Early Help Update - February 2020

Welcome to the latest edition of the Early Help newsletter. In this edition you will find important information about the introduction of the Early Help Module on Liquid Logic, including face to face training dates and the process for the migration of cases from ECINS to the new Early Help Module. There is also news about the launch of the refreshed Early Help Strategy, information from Autism West Midlands and the relaunch of Family Group Conferences.

Early Help Strategy Launch

The Early Help Partnership Board is reviewing the Early Help Strategy with partners and families. 

We would like to launch the new refreshed strategy for 2020 – 2023 on 12th May 2020 from 9.00 – 13.00 at Shrewsbury Town Football Club.  Agenda and keynote speaker will be announced soon.

Please book to attend the EARLY HELP: Early Help Strategy Launch Event through the SSP multi-agency training booking system.  All delegates must be registered on this system and can then apply for training by logging in to their learner record.  Confirmation and the Agenda for the morning will be sent through to delegates at least 2 weeks prior to the event.  Information on how to register and apply for training and the link to the online booking system is via the SSP safeguarding training webpage.


Training - Early Help Module on Liquid Logic

We would highly recommend that you attend face to face classroom training to support your understanding of the new Early Help Module (EHM) on Liquid Logic.  Anyone accessing EHM will also need to complete the e-learning modules; MeLearning, which in total take approximately 2.5 hours to complete, though this does not need to happen all in one sitting.  The modules can be revisited at any point in the future as a revision aid.  You will not be given access to EHM until this on-line training has been complete. 

If you currently have access to ECINS you will be sent a link to register for the on-line training in the coming weeks.

Paper guides will also be available on the Early Help website, and the Strengthening Families Team will continue to offer on-going support and training as they have with ECINS.

Migration of cases from ECINS to the Early Help Module of Liquid Logic

The Early Help Module of Liquid Logic will go live the week commencing the 30th March 2020, however due to the quantity of cases that will need to be transferred from our current case recording system, ECINS, there will be a phased migration approach;

  • Ahead of our launch our Shropshire Council Early Help Hub teams and schools Family Support Workers will be allocated times to migrate their cases on to the new system.  Once migrated, the cases will be worked and recorded on the new system only.
  • Our partners open, active cases, where they are the lead professional, will be migrated for them in a phased timetable during the coming months following the launch date. Partners will be notified as their cases are being migrated. During this time ECINS will remain accessible to partners, and recording must continue on ECINS until they are notified that the migration process for a particular case has been complete.
  • Closed cases, that are being monitored for sustained progress will remain on ECINS until this monitoring period is complete and then migrated across to LiquidLogic.
  • Closed historical cases will also be migrated from ECINS to the new system.

e-learning programme to spot the signs of people living in colds homes

Please find below details about a new e-learning programme to spot the signs of people living in colds homes. 

Around three million people in England live in homes that are too cold. The health effects are enormous – people can end up visiting their GP more, being admitted to hospital, becoming depressed, or even dying because they are just not warm enough at home.

Health Education England e-Learning for Healthcare (HEE e-LfH) has worked with Public Health England (PHE) to develop the Helping People Living in Cold Homes e-learning programme for health and care professionals.

The e-learning resource supports health and social care professionals to put National Institute for Health and Care Excellence (NICE) guidance into practice. 

Aimed at practitioners who undertake home visits, the resource provides information on local services that can assist people living in cold homes, such as installing insulation, improving heating systems or helping reduce energy bills.

It also helps people spot the signs of a cold home – including less obvious ones. With this information, staff can have a conversation with people whose health may be affected by being too cold at home, and signpost them to the relevant local services.

Child Death Overview Panel Briefing: Why it is important to view sleep environments

Since June 2019, there has been 5 Sudden Unexpected Deaths in babies under 20 weeks of age across the County where unsafe sleeping environments have been identified as a modifiable factor. Modifiable factors are defined as those, where, if actions could be taken through national or local interventions, the risk of future child deaths could be reduced.

The unsafe sleeping environments identified sleeping on sofas, co- sleeping and co-sleeping under the influence of alcohol and drugs, co-sleeping with a regular smoker. In two of the cases the babies were sleeping in bouncy chairs. 

Since May 2004, the Department of Health advised against bed sharing, and instead recommend that babies sleep in their own cot in the parents’ room for the first six months of life.

Therefore, an action from CDOP is to remind practitioners the importance of completing the safe sleep assessment with parents. It is expected that Midwifery and Health Visitor team members request to view sleeping environments as this follows national best practice guidance and allows a thorough assessment.

The form is designed to gather as much information about a baby’s sleep situation in order that appropriate advice is given. Every effort must be made to observe where the baby sleeps. The Midwifery and Heath Visiting Team Members must see where the baby sleeps during the daytime as well as the nighttime.

