Dear colleagues,

We have two main items to share with you this month:

  1. Health inequalities
  2. Testing, Contact Tracing and Local Outbreak Management.

We are very pleased to be hosting a webinar, Using Marmot principles to tackle health inequalities and COVID-19, on 23 June at 12pm with Sir Michael Marmot and local case studies from Bristol and Coventry.

We are also developing our sector-led improvement offer for Testing, Contact Tracing and Outbreak Management. This month, councils and Directors of Public Health have been identified as critical in managing the next phase of the COVID-19 pandemic, with specific responsibilities for developing local outbreak plans and effective system working for managing a local outbreak.

A key role for members and HWBs is in maintaining democratic accountability and engaging with their local population. We have a peer support offer for Directors of Public Health and are developing support for leaders and HWBs: Support for Local Leadership Peer Offer. We have also established a testing, contact tracing & outbreak management Knowledge Hub for sharing resources, latest government guidance, case studies and all the current information including minutes and resources from the Local Outbreak Planning Advisory Board that brings together the 11 Beacon councils.

Guiding Principles for Effective Management of COVID-19 at a Local Level

This document is intended to outline principles for the design of COVID-19 Local Outbreak Plans led by the Director of Public Health at Upper Tier Local Authority level, working with all key professions and sectors, with outline responsibilities for each defined.

The COVID-19 Local Outbreak Plans are intended to build on existing plans to manage outbreaks in specific settings; ensure the challenges of COVID-19 are understood; consider the impact on local communities; and ensure the wider system capacity supports Directors of Public Health. 

Local authorities and partners will utilise local governance and partnership arrangements to ensure Local Outbreak Plans are developed and delivered to meet local needs. 

This document was produced by a working group of the following agencies: Association of Directors of Public Health, Faculty of Public Health, LGA, PHE, Society of Local Authority Chief Executives, and the UK Chief Environmental Health Officers group.

HWB Chairs touch base debrief: Moving into the next phase of COVID-19

In the week of 11 May, we undertook some rapid research with a sample of 15 HWB Chairs from around the country. The report from this rapid review will inform the development of our improvement offer and is also a valuable commentary on the evolving nature of the HWB as they review and re-assert their system leadership role during the COVID-19 pandemic.

HWB reset tool

We have developed this simple tool to support HWB Chairs move into the next stage of COVID-19. Please adapt it to your local circumstances over the forthcoming period.

We are able to offer free bespoke support to your HWB in this reset phase through virtual channels. This support can be very flexible ranging from a telephone call to talk through issues and planning a meeting to a virtually facilitated workshop to help reset the HWB.

Public health on the frontline: responding to COVID-19

In a series of interviews, Directors of Public Health from across the country talk about the local response to COVID-19.

Surveillance report and infographics

COVID-19 surveillance reports and infographics are published on GOV.UK on a weekly basis. These summarise the surveillance activity of COVID-19 nationally and contain findings from systems within community, primary, secondary and mortality surveillance.

ROI tool: young people's sexual health

Last week, the Health Economics and Modelling team at PHE have launched a new Sexual and Reproductive Health in Young People Return on Investment Tool.

The tool and accompanying report allow healthcare commissioners to input data on their local population to quantify the costs and benefits of a range of sexual and reproductive health interventions for young people and estimate which represent the best value for money.

Virtual Conference – Housing, Health, & Social Care – Recovery, Reset, Regeneration
24 June 2020

This free joint event, hosted by Foundations and developed in partnership with the Association of Directors of Adult Social Services (ADASS) and the Housing LIN, will bring health, housing and care sector leaders together to share insights and practice on the role of housing and community-based services in the reset of the health and care system post COVID-19. Discussion will focus on recovery from the immediate challenge, the opportunities to reset and mainstream some of the urgent responses that have worked well, and how we regenerate to produce better outcomes - an opportunity to influence the reset across the whole system

Conference speakers include Luke Hall MP, Minister for Rough Sleeping and Housing, James Bullion, ADASS President, Alex Fox, CEO of Shared Lives Plus, Paul Burstow, Chair of TSA, Bruce Moore, CEO of Housing 21; and Chris Naylor, Senior Fellow at The King’s Fund.

Creating more inclusive local economies post COVID-19
24 June 2020, 11.00am - 12.00pm

Before the COVID-19 pandemic, the LGA commissioned IPPR North to undertake an analysis of the levers that councils can use to build more inclusive local economies. This webinar will be an opportunity to hear from them on the work they have undertaken, as well as other experts on how councils can work towards supporting inclusive recovery.

Annual conference webinar series 2020 - 'Re-Thinking Local: A Vision For The Future'
June - July 2020

We will be hosting a series of virtual annual conference webinars during June and July, featuring keynote speakers from local and central government, discussing and debating how our local areas can support the country’s economic, cultural and environmental regeneration and recovery during and beyond the COVID-19 pandemic. Leadership Essentials are aimed at council leaders; HWB chairs and vice chairs; portfolio-holders and lead members for public health; portfolio-holders and lead members with responsibility for adult social care; and those with a lead political role, such as a Chair in an NHS partnership or Devo arrangement.

We are running the two-day programmes for Leading Healthier Places and Adult Social Care simultaneously as a virtual event. This will be a mix of live webinars, virtual facilitated workshops and networking,121 sessions, plus web-based materials, to allow members to build their own programme.
