gyfraniad tuag at amser staff ychwanegol er mwyn profi staff ac ymwelwyr am fis Ebrill - Mehefin. (e.e. nifer gyfartalog preswylwyr ym mis Mawrth x £232 = £X )

Er mwyn cysondeb, dylai nifer y preswylwyr yr ydych yn hawlio’r taliad o £232 ar eu cyfer fod yn seiliedig ar eich nifer gyfartalog o breswylwyr ym mis Mawrth 2021 – selir hon ar gyfanswm y preswylwyr gan ddiystyru a ydynt yn derbyn gofal a gomisiynir gan yr Awdurdod Lleol, Gofal Iechyd Parhaus, gofal a gydariannir, neu yn hunan-ariannu.  Cewch gyflwyno un hawlid y cartref yn unig.

Bydd cartrefi plant a’r 146 o leoliadau byw â chymorth (mwy) a nodwyd yn barod (yn debyg i gartrefi gofal) hefyd yn gallu gwneud hawliad (nid yw ar gael i’r cartrefi gofal oedolion hynny sydd wedi hawlio yn barod eu taliad £600 ar gyfer addasiadau ffisegol):

Gofal cartref

Ar gyfer darparwyr gofal cartref, byddwch yn gallu hawlio taliad sengl ar sail y fformiwla canlynol:

taliad fesul aelod staff o £22.60 i bob aelod staff sy wedi cwblhau’r hyfforddiant profi LFD.  (Mae’n gyfwerth â dwy awr am bob aelod staff a hyfforddir ar raddfa cyflog byw o £11.30 yr awr.)

Yn ddarparwr gofal, bydd angen i chi ddarparu un anfoneb i'r Awdurdod Lleol lle y lleolir eich eiddo o fewn ei ffin ddaearyddol (yn unol â threfniadau ar gyfer taliadau gwag y Gronfa Caledi) am daliad untro.

Noder - eich cyfrifoldeb chi fydd hawlio hwn oddi wrth eich Awdurdod Lleol gan na fyddant yn cysylltu â chi'n uniongyrchol i ofyn am anfoneb.

Dear care homes,

You will recall on the 4 February Ministers announced the introduction of enhanced testing in care homes and their commitment to providing financial support to care homes as a contribution towards the associated costs with the additional testing burden.

I am pleased to confirm that Ministers have agreed to extend their commitment to offer financial support until the end of June 2021.

This communication therefore provides the details of that financial support which will now also be extended to children’s care homes and larger supporting living services (testing in the same way as care homes).  There is also a commitment to provide financial support for the training of staff in domiciliary care services in relation to undertaking LFD testing.

We want to ensure that all care homes are given the tools and support they need to enable them to keep residents and staff safe and enable them to see their loved ones wherever this can be done safely. Whilst fully recognising the benefits of testing for staff and visitors, we recognise that providers have highlighted that the additional costs associated with this are placing increasing strain on their already stretched resources and may act as a barrier to uptake. This funding package (to cover the 13 week period for April to June) is to provide a contribution towards the additional cost burdens associated with increased testing for staff and visitors.

Ministers have agreed that this funding will be administered through the Local Government Hardship Fund in line with existing support to the social care sector. Distribution of the funding above will be made by offering providers a single payment to cover the period 1 April – 30 June


Care homes and larger supported living settings

For adult and children’s care homes and the previously identified 146 larger supported living settings undertaking both PCR and LFD testing (akin to care homes) your single payment is based on the following formula: 

a per resident payment of £232.00 as a contribution towards additional staff time for staff and visitor testing for April - June. (e.g. average no. residents for March x £232 = £X )

For consistency, the number of residents for which you claim the £232 payment should be based on your average number of residents for March 2021 – this is based on the number of total residents irrespective of whether they are in receipt of Local Authority commissioned care, Continuing Health Care, Jointly funded care, or self-funders. You may only submit one claim per home.  

Children’s homes and the previously identified 146 larger supported living settings (akin to care homes) will also be able to claim (this is not available to those adult care home that have already claimed their £600 payment for physical adaptations);

a flat rate payment of £600 per home towards the cost of physical adaptations to support testing (see guidance attached)


Domiciliary care

For domiciliary care providers you will be able to claim a single payment based on the following formula;

A per staff member payment of £22.60 per member of staff who has completed the LFD testing training.  (This equates to two hours for each member of staff trained at the living wage of £11.30 per hour.)

As a care provider, you will need to either provide a single invoice to the local authority within whose geographical boundary your premises is situated (in line with arrangements for Hardship fund void payments) to cover a one off payment.

Please note - it will be your responsibility to claim this from your local authority as they will not be contacting you directly to request an invoice.
