Introducing Fran Romberg

The VCSA is delighted to introduce Fran Romberg, who will now be supporting the VCSA going forward. 

"Hello everyone, I’m delighted to be introducing myself to you as your new Insight and VCS Engagement Officer, supporting the VCSA.  

I come from a background in charity communications and partnerships, I’ve seen it all! From grassroots voluntary led organisations, international NGO’s and national donors. Most recently I worked with Children in Need on their fundraising and funding partnerships teams, prior to that I was with the coalition Together With Refugees and prior to that I was with one of our own, Shropshire Food Poverty Alliance! I remember many of you and your inspiring work from my SFPA days and I look forward to getting to know those of you I haven’t yet met.  

Outside of work, you can find me on my allotment in South Shropshire, or in the hills and woods that surround.  

Sarah Hampson has left big shoes to fill, but I’m sure you’ll be as pleased as I am that she’ll remain nearby in her new role as Insight Specialist. 

Although I’m new in post, with a lot to learn, the value of the VCSA is already abundantly clear. These are challenging times, with the cost of living and the onset of winter amongst other issues affecting us, our teams, and those we support. I see my role as facilitating the collective power of our supportive partnership and upholding our strong, cohesive voice, so we can have an assembly which doesn’t just survive, but also thrives."

Household Support Fund Awareness Week – 16-22 October

To further support households with the cost of living, the Government allocated £842 million to local authorities in England to extend the Household Support Fund for a year from 1 April 2023 until 31 March 2024.

The Household Support Fund is there to help households who are struggling with the cost of essentials including families, pensioners, unpaid carers, care leavers and disabled people. 

Between 16-22 October, DWP is holding a Household Support Fund Awareness Week, to promote the good work that local authorities have done in delivering the scheme so far, and to encourage people to visit their council’s website or contact their local council office for more information on support available in their area.

You can help to promote the awareness week across your channels by using the assets available in the Household Support Fund awareness week toolkit - which contains social media assets, a downloadable poster, suggested newsletter copy, easy read guidance and more.

The scheme is one of many to support households with the cost of living, including Cost of Living Payments, Social Tariffs and help with childcare costs.

NCVO Publishes 2023 Civil Society Almanac

Annually, the VCSA produces its State of the Sector Survey, and much of the local data from this report is important to weigh against national trends to see how Shropshire compares.

One of the best sources of national data for this comparison is the NCVO Almanac. The data in this latest report is from 2021/22 and highlights some important trends that the VCSA and our members have been keeping an eye on.

For instance, the report notes that formal volunteering is down for the third year in a row. "An estimated 14.2m people (27% of people) volunteered through a group, club or organisation in 2021/22. This is down from 16.3 (30%) million in 2020/21, and 20m (37%) in 2019/20." 

The sector's income has also dropped slightly in 2021/22 compared to the previous year, with lower income from the public driving this decline. 

Jobs in the sector have also decreased slightly, but average pay has increased in organisations of all sizes with the exception of micro and small organisations (however, these organisations make up the majority of VCSE organisations nationally and locally).

South Shropshire Climate Action Launch New Website

South Shropshire Climate Action’s (SSCA) new website gives the people, communities and businesses of South Shropshire up to date tips on how to reduce their carbon footprints, save money, promote their health and wellbeing and enhance the natural environment.

SSCA published its “Next Steps” Climate Action Plan in 2021 to help the Ludlow Constituency reach net zero by 2030. The website helps to put that carbon reduction plan into action providing information and advice tailored to Shropshire.

No one needs to be convinced of the seriousness of the climate emergency, but much more help is needed to know what to do about it, and this website is focused on the actions we can all take, as individuals, communities, schools, town and parish councils and businesses. There are four main themes: energy & buildings, land & biodiversity, transport, and reuse – repair – recycle, each featuring a wealth of useful information, toolkits, videos and local examples to inspire you.

