In the past we have provided these bespoke bulletins on single issues. Since Employer Link was launched two years ago our profile has increased and we are now involved in a wide range of national initiatives. Therefore, we are now going to take a hybrid approach whereby time critical issues such as the outcome of pay negotiations or changes to pension employer rates will be sent out immediately and less pressing topics will be collated together. This is the first of those newsletters.

Public sector apprenticeships target reporting period

Employers have until 30 September 2019 to report their performance against the public sector target in 2018/19, and are able to do so via their Apprenticeships Service Account.

There have been a number of small changes made to the reporting process following feedback on how the process worked last year. These include:

  • employers can amend their report if they make a mistake or need to update information even after it has been submitted. Amendments must be submitted by the 30 September deadline.
  • employers can view last year’s report through the system, but will not be able to amend it. If you made a mistake last year you will need to go through the helpdesk to ask for it to be amended.

Online facility time service

The Cabinet Office has launched the 2018-19 online service for public sector organisations to report its data.

This service is to enter facility time data for the period 1 April 2018 to 31 March 2019. Public sector organisations with at least 49 full time equivalent employees are expected to report and publish by the 31 July 2019 deadline.


Local Government Pension Scheme – ill health retirement guide

The latest version of the ill health certificates have been published and can be found in the ‘guides and sample documents’ page of www.lgpsregs.org.  


Teaching school hubs ‘test-and-learn’ phase

This is the first part of the Department for Education’s plans to the review the current structure of system leadership and builds on their integrated recruitment and retention strategy.

The department is looking for up to nine high-achieving lead schools to take responsibility for delivering high quality school improvement services at scale. MATs will be eligible to be identified alongside a lead school where school improvement activity and governance makes it more appropriate than the designation of a single school. 

The new Teaching School Hubs will have considerable freedom in shaping delivery of their school improvement offer, but the Department expect each Teaching School Hub to provide support to around 200 to 300 local schools in three core areas: school-to-school support; continuing professional development (CPD); and teacher recruitment and retention.

A prospectus and application form can be downloaded from Contracts Finder. The application round will close at noon on 26 July.

The existing national network of teaching schools outside of the ‘test-and-learn’ areas will continue to operate during academic year 2019-20.


Use of pay flexibilities in academy trusts

In February 2019, Employer Link carried out research with 138 Multi-Academy Trusts (MATs) to understand how trusts are using their flexibilities in relation to setting pay for teachers.

In recent conversations between Employer Link and a number of MATs there has been interest in how the link between pay and performance are linked. If you would like to discuss this please contact info@employerlink.co.uk.

Gender pay gap analysis in schools

Employer Link has analysed the data submitted by 753 school employers and summarised the results. The headline figure is 18.4 per cent, but a comparison is made to the previous year and there is a further breakdown at secondary and primary level.

LGA Annual Teachers’ Pensions conferences

The LGA Annual Teachers’ Pensions (TPS) conferences are for people that make employer decisions about, as well as technical experts in, the TPS. This year’s events are taking place on Tuesday 8 October in London and Thursday 17 October in York.

This year’s practical workshops are:

  • dealing with bereavements – do you know what happens? 
  • struggles with outsourced payroll – share your experiences and ideas as well as finding out what’s happening
  • in or out of pensionable employment - do you know the implications and the impact on your responsibilities as a TPS employer?
