Health and Wellbeing System Bulletin

May 2018

Dear colleagues,

Following on from the positive energy and sense of purpose so clearly expressed at our annual summit, we are now making massive strides forward through a ground-breaking collaborative approach with NHS Providers, NHS Confederation and NHS Clinical Commissioners.

With funding from NHS England and the endorsement of NHS Improvement, we are taking the sector led improvement offer into sustainability and transformation partnerships (STPs) and other footprints, and intend to gain traction within the NHS for our tried and tested tools such as peer challenge; taking a local system approach; and enhancing understanding and relationships between elected members and NHS leaders. We anticipate starting our programme before the summer break so watch this space.

Our collaborative approach extends to the planned NHS Confederation regional networks. We aim to make the links with existing member networks on the model of the political and clinical leaders development network we co-sponsor in the West Midlands with NHS England. The South East Councils for Adult Social Care (SECASC) member network is launching this new approach with an event in July co-designed and co-chaired by the LGA and NHS Confederation.

To find out more about our collaborative offer please email caroline.bosdet@local.gov.uk

Yours,

Caroline Tapster
Director, Health and Wellbeing System Improvement Programme

Stories

Adult social care: sharing the LGA's key messages
In the run-up to the Green Paper and wider debates on the NHS and social care, Cllr Izzi Seccombe, Chair of the LGA’s Community Wellbeing Board, has written to all social care portfolio holders outlining its key messages on the future of adult social care. It would be a big help if you could convey these to your local MPs. The letter is available online. The LGA is always keen that its policy messages reflect the views of member councils. Please do share your views on the LGA's lines, and on whether you are happy to contact your local MPs on this vital issue. Cllr Seccombe is also interested to hear of any replies you receive from your MPs. Please send any responses to matthew.hibberd@local.gov.uk

Integrated Commissioning for Better Outcomes Framework 2018
This updated framework is a key tool for council and NHS commissioners to support local health and care economies to strengthen their integrated commissioning for the benefit of local people. Created in partnership by the LGA and NHS Clinical Commissioners, and co-produced with key organisations such as the Association of Directors of Adult Social Services (ADASS), Think Local Act Personal (TLAP) and national provider organisations, this framework has been tested by NHS and council commissioners from across England.

Prevention at scale
The Prevention at Scale programme is now underway and 40 delegates from the 12 test sites came together for masterclasses to apply behaviour change, systems leadership, social movement and design principles to their upscaling challenges, with support from partners: PHE, Design Council and Leadership Centre. Find out more about the test sites.

Why does social care matter?
Ahead of the adult social care green paper, the LGA is publishing a series of think pieces where sector experts address issues at the heart of the debate to help define what a system fit for future generations might look like. The first one explores the topic ‘Why does social care matter?’, and features articles by Lyn Romeo, Kate Kennally, Caroline Abrahams, Rhidian Hughes and Martin Routledge.

PHE Annual Conference 2018 – 11-12 September 2018 – Warwick University
The programme is linked to three key themes: (1) promoting world leading science and evidence; (2) making the economic case for prevention; and (3) working towards a healthier, fairer society. You may book one or both days of the conference, and campus accommodation for one or two nights. If you book both days you can join a pre-conference workshop on Monday 10 September at no extra cost. Public hearing on the role of local systems in community wellbeing
A growing number of local authorities are recognising that they have a role to play in rebalancing the relationship between the public, their communities and statutory services. This second public hearing on 23 May at Sheffield Town Hall brings together leading local authorities with other stakeholders to share evidence and experience to consider current practice and what needs to be done to strengthen current activity. Book now.

Vector borne diseases
Although the UK does not currently have mosquito-borne disease transmission, the risks are changing for both Europe and the UK. LGA has been working with the Chartered Institute of Environmental Health and Public Health England to get messages about this issue to environmental health teams and local resilience forums across the country as part of a cross-government initiative.

Armed Forces Covenant: E-learning modules
Warwickshire County Council is launching two new e-learning modules on the Armed Forces Covenant. One is aimed at serving members of the Armed Forces and the other is aimed at families of serving members of the Armed Forces.
