The government has now confirmed its intention to increase Minimum Energy Efficiency Standards (MEES) for the private rented sector to EPC C by 2030, as set out in its recently published Warm Homes Plan (WHP).
While this change is not yet law, it signals the future direction of policy and gives landlords time to plan ahead.
To support improvements, we strongly encourage landlords to explore available funding through the Warm Homes Local Grant (WHLG), which can help cover the cost of energy efficiency upgrades needed to move properties towards EPC C.
Oxfordshire County Council has been awarded the WHLG funding and provides fully funded energy efficiency upgrades – such as solar panels and heat pumps - for homeowners and private tenants on a low household income and at risk of fuel poverty.
These upgrades, known as ‘retrofitting’, could help to reduce energy bills, make homes more comfortable to live in and improve problems with damp and mould.
Tenants can qualify if they have an income of under £36,000, or receive means-tested benefits, and the property has an EPC rating of D–G.
