This newsletter provides our latest update on regulatory activity at Hafod Landfill, including recent site operator works, how the site is currently scored under our performance framework, and a short summary of local air quality monitoring.

The site operator has been progressing a number of actions as part of their agreed management and action plan for Hafod Landfill. Most recently, they have redrilled and installed nine new landfill gas wells across the site. These gas wells are designed to safely capture landfill gas and help manage odour and emissions, which is a key requirement for landfill operations.
Capping works are also progressing. Capping involves placing engineered layers over completed areas of the landfill to reduce water infiltration, control gas escape and support long term environmental protection. The operator has confirmed that this work will continue and is planned to be carried out over the summer months, subject to weather and site conditions.
In addition, the operator is preparing to begin tipping waste into a new cell in the near future. New cells are designed and constructed in stages to ensure waste is deposited in a controlled and regulated way, with measures in place to protect the environment. We will continue to regulate these activities through routine inspections, monitoring and permit compliance checks.

We assess compliance at Hafod Landfill through inspections and audits against the conditions of the environmental permit. If a breach of the permit is identified, a non‑compliance score is applied and recorded on a Compliance Assessment Report (CAR) form.
Non‑compliances are categorised using our guidance for assessing non‑compliance at regulated sites. The categories and scores are as follows:
- C1 – Major non‑compliance: 60 points
- C2 – Significant non‑compliance: 31 points
- C3 – Minor non‑compliance: 4 points
- C4 – No environmental impact: 0.1 points
Each non‑compliance identified generates a score. These scores are added together across the compliance year, which runs from 1 January to 31 December. The total score is then converted into a compliance band.
The compliance band determines both:
- The level of regulatory effort applied to the site in the following year, and
- The annual subsistence charge for the forthcoming financial year.
Sites with a higher number or severity of permit breaches receive higher scores, which can result in a worse compliance band and increased subsistence charges. This system is designed to ensure that operators who require increased regulatory attention contribute appropriately to the cost of regulation and are encouraged to improve compliance.
