Essex County Fire and Rescue Service starts 2022 with new leadership team

Essex County Fire and Rescue Service's new Chief Fire Officer/Chief Executive Rick Hylton and Deputy Chief Fire Officer Moira Bruin formally began their roles on January 1st.

Rick succeeds Jo Turton, who retired in December after three-and-a-half years in the post, and Moira, who was previously Assistant Chief Fire Officer, takes on Rick’s former role.

Their ambition is for Essex to become one of the best fire and rescue services in the country.

Roger Hirst, Police, Fire and Crime Commissioner for Essex, thanked Jo Turton for her leadership and congratulated both Rick and Moira. He said:

“The fire and rescue service in Essex is in a good place thanks to the work of Jo Turton, the leadership team she established and, of course, the efforts of all the Service’s staff and volunteers who are committed to keeping the people of Essex safe.

“The Service has a bright future and both Rick and Moira are excellent, respected leaders with already proven track records.

“We’ll be working together to deliver my Fire and Rescue Plan for Essex and realise our vision that safe and secure communities are the bedrock on which we build success and wellbeing for all.”

PFCC supports Essex County Council’s Levelling Up ambitions which will help make Essex safer

Essex County Council has launched a new strategy this week that sets out what levelling up means for Essex with new initiatives focused on communities and families.


Speaking at the launch yesterday, deputy leader Cllr Louise McKinlay pointed out that levelling up is not just for the North and the Midlands but also for places like Essex.  She said that 123,000 people in Essex live in neighbourhoods that are amongst the 20 per cent most deprived in the country and that it was a moral, economic and sustainability imperative to widen opportunities for people to fulfil their potential.

The Essex strategy is focused on supporting good jobs, a high-quality environment, educational attainment and skills, healthy and active lifestyles and strong and resilient families and communities. 

Roger Hirst, Police, Fire and Crime Commissioner for Essex, supported the launch and took part in the panel discussion. He was asked a question around how police and fire and rescue services can play a part in the Levelling Up strategy.

He said: “Living in a deprived area means you are five times more likely to be involved in violent crime. Most criminals are from dysfunctional backgrounds and very often them turn to crime from a place of deprivation and disadvantage. By working in partnership and especially with those in the voluntary sector we can spot people early and give them help.”

Cracking down on illegal hare coursing

Roger Hirst, Police, Fire and Crime Commissioner for Essex strongly supports the tougher sentencing and improved police powers to tackle cruel practice of chasing hares with dogs announced by the Government this week.

Roger said: "Tackling rural crime and supporting rural communities is a key priority in my Police and Crime Plan. Thanks to extra investment over the last four years Essex has one of the largest Rural Crime Teams in the country and they do an excellent job working with our rural communities to prevent and tackle crime."
