LGA launches social care green paper
The LGA has this week launched its social care green paper ‘The lives we
want to lead’. The green paper is intended to build momentum for a debate
across the country about how care is funded for adults of all ages and how the
wider care and health system can be better geared towards supporting people’s
wellbeing. A consultation will run from 31 July to 26 September and we are keen to hear from people and organisations. The green paper also outlines the role of digital and technology in enabling the delivery of social care. The
consultation asks for evidence and examples of approaches that have
demonstrated innovation in adult social care and support and we would encourage
responses to this from councils, partners and other stakeholders.
Service design in social care: a new offer to councils
The LGA is pleased to announce that it will be partnering with service
design agency Snook in a new
offer to support councils develop person-centred care and support. The programme will support a number of councils to apply user-led service

2018 Social Care Innovation Programme
On 21 June the
LGA announced the councils to join the Social Care Digital Innovation Programme
at the UKAuthority Digital Health and Care
event. The 12 selected
councils are:
- Efficiency and strength based approaches: Bracknell Forest Borough Council, Lincolnshire County Council, South Tyneside Council, Wirral Council
- Managing markets and commisioning: London Borough of Haringey, London Borough of Havering, Nottingham City Council, Shropshire Council
- Sustainable and integrated care and health systems: Cambridgeshire County Council, Isle of Wight Council, Stockport Metropolitan Borough Council, Sunderland City Council
All 12 councils met on 9 July and are now commencing
their discovery phase which will last until the end of September. Keep up to date with the programme.
CQC local area reviews and regional workshops
The Care
Quality Commission (CQC) recently published the Beyond Barriers Report which summarises the findings from 20
local health and care system reviews. There are some
important findings from the reviews on information sharing. Key themes
include:
- discharge information going to social care providers following discharge or referral;
-
the join-up of information from organisations through shared care record;
-
the provision of information and advice for people.
Through the Better Care Support Team and national partners, the LGA, in
partnership with Association of Directors of Adult Social Services (ADASS), is organising a series of free ‘Learning from CQC
system review’ national events. These events will share learning from the local
area reviews and provide support.
One of the workshops will be on
information sharing with a particular focus on working with social care providers.

Sustainability and Transformation Partnerships (STP) digital funding
In his maiden speech the new Secretary of State for Health
and Social Care, Matt Hancock MP, set out his three priorities: workforce, prevention
and technology.
The
announcement included a funding commitment: £412 million for technology in hospitals
and to help people access services at home. A further £75 million will go to hospitals
to support electronic prescribing.
The LGA has said it is important that councils are involved in decision-making about how this funding is spent.
Each STP/ integrated care system has been advised of their three year (2018/19 to
2020/21) funding allocation and has been asked to work together to agree local
priorities. NHS England is expected to provide further details to local areas
but councils are encouraged to engage through STPs in which projects are
allocated funding.
Industrial Strategy: Healthy Ageing Grand Challenge
The Government has
committed £98 million as part of the Industrial Strategy Healthy Ageing Grand Challenge. The overall
outcome of this Grand Challenge is to see an extra five years of healthy,
independent life for people by 2035 whilst narrowing the gap between the
experience of the richest and poorest.
InnovateUK
recently held a consultation event with public bodies (including councils and
NHS). There are likely to be three areas of work funded by the £98 million: a set of
local demonstrators, work on behavioural insight and activity on research and
evidence. The consultation event covered the seven key strands.
Presentations
on the day were delivered by Eric Kihlstrom from InnovateUK and Graham Armitage from the National
Innovation Centre for Ageing.
A call for
demonstrators is likely to take place in autumn/winter 2018. Councils can register to receive information as it becomes available.
Data security and protection toolkit: for councils and care providers
NHS Digital has
recently launched the registration process for the data security and protection
toolkit (DSPT), replacing the previous IG Toolkit. Eighty-eight councils
have already registered.
This is for all staff who access adult social care data and health data
although councils may wish to use it wider. The DSPT has
been developed to take local authority completion of Public Services Network Information Assurance into account so will reduce the evidence
needed.
Councils are
also encouraged to liaise with commissioned social care providers to support
completion of the toolkit since this will be a pre-requisite of access to
NHSmail and other IT systems. This is not a mandatory requirement of care
providers in 2018/19 unless commissioned by the NHS using the NHS contract. Download additional information for care providers including details of the new ‘entry level’.
National data opt out: discovery with councils
The Government has
recently launched a new national opt out that gives people the opportunity to
opt out of their personal and confidential data being used beyond the purposes
of direct care.
NHS Digital is
currently undertaking a discovery phase with adult social care and public health
teams in councils to better understand the impact of the national data opt out
on councils. In the next two years it is anticipated that councils will be
asked to apply the opt out.

Local Health and Care Record Exemplars announced
The remaining two Local Health and Care Record Exemplars were
announced in June 2018. Five local areas will be funded £7.5m over two years to
support the joining up of information across health and social care.
The five areas funded are:
- London (pan-London)
- Greater Manchester
- Wessex (Hampshire, Dorset, Isle of Wight, Southampton, Portsmouth,
Bournemouth and Poole)
- Yorkshire and Humber
- Thames Valley and Surrey (covering Buckinghamshire, Oxfordshire,
Berkshire and Surrey).
Most of the regions have activity
specifically focused on information sharing to and from social care and public
health and over the next few months the LGA will be working with the local
areas to spread learning and good practice.
Shifting from analogue to digital: the impact of telecare
As you may have
seen from the TSA White Paper over the next few years (possibly as
soon as 2023) traditional telephone line connectivity via public switched telephone network (PSTN) will be switched
off.
This will have
an impact on many traditional telecare solutions including monitoring systems
and personal care alarms and potentially other systems that use such telephone
line connectivity such as fire alarms and fax machines.
Telephone
companies are at different stages of managing this process meaning timescales
for migration may vary across service providers.
BT is
encouraging those involved in the provision of services such as telecare
devices to get in touch with them so that changes to the network and impact on
existing services are understood.

LGA cyber security stocktake has now launched
As part of the
National Cyber Security Strategy, the LGA has been granted funding by the
Cabinet Office to ensure that councils are as resilient against cyber attacks
as possible.
By now, your
council should have received your link to the LGA online cyber security “stocktake”. Please complete and return this
questionnaire by 31 August. Findings from this work will inform where and how
the LGA targets future support.

Digital declaration announcement
The Ministry of Housing, Communities and Local Government (MHCLG)
has recently announced the publication of a ‘digital
declaration’ which includes five key principles. This declaration
has been signed by a number of councils and sector bodies including the LGA,
Local CIO Council, LocalGov Digital, Socitm and SOLACE.
The declaration, which was announced at the LGA Conference, came
alongside a £7.5 million funding announcement to support councils in developing new
digital solution for their challenges.

The King's Fund: Outstanding Social Care: Exploring Good Practice 4 December 2018 | London This event will bring together care professionals, people
working in local government, commissioners, researchers, services users,
carers, policy-makers and third sector professionals interested in the
implementation of adult social care in the UK. The conference will showcase
best practice examples that are innovative and original, while at the same time
delivering outstanding quality of care.
