Our virtual support offer is building good momentum and engaging so many of you. We have developed a Local Leadership offer for Testing, Contact Tracing and Local Outbreak Management. This includes a checklist to support Leaders and HWB Chairs identify readiness to respond to a local outbreak, supplemented by free virtual peer support to help facilitate these conversations locally. NHS collaborative peer support offer for local systems
The peer support offer has been revised to reflect that if there are any systems who would like to have a review of developments over the recent past (including their system’s response to the COVID-19 peer support offer from NHS Confederation, NHS Providers, NHS Clinical Commissioners and the LGA) we are able to set these up and run them virtually. This is an amendment to the standing offer of workshops, mentoring or peer review and remains free to systems.
We feel that central to this offer is the opportunity to talk through the strengths and the challenges experienced by a system and the key players in it during COVID-19 with a small team of one’s peers in a confidential and supportive environment.

Leadership Essentials – Leading Healthier Places and adult social care
On 15 – 16 October 2020, we are running a virtual two-day programme for Leading Healthier Places and adult social care simultaneously. This will be a mix of live webinars, virtual facilitated workshops, networking, one-to-one sessions plus web-based materials, to allow members to build their own programme.
The session is for elected members and clinical commissioning group chairs, specifically:
- council leaders/HWB chairs/vice chairs
- portfolio-holders/lead members for public health
- portfolio-holders/lead members with responsibility for adult social care
- lead political role/chair in an NHS partnership or Devo arrangement.

Test, trace and local outbreak management resources
On 10 July, the LGA facilitated a webinar on behalf of Tom Riordan, Chief Executive of Leeds City Council, currently working at the centre of Government helping shape and implement the Test and Trace arrangements. Aimed at chairs of HWBs and portfolio holders for public health and adult social care, the webinar provided an overview of the work on local outbreak planning, how this is working in practice and looked at the role of the local councillor in outbreak planning.
The resources shared on the webinar can be found on the Testing, Tracing, and Outbreak Management Knowledge Hub. A gov.uk email address is required for registration. This also has resources from the Local Outbreak Plan Advisory Board, mentioned during the webinar. This hub acts as a liaison between councils, local health and care partners, Ministers and officials in central Government on all aspects of test, trace, contain, enable including outbreak plans.
Support for directors of public health
The director of public health (DPH) has a crucial role in the design and delivery of the local public health response. In partnership with the Association of Directors of Public Health, we are offering flexible bespoke peer support for DPHs and their teams to create some additional capacity, with health protection expertise, for the local response to COVID-19. Data sources on COVID-19
On Friday 10 July, all chief executives and DPHs received a letter from the Chief Executive of Public Health England, Duncan Selbie. The letter, and its attachment, is intended to capture the data sources on COVID-19 that are currently available to both the local authorities and the public. This information covers the activities of the Test and Trace service, outbreaks and broader surveillance that is related to COVID-19.
The publicly available information is summarised as follows:

National figures for COVID-19 tests, cases, deaths for the UK and every country of the UK are produced daily

National figures for the NHS Test and Trace service are produced weekly.
- The Weekly Coronavirus Disease 2019 (COVID -19) Surveillance Report summarises information from a variety of surveillance systems covering national data including on cases, age, gender, rates and ethnicity. There is also regional data and weekly rates of cases by local authority including a PHE top 10 of councils with public health responsibility with the highest weekly rate of cases
- The Coronavirus (COVID-19) in the UK dashboard contains information, at all council levels, on cases and rates and is updated daily
- From 10 July, weekly case numbers at middle layer super output area are available on a map and in a spreadsheet (in the “about data” section)
- On Friday 3 July, NHS-Digital released a public version of the Containment dashboard, Progression, that enables triages and cases to be tracked through time.
Through a data sharing agreement with directors of public health, councils with these responsibilities can also access individual-level (full postcode, age, ethnicity) test data. Case data is currently being provided across pillars 1 and 2 on a weekly basis, but will shortly move to daily. The letter also updates on PHE’s sharing of information on investigations of outbreaks and incidents and the dashboards and reports that are available to directors of public health. All data provided to councils can be aggregated and shared with other councils in an area.
Centre for Ageing Better
The Centre for Ageing Better has produced a snapshot report evaluating the Leeds Neighbourhood Network (LNN), in response to the COVID-19 pandemic. You can also read a blog on the role of LNNs in achieving Leeds’ ambitions on health and ageing.

Network chairs Cllr Sue Woolley, Chair of Lincolnshire Health and Wellbeing Board; Prem Singh, Chair of Derbyshire Community Health Services NHS FT; and David Pearson, Independent Chair of Nottinghamshire ICS are hosting a virtual East Midlands Chairs Development Network event to reflect on COVID-19.