If you want to find help near at hand, there are links to the wide range of groups and activities already available in Shropshire.  These include local repair cafés and climate action groups, household energy surveys provided by Lightfoot, Stretton Climate Care and Marches Energy Agency, Save Our Shropshire’s carbon literacy workshops, and the many organisations supporting Shropshire’s wildlife.

Local Organisations Join Forces to Tackle High Blood Pressure

Local health and community organisations across Shropshire and Telford and Wrekin are working together to deliver thousands of blood pressure checks in communities across the county.

Teams of Blood Pressure Champions are working with lifestyle, health-check and outreach teams to connect with people in local areas to offer free blood pressure checks. By providing checks at locations convenient to people, such as Livestock Markets, food banks, community pop-up events and veterans’ groups, the project hopes to prevent complications associated with high blood pressure in the population.

High blood pressure affects almost one in three adults in the UK, and many do not know that they have it as there are often no symptoms.  However, it can lead to major health problems, including heart attacks and strokes.

Dr Nick White, Chief Medical Officer at NHS Shropshire, Telford and Wrekin said:

“We are delighted to launch this project in partnership with Telford and Wrekin Council and Shropshire Council.

“Having your blood pressure checked by one of our volunteers is one of the simplest ways to help make sure you stay healthy this winter and help avoid more serious health problems.”

Councillor Cecilia Motley, Shropshire Council’s Cabinet Member for Adult Social Care, Public Health and Communities said:

“Shropshire Council is committed to improving the health and wellbeing of our communities, and we have teamed up with our partners at Qube Oswestry Community Action for this project.

There are many opportunities to get involved as a volunteer within both Telford and Wrekin and Shropshire.  For more information on how to get involved in the project, please contact stw.getinvolved@nhs.net.

Charity Commission Social Media Guidance & Trustee Resources

The Charity Commission has issued new guidance on charities’ use of social media. The guidance makes clear that social media can be an effective way for charities to engage their audiences and communicate their work, but also highlights the risks trustees should plan for. 

The guidance aims to help trustees understand: 

  • how their legal duties apply when their charity uses social media
  • the importance of having a social media policy
  • what to consider if issues arise

Alongside this guidance, the Commission has launched its latest campaign to support busy trustees to manage the demands of running their charities, by increasing their knowledge and understanding of essential duties. 

Trustees can take a new interactive quiz and view the Commission’s campaign website, showcasing their accessible 5-minute guides and videos.

Nominate an Outstanding Volunteer for a Points of Light Award

Did you know that anyone can nominate an individual for a Points of Light award, the daily award, given by the Prime Minister, to outstanding volunteers in the UK? 

DCMS welcomes nominations for inspirational individuals who have made a real difference to their communities, and is looking to award people of all ages and backgrounds.

Over 2,000 people have been named 'Points of Light', highlighting an array of innovative volunteering, from raising awareness of rare diseases to fundraising and conservation.

Age UK Research Released on Digital Inclusion

A recent policy briefing from Age UK reveals that almost half (46%) of over-65s in the UK are unable to complete all eight of the most fundamental tasks required to use the internet safely and successfully.  The figures also show, the worst effected of this group are those over the age of 75.

The Charity says this shows that the headlong rush towards ‘digital by default’ is excluding millions of older people from being able to access and use the essential public services they need – including some for which they are the target audience and principal users.

The research by Age UK found that among over-65s in the UK:

  • Almost one-in-four (23%) are unable to turn on the device and enter any account login information as required. 
  • Almost three-in-ten (28%) are unable to find and open different applications/programmes/ platforms on their devices (e.g. opening a web browser, messaging applications).
  • One-in-four (25%) are unable to keep their login information and passwords for a device and any accounts secure (e.g. not shared with anyone or written down or left prominently near a device).
  • One-in-four (25%) are unable to update and change their password when prompted to do so. 
  • Around one-in-three (35%) are unable to set up a connection to a Wi-fi network on their devices (e.g. when at home, work, out in public or visiting family and friends).

