Early Help Update - December 2020

Welcome to the latest edition of the Early Help newsletter. In this bumper edition you will find an update on changes to requests for intervention for a targeted Early Help service, the dates for the 2021 Understanding your Child group sessions and information on free support for families in disputes.

There is also lots of information on training, learning and the dates for the next Early Help network meetings.

Fran Doyle, Head of Early Help, Partnerships and Commissioning, has also shared her thoughts on 2020 and views on the work early help will be focusing on for 2021. The only number you need

Whether you think a child, young person or family needs some support, or you are worried a child might be at risk of abuse or neglect, there is only one number you need – 0345 678 9021. From this number you will receive the support you need to get the right help at the right time to strengthen families and safeguard children.


Reflections on 2020 and looking forward to 2021

Well what a year! I am sure you will all agree that at times it feels like being in a bad dream that you just want to wake up from.  And yes, I am talking about the pandemic and the challenges, changes and constant threats to the health of our communities.  There is light at the end of tunnel in the form of the vaccine in the New Year leading us up to Spring and Summer beyond.  And I have to say that for all the challenges that the pandemic bought all agencies, partners have found solutions to continue to work with each other to ensure that families are supported and able to cope. 

The demand for Early Help services and provision has gone through the roof and yet you, our partners, have found even more innovative ways to meet family’s needs.   With extra food and meals being provided directly to families, extra holiday activity and provision for children, extra mental health support, extra bereavement provision, extra family visits (covid secure obviously), extra parenting programmes, extra virtual/teams groups, extra 1 to 1 meetings, laptops for those families that don’t have any to keep up with school work etc, I could go on.  All of these extra’s have been delivered by a workforce who are and have always been prepared to go that extra mile in keeping children and young people at the centre of everything of we do.  This in itself deserves the accolades and the compliments that we have received on an almost weekly basis as parents want to add their heartfelt thanks to the work we all do. 

Compliment received from a service user for Rachel Vaughan, Early Help Family Support Worker: ‘I feel quite emotional about the support stopping but I know I’m in a better place then I was before Rachel came to support the family.  I think the support has helped us all to move forward and the family is a lot happier.  The one to one work was good for my child and gave her the chance to talk and be heard. I am now closer to all of my children.’

Compliment for Emily Wada Early Help Family support worker – ‘Emily was a massive support with the transition of when L moved back in from her dads. She has given us lots of help and advice around the teenage brain, picking our battles and things at home are much more clam. Emily has always been on the end of the phone for us both and we could go to her with anything bothering us.’

Compliment for Canev Clayton, Early Help family support worker – ‘With Canev’s help, my home life has become quieter, with fewer arguments between me and my son. We talk now and comfort each other, try to understand each other's point of view. I've adapted, I understand him more and don’t feel alone in my fight to get him the education he needs. You may be aware that at the beginning of the pandemic we also implemented Early Help’s new case management system on Liquidlogic - The Early Help Module (EHM). All Targeted Early Help workers have migrated their cases and have been using the system for the last six months. This has been vital to ensure we can fix any issues and glitches that come with implementing any new system.  It is now time for our Early Help partners to also use the new system – to ensure information can be shared with consent and to support the whole family. We have developed training to support partners in using the Early Help Module, through a programme called MeLearning. Partners will need to have completed the MeLearning programme before they can access the Early Help Module. From January 2021 partners will no longer be able complete a request for intervention for targeted early help support without using the system.  So far, we have had many requests from partners wanting to join because they understand the importance of using a shared system. Schools in particular are already using the system to benefit the work they are doing with families.

Next year we will consolidate our partnership working even more, with an absolute focus on supporting families where neglect may an issue and impacting on children.   A great package of training and a simple range of useful tools have been developed to support practitioners in identifying neglect earlier. Dates of the training will be available soon through the Shropshire Safeguarding Community Partnership.

The next 12 months will provide exciting opportunities to work more closely with our experienced community and voluntary sector who have delivered some of the most impactful work with families during the pandemic.  from April 2021 onwards Actio – for example a collaboration and partnership between Energize, PACC, and Ignite, will take over the contract for delivering universal short breaks through our All In programme, for children and young people with special education needs and disabilities,

Shropshire Councils detached youth support team which will be up and running and ready to go from April 2021. They will be out there on the streets supporting Shropshire’s vulnerable young people, with many of the local Town and Parish Councils taking responsibility for commissioning universal youth provision for their local communities.

