Blaenau Gwent signs
up to SRS
Torfaen Council,
Monmouthshire County Council and Gwent Police formally welcomed Blaenau Gwent
to the Shared Resource Service (SRS) based in Blaenavon as an official partner.
Signing the formal Deed of
Adherence at an SRS board meeting were Police and Crime Commissioner for Gwent,
Jeff Cuthbert, Torfaen Council’s Deputy Leader Anthony Hunt, Monmouthshire’s Cabinet
Member for Resources, Councillor Phil Murphy and
Blaenau Gwent’s Executive Member for Financial Management & Strategy, Councillor Hedley McCarthy.
The SRS is the ICT provider created by
the merger of ICT teams from Gwent Police, Monmouthshire County Council and
Torfaen council in 2011.
The formal partnership sees Blaenau
Gwent’s ICT staff, structures and systems merge into the SRS in order to
increase staff capacity, widen access to ICT expertise and enhance services.
The merger also brings investment of £12 million over 5 years to invest in ICT
service improvements while delivering annual efficiency savings.
The IT merger follows an external
review of Blaenau Gwent’s ICT services in 2014 which highlighted a number of
issues with the existing ICT strategy, resilience and structure. Blaenau Gwent
councillors voted to join the SRS at its full council meeting held earlier this
year.
Cllr Hedley McCarthy , Blaenau Gwent’s
Executive Member for Financial
Management & Strategy,
said: “Earlier this year we explored all the benefits and risks to determine a
preferred solution and it resulted in a recommendation to join the SRS as a
partner. It was clear efficiencies of scale, service improvements and digital
transformation could be best achieved by pooling resources and expertise. For Blaenau
Gwent, this will sustain IT service levels into the future and contributes to
our overall budget challenge. We have started to migrate systems onto
collaborative platforms and there’s been a smooth transition for staff.”
The Deputy Leader of Torfaen council,
Cllr Anthony Hunt said: ‘This is a significant milestone for the SRS and
another example of the growing collaborative service model in Gwent. The
financial challenges currently facing councils continues to be an opportunity
the SRS and I’m certain more partners will follow.’
The Police and Crime Commissioner for Gwent, Jeff Cuthbert, said: “It is only through strong collaborative working with other
key public services we can seek to provide the best possible quality of life
for our citizens. Sharing our resources and expertise effectively in this way
enables us to take advantage of the latest technology and ensures we continue to be
accessible to our communities.”
Monmouthshire’s Cabinet Member for
Resources, Councillor Phil Murphy said: ‘We welcome Blaenau Gwent’s partnership
in the SRS and look to expand services to other public service partners.
Collaboration has never been so important as we seek to find efficiencies and
better ways of delivering services. This is an excellent example of
transformational public services and contributes to our vision to make our
communities the most connected in the UK.”

SRS yw’r darparwr
TGCh a grëwyd trwy gyfuno timau TGCh Heddlu Gwent, Cyngor Sir Fynwy a Chyngor Torfaen
yn 2011.
Mae’r bartneriaeth ffurfiol yn
golygu bydd staff, strwythurau a systemau TGCh Blaenau Gwent yn cyfuno â SRS er
mwyn cynyddu gallu cynhyrchu’r staff, ymestyn mynediad at arbenigedd TGCh a
gwella gwasanaethau. Bydd y cyfuniad hefyd yn dod â buddsoddiad o £12 miliwn
dros 5 mlynedd i fuddsoddi mewn gwelliannau i’r gwasanaeth TGCh wrth ddod ag
arbedion effeithlonrwydd blynyddol.
Mae’r cyfuniad
TGCh yn dilyn adolygiad o wasanaethau TGCh Blaenau Gwent yn 2014 a amlygodd
nifer o bwyntiau ynglŷn â strategaeth, gwydnwch a strwythur y system TGCh
gyfredol. Pleidleisiodd cynghorwyr Blaenau Gwent dros ymuno â SRS mewn cyfarfod
o’r cyngor llawn yn gynharach eleni.
Dywedodd y Cyng. Hedley
McCarthy, Aelod Gweithredol Blaenau Gwent dros Reolaeth Ariannol a Strategaeth:
“Yn gynharach eleni fe edrychon ni ar yr holl fanteision ac anfanteision er
mwyn penderfynu ar ba ateb byddai orau a’r cynnig oedd ein bod ni’n ymuno â SRS
fel partner. Roedd yn glir y gallai arbedion effeithlonrwydd, gwelliant yn y
gwasanaeth a thrawsnewidiad digidol gael eu gwireddu orau trwy gyfuno adnoddau
ac arbenigedd. I Flaenau Gwent bydd hyn yn cynnal lefelau gwasanaeth TG at y
dyfodol ac yn cyfrannu at yr her gyllidol sydd gennym ni. Rydym wedi dechrau
cyfuno’r systemau ac mae’r trawsnewid wedi bod yn rhwydd i’r staff.”
Dywedodd Dirprwy Arweinydd
cyngor Torfaen, y Cyng. Anthony Hunt: ‘Mae hon yn garreg filltir arwyddocaol i
SRS ac yn enghraifft o’r cydweithio cynyddol yng Ngwent. Mae’r her ariannol sy’n wynebu cynghorau ar
hyn o bryd yn rhoi cyfle i SRS ac rwy’n siŵr bydd mwy o bartneriaid yn dilyn.’
Dywedodd Comisiynydd Heddlu a Throseddu Gwent, Jeff
Cuthbert: “Dim ond trwy gydweithio’n gryf gyda gwasanaethau cyhoeddus allweddol
eraill y gallwn ddarparu’r ansawdd gorau o fywyd i’n trigolion. Mae rhannu adnoddau ac arbenigedd yn y ffordd
yma yn ein galluogi i gymryd mantais o’r dechnoleg ddiweddaraf ac yn sicrhau
ein bob ni’n parhau i fod yn hygyrch i’n cymunedau.”
Dywedodd Aelod Cabinet Sir
Fynwy dros Adnoddau, y Cynghorydd Phil Murphy: ‘Rydym yn croesawu partneriaeth
Blaenau Gwent yn y SRS ac yn edrych at ehangu gyda phartneriaid eraill yn y
