Annwyl ddarparwr cofrestredig,
Yn ein cylchlythyr 009/2020, a gyhoeddwyd ar 3 Medi, ymestynnodd Llywodraeth Cymru y cyfnod llacio o ran rhai o’r gofynion yn ei Safonau Gofynnol Cenedlaethol ar gyfer Gofal Plant a Reoleiddir tan 31 Rhagfyr 2020. Diben yr e-bost hwn yw eich atgoffa y bydd disgwyl i ddarparwyr gofal plant, o 1 Ionawr 2021, roi sylw dyledus i’r Safonau Gofynnol Cenedlaethol ar gyfer Gofal Plant a Reoleiddir yn achos plant hyd at 12 oed yn y ffordd arferol.
Rydym ar ddeall bod rhai darparwyr yn dal i brofi anawsterau wrth geisio cael gafael ar gyrsiau cymorth cyntaf ymarferol, am eu bod yn cael eu canslo neu eu gohirio yn sgil cyfyngiadau COVID-19. Mae gwefan Arolygiaeth Gofal Cymru yn darparu gwybodaeth am hyfforddiant cymorth cyntaf a chyngor pellach defnyddiol a chyfredol am COVID-19.

Ystyriwyd rhai o’r meysydd lle caniatawyd llacio yn ystod argyfwng COVID-19 fel rhan o’r Adolygiad o’r Safonau Gofynnol Cenedlaethol ar gyfer Gofal Plant a Reoleiddir ym mis Gorffennaf 2019, sydd ar gael yma:

Rydym yn dal i fwriadu gweithio gyda rhanddeiliaid i weithredu rhai o’r argymhellion hyn, a byddem yn falch o glywed profiadau unrhyw leoliadau lle llaciwyd y mesurau dros dro, yn enwedig lle byddai hyn yn ein helpu wrth ystyried rhai o’r materion hyn at y dyfodol. Gwahoddir lleoliadau i anfon unrhyw adborth i TalkChildcare@llyw.cymru
Diolch am eich holl gefnogaeth a chymorth yn ystod y cyfnod anodd hwn.

Dear registered provider,
In our Welsh Circular letter 009/2020, issued on the 3 September, the Welsh Government extended the temporary relaxation of some of the requirements in its National Minimum Standards for Regulated Childcare until 31 December 2020. This email is to remind you that from 1 January 2021, childcare providers will be expected to have due regard to the National Minimum Standards for Regulated Childcare for children up to the age of 12 years, in the usual way.
We understand that some providers are still encountering difficulties around accessing practical first aid courses which may have been cancelled or delayed due to COVID-19 restrictions. CIW’s website provides information about first aid training and other useful and current COVID-19 related advice.

Some of the areas where relaxations have been allowed during the COVID-19 outbreak were considered as part of the Review of the National Minimum Standards for Regulated Childcare published in July 2019 and which can be found here:
https://gov.wales/sites/default/files/publications/2019-07/review-of-the-national-minimum-standards-for-regulated-childcare.pdf
We are still planning to work with stakeholders to take forward some of these recommendations and would be pleased to hear about the experiences of any settings where these temporary relaxations have been applied, especially where this may help inform our longer term thinking on some of these issues. Settings are invited to email TalkChildcare@gov.wales with any feedback.
Thank you for all your support and help during this difficult time.
Nicola Edwards