Request for Intervention of Targeted Early Help

From the 4th January 2021 a Request for Intervention for Targeted Early Help can only be completed electronically as part of an active Early Help Episode on EHM.

To register for EHM you need to complete the Me Learning e-learning package and your organisation should have signed and returned the Shropshire Strengthening Families Information Sharing Agreement.

Understanding Your Child Online Course

The online courses are still available and are free to all residents of Shropshire. Now that Google Translate has been added to the webpage, all courses can be translated into more than 100 languages.

The ‘Understanding my brain’ online course for teenagers has also been added to the website and explains some of the changes the brain undergoes in the teenage years. Perfect to help teenagers understand the changes they are experiencing.

Free support available for families in dispute

National Family Mediation are offering two major opportunities to families in dispute.

FREE video conference advice sessions for separating couples  National Family Mediation are now providing free video conference advice sessions for separating couples who are struggling to make future arrangements over parenting, money and property. These free one-hour meetings with a family dispute resolution expert have been made possible with grant funding from The National Lottery Community Fund to help separating couples discuss their options as they look to make vital arrangements. You can read more here

Co-parenting through Coronavirus National Family Mediation are offering video conference session with separated parents who are worried about co-parenting arrangements and struggle with communication in view of the Covid-19 restrictions. These sessions help parents work out what they can do now to reduce the impact of the restrictions on the lives of their family members. More information is available here

Reducing Parental Conflict Training

Research shows that parental conflict, which is frequent, intense and poorly resolved can have long lasting negative impact on children’s lives – affecting their emotional well-being, relationships, and academic development and future life chances.  More information about reducing parental conflict can be found here.

Shropshire Council are offering Reducing Parental Conflict training, a 2 hour virtual training session, for practitioners who work with children and/or their families and want to develop their understanding of parental conflict.  The training includes identifying the signs of parental conflict in families, the impact on children, and also gives practitioners an opportunity to explore how they might support a family experiencing parental conflict using a range of tools and resources. 

The training is bookable through Leap into Learning – please log in here and type in ‘reducing parental conflict’ in the course search box.  The training dates are as follows:

Autism West Midlands are running their weekly online support groups via the Zoom platform. This is an opportunity to talk with other parents, share ideas, and offer support. Groups are run on Tuesday mornings from 11am-12pm and Wednesday evenings from 8pm-9pm.

Support for vulnerable Shropshire households

Shropshire Council now has a range of funding available to help the most vulnerable of Shropshire’s households to manage over the winter months.

Please remember that if someone has been told by NHS Test and Trace Service that they must self-isolate and stay at home then they may be eligible for a £500 Test and Trace Support Payment to help financially during their isolation period. For more information about this, the qualifying conditions that have to be met and to claim online please follow this link.

Otherwise, for the most vulnerable households that have been affected by the pandemic and are struggling to pay for food or other essential bills Shropshire Council have discretionary funds which might be able to help.

The Council has been granted an Emergency Fund through DEFRA and funding through a Winter Grant Scheme through the Department for Work & Pensions to help those residents in Shropshire that are most in need. Between them, these funds will be able to help the most vulnerable with the cost of food, energy and water bills and other essential outgoings.

A proportion of the Winter Grant Scheme funding will be used to support the families of children who would normally get a free school meal, or who have a 24U/Early Year Pupil Premium entitlement, with support for food through the Christmas break, Spring half-term 2021 and the Easter 2021 holidays. This will be arranged via schools and nurseries, with funding being transferred into their budgets to underwrite the costs. The vast majority of school and early years settings will be distributing vouchers to be used at local supermarkets, though some schools may be making alternative local arrangements for their families. Schools and settings will be contacting and liaising with their families who qualify for support and any enquiries should be addressed directly to them. Vouchers will be distributed before the end of term.

The remaining money will work alongside the Emergency fund to help provide for a wide range of help for those most in need.

There is one application process which can be done over the phone (a paper form is available on request). Shropshire Council advisers will go through the person’s circumstances and will complete an initial application, at the same time they will be able to point people in the direction of other help and advice available. After that, a specialist adviser will deal with the application, including any supporting information which may be needed to help make a decision.

These awards are aimed at people in hardship and who are struggling to manage during the Covid pandemic. A person does not need to be getting benefits in order to qualify, each application will be looked at on its merits and will take all circumstances into account, including any other money that the person might have available to help.

Please note that this is limited funding, and once it's spent Shropshire Council will no longer be able to provide assistance from this grant funding, so please don’t delay.