The research has led Age UK to launch their Offline and Overlooked Campaign, which encourages service providers to think about those left behind in moves toward digital services.

Consultation on Community Wealth Fund in England: The Government has launched a technical consultation on a Community Wealth Fund in England. This technical consultation follows a commitment made by the government in its response to the consultation on the English portion of dormant assets funding. This stated that community wealth funds would be the fourth cause to receive dormant assets funding in England. Closing 19th October


Review of Polling District, Places and Stations: People can have their say about their polling districts and polling stations from today (2 October 2023) as part of a Shropshire Council review. The council is required to complete a full review of its polling districts, polling places and polling stations every five years, to ensure that electors have reasonable facilities for voting, and that polling places are accessible to all electors. Closing 30th October


DWP Changes to Work Capability Assessment Consultation: As part of Government’s mission to support more people into work, the Department for Work and Pensions (DWP) has launched a consultation on changes to the Work Capability Assessment (WCA), following the landmark Health and Disability White Paper published earlier this year. The consultation seeks views from the public, charities, employers, and other interested parties on proposed changes to the WCA. Closing 30th October


Severn Valley Country Park: Shropshire Council and partners would like to hear what you think about how they manage Severn Valley Country Park for both visitors and wildlife.The results of the survey will help them understand how satisfied visitors are with Severn Valley Country Park and will help them see what future actions should be prioritised. They would also like to hear from you if you do not use Severn Valley Country Park so they can understand what the barriers to visiting are. Closing 5th November


DWP Pre-Employment Checks for Health and Care Volunteers Consultation: The Department for Work and Pensions (DWP) seeks views on the proposal to remove the statutory requirement for a full employment history when appointing volunteers in health and care settings. The consultation asks whether the full employment history requirement poses challenges to the appointment process and whether it is necessary to inform appointment decisions. We’re also seeking to understand whether the remaining required pre-employment checks would be enough to ensure the suitability of volunteer applicants. They especially seek views from the VCSE sector. Closing 18th November


One Shropshire Directory Survey: Shropshire Council currently operates the Shropshire Community Directory, Family Information Directory and SEND Local Offer Directory. They also assist with funding other directories such as the Social Prescribing Directory led by Qube. Shropshire Council is exploring ways they can improve the service they offer by combining these directories to create a single directory which is more effective and user friendly, offering better value to our customers. Feedback from some external and internal stakeholders suggests some people would like to see a single directory for Shropshire. They are now seeking views from a wide range of people interested in the provision of community information. Closing 26th November

Free Training to Support Families of Children with Diverse Needs to Learn About Money

Campaign for Learning is offering free fully funded practitioner training to support all families to learn about money

No specialist knowledge is needed to attend any workshop running between October and December 2023

This free 90-minute workshop for practitioners working with families offers a new inclusive family approach to learning about money. The approach supports children aged 3-7 with a focus on diverse needs, including autism spectrum disorders and social, emotional and behavioural difficulties.

The training is funded by the Money and Pensions Service and delivered by Campaign for Learning.

By attending you will:

  • Learn how to deliver an inclusive, differentiated and accessible financial education programme through rich learning experiences using Makaton, sensory icons, storytelling, songs, games and family activities
  • Receive all the resources and tools you need to deliver the activities including facilitator’s guide, multimedia content, session plans and certificates

Sport Welfare Manager

Energize are looking to recruit a full-time role covering Shropshire, Telford and Wrekin as part of the new national network of Sport Welfare Officers. If you want to help ensure everyone experiences the enjoyment and benefits of being active and believe their needs, expectations and safety should come first, then this Sport Welfare Manager role could be for you.

