Dear colleagues,

Now that council elections are over for some parts of the country, we are seeing a lot of changes in Health and Wellbeing Board (HWB) chairs and other political leadership roles in health, care and wellbeing. If you are a chair/co-chair or vice chair of a HWB, a leading member or clinical commissioning group (CCG) chair, places are still available for the offers below.

There will be an induction for new HWB chairs/vice chairs and adult social care (ASC) lead members on 28 June, at 18 Smith Square. To book, email sarah.brown@local.gov.uk

Leadership Essentials: Political and Clinical Leadership, a free two-day residential, takes place on 10-11 July at Warwick Conference Centre, Coventry. To book, email grace.collins@local.gov.uk

If you are in a political leadership role, a CCG chair, an NHS trust chair or a non-executive director in the South East, you are invited to the first joint LGA/NHS Confederation Political and Health Leadership Development Network on 9 July, Church House, Westminster. A leadership development network event focusing on prevention takes place in the West Midlands on 14 September. The event will be co-chaired by Jackie Smith, Chair, University Hospitals Birmingham Foundation Trust and Cllr Izzi Seccombe, Leader, Warwickshire County Council and Chair of the LGA’s Community Wellbeing Board. All HWB chairs will have received letters following Wednesday’s announcement on the NHS’s plans to improve patient care by cutting long stays in hospitals. The LGA was engaged in discussions on behalf of its members in the run up to this announcement and strongly favoured an approach which lets local areas work together to consider how to address this challenge. The LGA is reassured by the emphasis on local ambitions, and that it has also received assurances that these ambitions will not form new local targets.

£15 million boost for local mental health crisis services 

People at risk of a mental health crisis will be able to access new support services under plans to give projects across the country a share of a £15 million fund.


Independent Review of the Mental Health Act 

The review will consider and make recommendations on improving legislation and practice around the Mental Health Act. 


Learning disabilities and behaviour that challenges: service design and delivery

In a new guideline, NICE says children, young people and adults with learning disabilities, who have behaviour that challenges, should have the right support to live their lives in the community like everyone else.


£4.5 million innovation fund open to help children of dependent drinkers

The application phase for the innovation fund runs until 17 July. The total available fund is up to £4.5million over three years. Those interested should submit an application form to InnovationFund@phe.gov.uk. Public Health England has also published a toolkit to support local authorities (LAs) in planning services. 


Draft Clean Air Strategy 2018 

The draft Clean Air Strategy 2018 sets out actions to improve air quality by reducing pollution from a wide range of sources. It affects a broad range of sectors and touches on the interests of many. The consultation closes on 14 August 2018.


How the work of the vanguards can help overcome challenges of integrated care

In this collection of articles, part of the LGA's ongoing think piece series, sector experts offer their views on how to fund adult social care (ASC) and support for the long-term. They identify the key questions that need to be considered, principles that should underpin the debate, and what some of the solutions might look like.


NICE would love to hear from people involved in commissioning adult social care

The National Institute for Health and Care Excellence (NICE) worked with a range of partners to develop a Quality improvement resource for adult social care which maps NICE quality statements and medicines recommendations against Care Quality Commssion (CQC) key lines of enquiry. The original resource was aimed primarily at social care commissioners, but NICE is keen to develop the resource further, for commissioners but also for providers and wider stakeholders. Please help to shape the way the resource is developed and complete a quick online survey open until 14 July 2018.


Update on payment for sleep-in shifts in social care: May 2018  

This briefing updates councils on the latest developments regarding payment of sleep-in shifts in adult social care. Although this briefing focuses on adults, the issue is also relevant to children’s services.

Digital and information

New funding to digitise information flow between adult social care and health settings

Local authorities, residential and domiciliary adult social care providers and researchers are being invited to apply for new funding to enable better sharing of social care and health information. Almost £1.6m is being made available across three projects. The deadline for submissions is 2 July 2018


Network for sharing information to be replaced

The current network for sharing information between health and ASC is being replaced. The new Health and Social Care Network replaces the existing N3 network. Councils with an existing N3 connection are urged to ensure they have plans to start the transition and can contact NHS Digital for further information. We would recommend speaking with your IT team about this switchover.

Tools and data

LA access to pre-publication delayed transfers of care ( DTOC) data on Unify

As the monthly situation report on delayed transfers has moved to NHS Digital’s Strategic Data Collection Service platform, LAs will more easily be able to access data pre-publication, as it does not require an NHS.net connection. This should aid earlier validation of the submitted data and, hopefully, reduce disputes. Should any LAs require access to the NHS Digital file transfer system, where they can see any provider data submitted under them, email england.nhsdata@nhs.net, who will request that NHS Digital provide access to the appropriate data. In terms of setting accounts up, NHSD just need to know: Name, LA, Email address, Mobile phone number if available (NHS D use this to set up passwords but there are other ways if not).

This will allow individual LAs to access their data as it is submitted so they can see which delays have been attributed to them and therefore gives them time to challenge before publication.  This facility was available on Unify, but as Unify required NHSnet access, not many LAs could do this. This access is for individual LAs to see their own data for validation purposes and cannot be access by national organisations as this would not be in line with pre-release access protocols to official statistics. Once an LA has an account, NHS D will send out login info and how to access.


Knowledge Hub, LG Inform and LG Inform Plus

Through the Knowledge Hub (KHub), this bulletin, and the blog of data specialist Philippa Lynch we will provide updates and links to new information available. Using LG Inform and LG Inform Plus the LGA will provide reports and easy access to information across a range of health and wellbeing themes. Reports covering health and wellbeing measures for your area are available through our interactive map. Top tips for sustaining homecare 

The LGA, ADASS and the United Kingdom Home Care Association have worked together to produce a top tips paper covering a number of issues common to care providers and council commissioners, with the aim of giving some pointers and practice advice on tackling practical aspects  of the homecare market.


Developing contingency plans for adult social care services

The Care Provider Alliance has published some practical guidance to help care providers with contingency planning.


Home ownership for people with long-term disabilities (HOLD) factbook

This factbook is about shared home ownership options for people with a disability, including people with a learning disability, autism or both.