Beam Support Update

Beam have a simplified process for accessing support. Parents/carers and young people can request support via our new registration system.  

Scroll down the page, click ‘register with us’ and complete the online form.   If more support is required from those already registered with the service, then a shortened form will ask for basic details via the same link.

Beam are no longer accepting requests for service via email – all requests should be sent via the online system, they will redirect requests received by email to the new system.

Shropshire parents caught up in UK drug gangs – to protect their children

This short film from Channel 4 features parents from Shrewsbury whose children are being exploited by gangs, showing that it really does happen here. Please share with your teams.

They’re ordinary mums and dads who should be worrying about how their child is doing at school. Instead, they’re driving around in the dead of night, handing over cash stuffed in envelopes to the drug gangs who are exploiting their children.

“Debt” is a brutal weapon being used by criminal gangs to trap children and young people in ‘county lines’ drug dealing and online scams. And we’ve discovered that desperate parents are paying out hundreds of thousands of pounds to prevent their teenagers being hurt – or worse.

Changes to the All In Short Breaks Programme

From 1 April 2021, the Actio consortium, made up of Energize Shropshire Telford and Wrekin (STW), Shropshire Parent and Carer Council (PACC) and Ignition CIC, will be responsible for commissioning the All-in Short Breaks programme for children with disabilities in Shropshire. The council will remain responsible for All In activities until 31st March 2021. The council will also remain responsible for the All In registration process throughout the duration of the contract with Actio.

With this change, the council wishes to expand and improve the All In programme in the future. To achieve this, it is going to be necessary for all existing members of All In to re-register so that we have up to date information, so that we meet the requirements of GDPR and have the necessary consent to share their information with Actio.  The task of re-registering everyone has started and will be completed before 1st April 2021. 

We would be grateful if you could support this transition, by being aware of this development and by discarding all copies of the existing registration form. Please continue to promote All In and refer parents and carers to our SEND Local Offer website, where they can complete an updated registration form.

With aim to provide the skills and confidence to help someone who may be considering suicide, focusing on breaking stigma and encouraging open conversations. The training has recently been updated to include the impact of COVID19 and helpful points to consider.

Shropshire Council announces Christmas scheme to ensure no child goes hungry

No child will go hungry this Christmas with Shropshire Council announcing a major scheme to provide meals for all in need.

The council’s Cabinet has agreed a package to ensure the near 5,000 children who receive free school meals in the county will receive either vouchers or food parcels over the holiday period.

The council has been working hard to ensure our most vulnerable children have received food parcels today to cover this half term break, while food banks have been fully stocked to ensure nobody will go without.

But with the coronavirus pandemic continuing, the council has moved to ensure a robust scheme is in place ready for the holiday period over Christmas and New Year.


An overview of Multi Agency Risk Assessment Conference (MARAC)

MARAC is a monthly meeting between representatives from different organisations in Shropshire to discuss the safety, health and wellbeing of people experiencing domestic abuse and violence.

Information is shared between local agencies about medium and high risk domestic abuse victims. The information shared enables a safety plan for them and their children to be put in place. All information shared and discussed at the MARAC meetings is confidential.

The organisations who attend MARAC include representatives from: Police, domestic abuse support organisations, Probation Service, housing services, Health services (from mental health, substance misuse, A&E, maternity, public health), education, Children’s Services (Social Care and Early Help).

Professionals can refer into MARAC by completing the referral form with the victim – the form and more information about the criteria for referrals can be accessed via this link The form includes the DASH (Domestic Abuse Stalking and Harassment) risk indicator checklist – which are a set of questions regarding domestic abuse indicators to help us identify what the victim is experiencing and the level of risk.

New Prince’s Trust Programme starting

The Prince’s Trust are starting a new course in Shropshire in January, for anyone aged 16-25 years old. This is aimed at supporting young people to move into education, employment, training, volunteering or apprenticeships.

Not ‘Just’ the flu – Flu vaccination reminder

Flu can be horrible for young children and they can easily pass it on to those around them who could be vulnerable - even if they don't show any symptoms. The free flu nasal spray is the best way to protect children and can prevent the spread of the virus. Children aged 2 and 3 (on 31 August 2020) receive the vaccine through their GP and those aged 4-11 years old receive it in school.

The free flu vaccine is also available for: pregnant women, those aged six months to under 65 years in clinical risk groups, people who receive a carer's allowance, or are the main carer for an older or disabled person who may be at risk if the carer gets sick, people who live with someone who's at high risk from coronavirus (on the NHS shielded patient list), people aged 50 and over, and frontline health or social care workers. Ask your pharmacist or GP if you’re eligible.

