Welcome to your Adult and Community Learning bulletin

Hello and welcome to the second newsletter from the ACL Service Review Group. We will continue to issue regular updates on the review between now and September and we hope you find these updates useful.

To date information has been collated to support the review and below is some data that you may find interesting: There are 44,475 (60%) of Torfaen residents without a qualification above level 2. This information will help identify the volume of Essential Skills and Digital Literacy provision that is required to support residents to upskill.Over the last 2 academic years 70% of learners travelled under 4 miles to attend a class. The group reviewed age and gender and the highest percentage of learners were aged between 25 and 49 years old with the second largest group being between 50 to 74 years old. Out of the 49 clubs hiring rooms in centres, 22 responded to our request for data relating to their members. The data identified that 244 members are aged between 50 to 75 years’ old (60%) and 148 are over 75 years’ old (36%). 73% of members travel up to 4 miles. In addition there are a number of regular bookings made by different organisations, averaging 99 per month with a footfall of 2,516 people during the busy periods.

Exploring other buildings

Out of 19 Community Halls only 6 have Wi-Fi which is essential for the delivery of Essential Skills courses. Evening availability in these halls is very limited. The Libraries have a few rooms that could be accessed during the daytime for the delivery of adult and community learning and investigations continue with regards to the opportunities available through schools and other council buildings. The review team is analysing the current accommodation usage of the three ACL centres and discussing the current and future needs of those who occupy non-learning spaces.

Bus routes

Public transport bus routes that locally serve the Adult Education Centres cease to run in the evening with services concluding between 6pm and 7pm. Stagecoach X24 operates an hourly service between main town centres between 6pm and 11pm.

Next steps...

The review team is also still looking into other ways of organising the Service, such as a transfer to an NPDO (Not for Profit Distributing Organisation).

A further newsletter will be distributed in August and the findings of the review will be finalised in September.
