This newsletter provides a round-up of all the relevant news that Employer Link has gathered over the last month.

Consultation: keeping children safe in education

The Department for Education (DfE) launched a consultation on 25 February, seeking views on proposed changes to the statutory guidance ‘Keeping children safe in education’, with a view to making changes for September 2020. The closing date is 21 April.

Term time only guidance

The NJC for Local Government Services issued a circular on 25 February to update on progress on work linked to term time only working.

The NJC issued the first tranche of guidance in February 2019 which has since been incorporated into the ‘Green Book’ as Part 4.12. The final set of guidance will concentrate on ‘maternity support, adoption, parental and shared parental leave and pay’ for TTOs.


Novel Coronavirus: COVID-19

The National Employers have issued circulars to issue guidance about how Coronovirus should be managed from a terms and conditions point of view.

The main NJC for Local Government Services (Green Book) issued Coronovirus guidance on 12 February.

The secretariat to National Employers’ Organisation for School Teachers issued Coronovirus guidance in relation to teachers covered by the Burgundy Book.

The Fire Service have issued a joint circular which can be found on the full list of joint circulars.

There is also DfE guidance for educational settings.


Recruitment programmes

Randstad have been working in collaboration with the DfE to look at the following recruitment programmes:

  • Spain’s visting teacher programme
  • the Stem Programme.

Pensions – Local Government Pension Scheme

The February edition of the bulletin can be found on the LGPS website and the Scottish LGPS website.

It contains details about employee contribution bands, ill health retirement and the teachers’ pensions grant.

In addition The Local Government Pension Scheme (Amendment) Regulations 2020 will come into force on 20 March 2020, but have effect from 14 May 2018.

The annual schools policy and employment law events are scheduled to take place on 3 June in York and 23 June in London.


Event: Annual Teachers’ Pensions Conference

London – 6 October

York –13 October

The Annual Teachers’ Pensions conference is a key event for employers to understand their responsibilities. There is a lot to talk about this year, including how the McCloud age discrimination case will impact on the TPS and Monthly Contributions Reconciliation that is starting to be piloted in the spring.

Speakers include the Department for Education, Teachers’ Pensions and the Pensions Regulator. We will have a popular legal update again this year from Evershed Sutherlands.

Event: The essentials of teachers’ pay and conditions

This has proved a popular training event across the country over the last 12 months. It is aimed at people who are relatively new to teachers pay and conditions but it's also useful for people wanting a refresher.