Domestic Abuse Briefing – Why you need to attend

Domestic Abuse impacts upon many lives. The effects are often felt across the family especially children who live with this experience.

When domestic abuse is experienced by adults with care and support needs there may be additional effects needing an Adult Safeguarding investigation.

Aim of briefing: Interactive session delivered virtually, to raise awareness of the hidden prevalence of Domestic Abuse. The signs and effects felt by the victims. Provide guidance on how to best support and guide those affected by Domestic Abuse.

Learning Outcomes of briefing:

  • Identify what Domestic abuse is
  • Explore the impact on others living in the home/family
  • What to do if you feel something isn’t quite right
  • Awareness of specialist support service available

Duration: 2 hours

Cost: This briefing is free of charge to attend.

Target audience

  • Individuals working with or who have any contact with adults, families or children
  • Shropshire Council Employees.

It is expected that all workers will access this awareness/induction level of training.  Which provides a valuable learning experience.

Equipment needed

This training is ideally undertaken on a PC, laptop or tablet device. Functionality is not good if you access via a mobile device. One device per learner will be required in order to record attendance and facilitate course interaction

Strengthening Families Through Early Help Network Meetings

Early Help Network Meetings are held every term in each network area.  These meetings are free of charge to attend and are an opportunity for professionals from all agencies working with children, young people or their families to share information about services available or issues affecting families within the network area.

Ideally professionals should have Microsoft Teams enabled on their laptops.  Dial in to the meetings will be possible but will not provide such a great experience as connecting in through Teams.

It is everyone’s duty to protect all children and young people in our care. All professionals and volunteers should be alert, aware, listen to children and be professionally curious, talk, share information, communicate and work together collaboratively. This free, interactive session delivered via Microsoft Teams is aimed at any small agency working with families in Shropshire who cannot access this training in-house. Shropshire Council and Health colleagues should access this training via their in-house training teams.  Education & Early Years settings should access this training via cpd@chester.ac.uk

As risks to children in Shropshire increase due to Criminal Exploitation it is important that practitioners are aware of how to respond to safeguard children groomed into these circumstances. This free, interactive session delivered via Microsoft Teams will explore and increase working knowledge of Child Exploitation Initial Assessment Tool and Revised Child Exploitation Pathways. The session is open to anyone working with children and young people in Shropshire who may be at risk of exploitation.

Early Help Multi-agency Training via Microsoft Teams

The following training sessions have been developed and will be delivered via Microsoft Teams. This training is ideally undertaken on a PC, laptop or tablet device. Functionality is not good if you access via a mobile device. One device per learner will be required in order to record attendance and facilitate course interaction.

These virtual training sessions are free of charge to any professional/volunteer working with children, young people or their families in Shropshire.

Early Help: Introduction to Early Help Virtual Training

Are you new to Early Help in Shropshire? Are you confused by the language? Don’t know who to talk to?

Whether you are in a school, an early years setting, health, housing, social care or the voluntary sector, if your work involves children and their families, the new virtual Early Help training will support you to see the benefits of partnership working and early help.

Early Help: Introduction to Liquidlogic Early Help Module (EHM) Virtual Training

Have you completed the online ME Training? Would you like to have a small group training session to familiarise yourself with the functionality of EHM by working through a case?

From 1 January 2021, Targeted Early Help will only accept a request for intervention through EHM.

To support this, we are offering 2-hour virtual sessions on Microsoft Teams to small groups of practitioners who have completed and passed their ME Learning. This will give delegates an opportunity to familiarise themselves with the functionality of EHM and work through how to manage a case using the database to share relevant information with partners, including how to request a targeted level of support for the family.

Early Help: Introduction to Reducing Parental Conflict Virtual Training

If you are working with families, you are likely to interact with parents who display conflict in their relationship, whether they are together or separated.  This can be challenging – to help you with managing your response, this 2 hour interactive virtual session, delivered via Microsoft Teams, aims to support practitioners to build awareness and develop the confidence, knowledge and skills to work with parents to reduce conflict and improve outcomes for children.

All practitioners or agencies that have contact with parents either directly, or by working with their children, can play an important role in identifying and supporting the reduction of parental conflict. Underpinned by a solid evidence base, the session will raise awareness of how conflict may be damaging for children, why it can be hard to address and introduce some simple tools that can be used with parents to break the cycle.