A new national network of Sport Welfare Officers is being created across England to support National Governing Bodies (NGB) and their local clubs to promote good practice and safe sport for children, young people and adults on a local level. The Sport Welfare Officers will add capacity and expertise to the existing safeguarding work of NGBs and Active Partnerships. They will help further understand safeguarding in local clubs e.g. how policies and procedures are cascaded and help share good practice. They will work closely with other Sport Welfare Officers, National Governing Bodies and wider organisations; to connect people working on welfare and safeguarding, both inside and outside sport.

The network is being funded by Sport England using National Lottery grants (currently until March 2027).

Grant and Funding News


National Grid Community Matters Fund - Fuel Poverty 2023 Open for Applications

National Grid’s electricity distribution business and Localgiving are working together to provide grants to charitable organisations to help with the increase in fuel costs and the cost of living over the winter months.

The funding aims to support economically disadvantaged areas and to target grassroots organisations that serve historically underrepresented and marginalised groups. There is particular interest in projects which achieve a long-term impact by helping beneficiaries save money on their household energy bills on an ongoing, sustainable basis.

Applications will be accepted from registered charities, charitable companies, unregistered community organisations, and statutory bodies based in the Midlands, South West England and South Wales who are supporting households experiencing fuel poverty.

Projects must meet one of the following themes:

  • Helping individuals to access energy tariff advice or support accessing schemes, including, but not limited to, winter fuel discounts and Social Fund schemes.
  • Providing energy efficiency or heating solutions to people living in fuel poverty.
  • Operating a ‘Warm Bank’ in a community building.
  • Improving energy efficiency in a community building used as a warm space.
  • Providing warm packs to vulnerable households e.g. radiator bleed keys, heavy curtains, blankets, radiator foil etc.
  • Innovative approach to combating fuel poverty.

There are two funding levels:

  • Grants of up to £10,000 for registered charities or non-profit companies limited by guarantee.
  • Grants of up to £2,000 for constituted charitable organisations with no charity number.

Grants can help support project costs for projects starting the week of 11 December 2023 and completed by 31 March 2024. Applications close on Friday 27 October.

Funding to Help Disadvantaged Groups to Improve their Communication Skills (UK)

The Thomas Wall Trust is accepting applications from UK charities with a turnover of £10,000 to £500,000 that have been registered with the Charity Commission for at least three years.

Grants of up to £5,000 are available, and the Trust can support annual repeat funding for up to three years.

The funding will support a project or running costs for a charity that equips disadvantaged people (aged 18 and over) with the communication skills ready for employment.

Priority will be given to:

  • Match funded projects.
  • Charities that can provide compelling evidence of impact.
  • Charities working with collaborative networks.
  • Self-sustainable projects, with a view to becoming less reliant on grants in the future.

There is particular interest in hearing from groups supporting people experiencing multiple deprivation or major hurdles to employment including women, people with physical, mental or learning disabilities, refugees and asylum seekers.

There is a two-stage application process.

The deadline for stage one applications is 8 January 2024 for consideration in March 2024. For more information and to apply, visit the Thomas Wall Trust website.


Deadline Reminder for NFU Mutual Charitable Trust’s Autumn 2023 Funding Round

NFU Mutual Charitable Trust is offering grants of between £1,000 and £50,000 to charities and other not-for-profit organisations working in agriculture, rural development, and insurance across the UK for projects that deliver on one or more of the Trust’s main objectives:

  • To advance the education of the public using research and dissemination of information concerning agriculture.
  • To advance the education of young people within rural areas.
  • To relieve poverty within rural areas.
  • To promote the benefit and social welfare of inhabitants of rural communities by associating together with the inhabitants and local authorities, voluntary and other organisations to advance education and leisure.
  • To promote research into agricultural-associated activities.
  • To advance the education of the public using research and dissemination of information concerning insurance.

Priority will be given to larger initiatives that would have a significant impact on rural communities, as well as initiatives in the areas of education of young people in rural areas and relief of poverty within rural areas.

Trustees met twice a year to consider applications, typically in June and November.