Previous UK data suggests around half of Sudden infant death syndrome (SIDS) babies die while co- sleeping.  However, 90% of these babies died in hazardous situations which are largely preventable. For further guidance on co-sleeping and SIDS please visit this website.

Relaunch of the Family Group Conference Service

Following identification of best practice from other local authorities a review was undertaken of our own FGC service. There were many positives identified but also several ways to improve our practice and help to facilitate our move to a more restorative authority.

We made a successful bid for funding via the DfE and will be part of a project, along with other local authorities that will be looking to capture the impact of FGC’s for families entering PLO process.

FGC will relaunch on the 1st April with two further members of staff to support the service.

We will continue to take referrals for FGC but will support professionals to utilise family meetings that should ran earlier, really help to support family decision making and so underpin our restorative model for children and families in Shropshire.

We will be meeting with practitioners over the next few weeks to discuss the referral process but if you would like any further information or like a chat about suitability of referrals for Family meetings or FGC then please just give us a call or drop us an e-mail.

Who are Young Carers?

Young Carers are young people aged 5 to 17 years old who provide a significant caring role at home for a member of their family due to illness or disability. Caring responsibilities can affect a young person: Emotionally. Physically. Socially. Educationally. Most Young Carers go unnoticed or unrecognised. Do you know how many Young Carers are within your setting?

Shropshire Council commissions the charity Crossroads Together to support young carers in Shropshire. The desired outcomes are that participating young carers should be able to enjoy “normal” social activities away from their caring responsibilities and learn coping strategies for dealing with their family circumstances, making life better for them. A referral can be made by the family or from a practitioner supporting the family.

Understanding Your Child with Autism

19th March – Ludlow

A free one day course for family carers of autistic children or being assessed for autism.

This practical session will give you the opportunity to share experiences and take away ideas, strategies and resources. Topics covered include autism as a spectrum condition, communication in autism and making sense of behaviour. Places are only available to family carers in the Shropshire Council area. Autism, Gaming and on-line safety - Keeping Safe Online

Come along to our evening introductory talk to learn how difficulties associated with ASD can lead to gaming obsessions, why children with ASD are particularly vulnerable on-line, explore cyber-bullying and share some practical tips to using the internet safely and positively.

Strengthening Families Through Early Help Network Meetings

Early Help Network Meetings (previously Early help Locality Meetings) are held every term in each network area.  These meetings are free of charge to attend and are an opportunity for professionals from all agencies working with children, young people or their families to share information about services available or issues affecting families within the network area.

Early Help: Introduction to Early Help & How to Manage an Early Help Episode

Wednesday 6th May from 9.30am to 12.30pm in Shrewsbury

This free morning will introduce practitioners to Early Help in Shropshire and help support them to use the new case management system, the Early Help Module, when appropriate.  By the end of this module learners will be able to:

  • appreciate that practitioners from a wide range of agencies are part of the early help offer in Shropshire
  • understand their own roles and responsibilities in the early help process
  • identify what other services may be of use to support the family
  • recognise the importance of working together to identify, assess, and meet the needs of children where there are emerging concerns, using agreed documentation and forms
  • familiarise themselves with what constitutes an early help episode
  • be aware of how the case management system (Early Help Module from April 2020) is used to create and manage family cases allowing a multi-agency approach
  • have contact details for further support.

SSP Domestic Abuse & its Impact on Children Training

Tuesday 5th May from 9.30 to 4.00 at Shropshire Wildlife Trust, Shrewsbury

This training will allow learners to:

  • Make the necessary links between domestic abuse, the impact on children and child protection
  • Recognise the signs of domestic abuse and the risks posed to children
  • Listen effectively to what children and adults say about experiencing domestic abuse including coercive control
  • Know how to respond and what to do next, including understanding resources, signposting and the referral process
  • Identify good practice when working with families experiencing domestic abuse and identify appropriate tools which may assist your working with families
  • Appreciate the importance of multi-agency communication and effectively working together.

  • Know how to respond to local concerns of exploitation.

SSP Introduction to Substance Misuse

This half-day session is available to all professionals and volunteers working with children, young people or their families in Shropshire. This is an introductory course at the Induction/Universal tier. This aim of this session is to explore the effects of substance misuse on individuals and to provide a firm knowledge base to support good practice.

SSP Working with Substance Using Parents

Tuesday 19th May from 1.30 to 4.30 at Riversway Elim, Shrewsbury

It is recommended that delegates attend the Introduction to Substance Misuse training in the morning prior to attending this module.

This training will consider the impact of different levels of substance use on parenting & why parents use substances.  It will look at risks to children from parental substance misuse; consider substance misuse and the assessment framework; identify how to help parents see what’s important and the impact of hidden harm.  By the end of the afternoon, practitioners will have a better understanding of the Joint working protocol and use of the matrix as a tool to inform assessment and decision making.
