Ddarparwyr Cofrestredig ac
Unigolion Cyfrifol am Wasanaethau Cartrefi Gofal yng Nghymru

12 Mai 2020

Annwyl Gydweithwyr,

Diolch am eich ymrwymiad diflino i gefnogi rhai o'r bobl fwyaf agored i niwed yng Nghymru drwy'r cyfnod anodd hwn.

Er mwyn lleddfu ychydig ar y pwysau ariannol uniongyrchol sydd ar ofal cymdeithasol o ganlyniad i COVID-19, byddwch bellach yn ymwybodol bod Gweinidogion wedi cyhoeddi bod swm cychwynnol o £40 miliwn ar gael i awdurdodau lleol i helpu i gwrdd â'r costau ychwanegol y mae darparwyr gofal i oedolion yn eu hwynebu ar hyn o bryd. Diben hyn yw helpu gyda’r gwariant ychwanegol y mae darparwyr gofal i oedolion yn ei ysgwyddo o ganlyniad i bethau fel costau uwch i staff ac asiantaethau, mwy o waith rheoli heintiau, costau bwyd uwch neu ddefnydd cynyddol o TGCh. Mae'r cyllid hwn wedi'i glustnodi at y diben hwn, a chaiff ei fonitro'n agos, gan fod Gweinidogion yn sylweddoli y gallai fod angen iddynt wneud dyraniadau pellach gan ddibynnu ar sut y bydd y pandemig COVID-19 yn datblygu. Cafodd canllawiau ar y cyllid hwn eu cyhoeddi ar 27 Ebrill, ac mae copi o'r e-byst a anfonwyd wedi'i atodi er gwybodaeth.

Rwy'n ymwybodol o'r effaith ddirfawr y mae'r argyfwng hwn yn ei chael ar eich busnes, felly roeddwn am ysgrifennu atoch i gyd er mwyn tynnu sylw at rywfaint o'r cymorth y mae Busnes Cymru yn ei gynnig - gwasanaeth diduedd, am ddim yn darparu cymorth a chyngor annibynnol i fusnesau. Bydd rhai ohonoch eisoes yn ymwybodol o'r cymorth y gall Busnes Cymru ei gynnig drwy'r prosiect ar y cyd rhwng Gwasanaethau Cymdeithasol Llywodraeth Cymru a Busnes Cymru i ddatblygu arbenigedd busnes o fewn darpariaeth gofal cymdeithasol i oedolion sydd wedi bod yn rhedeg ers sawl blwyddyn. Er bod y prosiect penodol hwn wedi'i rewi am y tro, mae Busnes Cymru yn dal i gynnig cymorth drwy ei ymgynghorwyr busnes, all weithio gyda chi drwy gynnig cyngor ac arweiniad, neu drwy eich helpu i gael gafael ar gymorth arall, boed hynny'n gymorth ariannol neu fath arall o gymorth.

Mewn ymateb i bandemig COVID-19, mae Llywodraeth Cymru wedi cyhoeddi cymorth gwerth bron i £2bn ar gyfer busnesau yng Nghymru, yn ogystal â'r cymorth a ddarperir gan Lywodraeth y DU.

Cafodd y wefan businesswales.gov.wales/coronavirus-advice/cy ei chreu i fod yn ganolbwynt i ddangos yr help a'r cymorth sydd ar gael gan Lywodraeth Cymru i fusnesau yng Nghymru.

Mae'r pecynnau cymorth hyn wedi'u cynllunio i gynnwys cymaint o Economi Cymru â phosibl, ac maent yn canolbwyntio'n bennaf ar ddarparu cymorth ariannol i fusnesau. Fodd bynnag mae cymorth ymgynghorol i fusnesau yn dal i fod ar gael drwy wasanaeth Busnes Cymru, i'ch cynorthwyo gyda chynllunio ariannol ac adfer pan ddaw'r pandemig i ben, a phan fydd busnesau yn dechrau meddwl am eu cynllun adfer.

Dyma gyfnod ofnadwy o anodd i economi gyfan Cymru, ac mae'r cymorth y mae'r Llywodraeth yn ei ddarparu wedi'i gynllunio i gefnogi cynifer o fusnesau â phosibl drwy gydol y pandemig. Os hoffech siarad â Busnes Cymru, gallwch ein ffonio ar 03000 60 3000 neu ewch i'n gwefan.

Diolch unwaith eto am eich ymdrechion diflino wrth i ni barhau i symud drwy gyfnod na welwyd ei debyg o'r blaen, ac rwy'n eich annog i gysylltu â Busnes Cymru er mwyn manteisio ar y cymorth a'r arbenigedd y mae'n eu cynnig.

Yn gywir

Registered Providers and Responsible
Individuals of Adult Care Home Services in Wales

12 May 2020

Dear Colleagues,

Thank you for your continued commitment in supporting some of the most vulnerable people in Wales through this difficult period.

To address some of the immediate financial pressures on social care as a consequence of Covid-19, you will by now be aware that Ministers have announced an initial £40 million is being made available to local authorities to help meet the additional costs adult care providers are experiencing at this time. This is to help meet the additional expenditure adult providers are incurring above that they would incur in areas such as increased agency and staff costs, greater infection control, higher foods costs or increased use of ICT. This funding is ring-fenced for this purpose and will be monitored closely as Ministers appreciate they may need to make further allocations depending on the path the Covid-19 outbreak takes. Guidance was issued on 27 April on this funding and a copy of the emails issued is attached for information.

I am aware of the acute impact this crisis is having on your businesses, therefore I also wanted to highlight some of the support offered by Business Wales - a free, impartial service providing independent business support and advice. Some of you will be already aware of the support Business Wales can offer through the joint Welsh Government Social Services and Business Wales project to develop business expertise within adult social care provision. Although this specific project is currently paused, Business Wales is still offering support through its business advisors who can work with you by providing advice and guidance, or by helping to access other support available, both financial and non-financial.

In response to the Covid-19 outbreak the Welsh Government has also announced almost £2bn of support for businesses in Wales, in addition to the support provided by the UK Government. The website businesswales.gov.wales/coronavirus-advice has been created to act as a hub for Welsh Government help and support available to businesses in Wales.

These packages of support are designed to cover as much of the Welsh Economy as possible, including social care, and are mainly focused around providing direct financial support for businesses. However, general business advisory support is still available online through the Business Wales service to assist you with financial planning and recovery when the outbreak ends, and businesses start to consider their recovery.

If you would like to speak to Business Wales you can contact them directly on 03000 60 3000 or visit their website at: businesswales.gov.wales.

Thank you again for your continued efforts while we continue navigate through this unprecedented situation, and I urge you to contact Business Wales in order to take advantage of the support and expertise they can offer.

Yours sincerely