Hinrichsen Foundation Accepting Applications for 2024 Musical Performances

The Hinrichsen Foundation is offering grants to charities and other organisations across the United Kingdom to support the performance of contemporary music, which may include the commissioning of new work, non-commercial recording, or even publication.

 There are two levels of funding available:

  • One-off small grants typically between £500 and £2,500 (for new applicants and former beneficiaries).
  • Larger projects or concert series generally £2,000 and over.

The Trustees will occasionally provide funds for research projects not being conducted under the remit of an academic institution. Multi-year partnerships may also be considered.

Funding to Improve Resilience and Sustainability in Sight Loss Sector Organisations Across UK

Vision Foundation is offering unrestricted grants of up to £10,000 for registered charities, community interest companies, and other charitable groups working with blind and partially sighted people across the UK and have been affected by an uncertain post-pandemic economic climate and the ongoing cost-of-living crisis.

Through the National Resilience Fund, groups can apply for funding to improve resilience and responsiveness. Funding can be used to meet increases in core costs, such as rent and salaries, to strengthen operational systems and processes, or fund work to combine or merge organisations.

Priority will be given to organisations that demonstrate a strong commitment to involving experts and people with experience, such as blind and partially sighted people or people at risk of sight loss, in their work.

EA Foundation Offers Funding to Improve Lives of Disadvantaged Communities

The EA Foundation was established in 2021 by the co-founders of Energy Aspects, a data & intelligence company headquartered in the UK. The EA Foundation has been set up to improve the lives of disadvantaged communities around the world. To date, the EA Foundation has received over £5 million of donations, which it will distribute over the coming years.

The funding is intended for charitable projects which align to at least one of the following four funding priorities:

  • Provide educational opportunities, particularly for disadvantaged individuals and communities.
  • Improve access to basic services and infrastructure to disadvantaged communities, including but not limited to healthcare, clean water and electricity.
  • Support people in reduced circumstances, without sufficient means, or those who are experiencing times of need thereby providing important support for the relief of poverty or other forms of disadvantage such as disability.
  • Address environmental challenges and promote sustainable development, both and through the pursuit of the other key areas of focus.

There is no specified upper or lower grant limits. However, based on the Foundation’s current giving trends to date, the grants approved have averaged between £20,000 - £50,000 for an average duration of 12-24 months. Applicants are encouraged to operate a full cost recovery mode by including all relevant costs of their project in the budget, including proportionate costs of overheads related to the effective delivery of the project.

UK-based charitable entities can apply. Applications will be considered from a diverse range of organisations irrespective of turnover.

Cultural Bridge Fund Opens for Applications

Cultural Bridge is a unique investment programme between all UK arts councils and leading German cultural institutions that supports the development of cross-border partnerships. Since launching in 2021, it has so far enabled 44 arts organisations that place communities at the heart of their work, to build and develop new partnerships that allow exploration and exchange of practice across the UK and Germany.

The Cultural Bridge Fund is open to all arts and cultural organisations with proven expertise in socially engaged/participatory practice. Partnerships must be bi-lateral, including at least one German partner and one UK partner, from any one of the four nations: England, Northern Ireland, Scotland and Wales.

The programme is committed to promoting a diverse and inclusive network. The activity supported, and the workforce of arts and culture organisations funded, should reflect the diversity of the UK and Germany, and as such applications are encouraged from diversity-led organisations and from those from under-represented backgrounds.

Funding can be for physical, digital or hybrid activity focussed on socially engaged/participatory arts practice and in response to the programme aims/themes.

Two tiers of funding are available:

  • Tier 1: New Partnerships - £5,000 to £10,000 per partnership.
  • Tier 2: Established Partnerships - Up to £30,000 per partnership.

Tier 1 grants should support the development of new partnerships between UK and German organisations and explore innovative ways of connecting art and society.

Tier 2 grants should be used to support existing partnerships and should include some direct engagement/participatory activity with communities.

The funding is for activity that starts from April 2024 and is completed by March 2025.
