Today (Tuesday 14th May), Torfaen Council’s Cabinet committee approved that a long-term lease could be granted to Pontypool Rugby Club which will provide exclusive use of the rugby pitch and grandstand.
The lease arrangement follows the rugby club’s concerns over anti-social behaviour, vandalism and malicious damage to the grandstand and pitch, which was putting players and the public at risk.
These issues were coupled with the club’s desire to invest in the pitch and grandstand in order to meet criteria for top level rugby in Wales.
To resolve the issues affecting the pitch and grandstand and to give the club security of tenure within the historically protected Park, a period of public consultation and engagement was undertaken to provide statutory consultees, stakeholders, adjacent landowners, sports clubs, government organisations and the public an opportunity to comment on the proposal to grant a lease.
The Leader of Torfaen Council, Cllr Anthony Hunt said: “This lease agreement secures a positive future for park users, the club and the town.
“The council made a commitment to work positively with Pontypool RFC to secure their future in Pontypool Park. This approval to grant a long term lease demonstrates this commitment is being delivered on. Significant work has been undertaken to ensure the council has met all its statutory, legal and community obligations.
“I welcome the significant commitment of Pontypool RFC to invest, to improve the facilities and achieve their aspirations in the park. The contributions received during the consultation have helped secure the interests of both the club and the community.”
CEO of Pontypool RFC, Ben Jeffreys said: “The decision taken by Torfaen Council’s Cabinet committee today is an exceptionally positive development and is one that starts to give tangible hope that Pontypool RFC will be able to call Pontypool Park its home for many decades to come.
“A tremendous amount of progress has been made over the previous six months and in that time, we have addressed the historical covenant, obtained planning permission to make our desired improvements to the ground and we are now close to completing the Playing Field Regulations process.
“We are looking forward to the opportunity to negotiate the finer details of the lease with the local authority when the appropriate time comes, and I am hopeful that we can finally deliver on our promise to make Pontypool Park the beacon of the town once more.”
Under the terms of the lease agreement, Pontypool Rugby Ltd. will be responsible for maintaining the pitch and grandstand and covering the associated utility costs. They will also be fully responsible for the build and landscaping costs associated with their improvement project.
The decision also provides the council with an annual saving of over £15,000.
A statutory period of 10 days will now follow Cabinet’s decision and additionally in line with the Playing Fields Regulations the decision will be advertised before the lease terms can be finalised.

Ochr yn ochr â'r materion hyn, oedd dymuniad y clwb i fuddsoddi yn y cae ac yn y prif stondin er mwyn bodloni meini prawf rygbi o'r radd flaenaf yng Nghymru.
Er mwyn datrys y materion sy'n effeithio ar y cae a'r prif stondin ac er mwyn rhoi sicrwydd i'r clwb o ran deiliadaeth o fewn y Parc a warchodir yn hanesyddol, cynhaliwyd cyfnod o ymgynghori ac ymgysylltu â'r cyhoedd i roi cyfle i ymgyngoreion statudol, rhanddeiliaid, tirfeddianwyr cyfagos, clybiau chwaraeon, sefydliadau'r llywodraeth a'r cyhoedd wneud sylwadau ar y cynnig i ddyfarnu prydles.
Dywedodd Arweinydd Cyngor Torfaen, y Cynghorydd Anthony Hunt: “Mae'r cytundeb prydles hwn yn sicrhau dyfodol cadarnhaol i ddefnyddwyr y parc, y clwb a'r dref.
“Gwnaeth y cyngor ymrwymiad i weithio'n gadarnhaol gyda Chlwb Rygbi Pont-y-pŵl i sicrhau eu dyfodol ym Mharc Pont-y-pŵl. Mae'r gymeradwyaeth hon i roi prydles tymor hir yn dangos bod yr ymrwymiad hwn yn cael ei gyflawni. Gwnaed gwaith sylweddol i sicrhau bod y cyngor wedi cyflawni ei holl rwymedigaethau statudol, cyfreithiol a chymunedol.
“Rwy'n croesawu ymrwymiad sylweddol Clwb Rygbi Pont-y-pŵl i fuddsoddi, i wella'r cyfleusterau a chyflawni eu dyheadau yn y parc. Mae'r cyfraniadau a dderbyniwyd yn ystod yr ymgynghoriad wedi helpu i ddiogelu buddiannau'r clwb a'r gymuned.”
Dywedodd Ben Jeffreys, Prif Swyddog Gweithredol Clwb Rygbi Pont-y-pŵl: “Mae'r penderfyniad a wnaed gan bwyllgor Cabinet Cyngor Torfaen heddiw yn ddatblygiad hynod o gadarnhaol ac mae'n dechrau rhoi gobaith pendant y bydd Clwb Rygbi Pont-y-pŵl yn gallu galw Parc Pont-y-pŵl yn gartref am sawl degawd i ddod.
“Mae llawer iawn o gynnydd wedi'i wneud dros y chwe mis blaenorol ac yn yr amser hwnnw, rydym wedi mynd i'r afael â'r cyfamod hanesyddol, wedi cael caniatâd cynllunio i wneud ein gwelliannau dymunol i'r tir ac rydym bellach yn agos at gwblhau'r broses Rheoliadau Caeau Chwarae.
“Rydym yn edrych ymlaen at y cyfle i drafod manylion y brydles gyda'r awdurdod lleol pan ddaw'r amser priodol, ac rwy'n obeithiol y gallwn gyflawni ein haddewid i wneud Parc Pont-y-pŵl yn binacl yn y dref unwaith eto. ”
O dan delerau'r cytundeb prydles, bydd Rygbi Pont-y-pŵl Cyf. yn gyfrifol am gynnal a chadw'r cae a'r prif eisteddle ac ymdrin â'r costau cyfleustodau cysylltiedig. Byddant hefyd yn gwbl gyfrifol am y costau adeiladu a thirlunio sy'n gysylltiedig â'u prosiect i greu gwelliannau.
Mae'r penderfyniad hefyd yn arbed dros £15,000 y flwyddyn i'r cyngor.
Bydd cyfnod statudol o 10 diwrnod bellach yn dilyn penderfyniad y Cabinet ac yn unol â Rheoliadau Meysydd Chwarae, bydd y penderfyniad yn cael ei hysbysebu cyn y gellir cwblhau telerau’r brydles.
