Dear Colleagues,

Our next annual gathering will take place 22 March 2017 in London. Co-chaired with NHS Clinical Commissioners, the health and wellbeing board (HWB) chairs and vice chairs annual summit will focus on making care and health integration work locally, because whatever the national policy, it can only be implemented locally by system leaders such as yourselves. We have a lot to share and discuss, so please put this date in your diary.

We are also offering five new system-wide care and health peer challenge pilots. These pilots are a very useful way to assess your progress and focus on key areas. The pilots will be completed by the end of March 2017. To book, email kay.burkett@local.gov.uk

Our final Leadership Essentials course for this financial year takes place in Warwick on 24 and 25 January. This event is a must for all HWB chairs and vice chairs. We are unsure when we will be running another so don’t miss out. To book or find out more, email grace.collins@local.gov.uk 

I am pleased to announce that we are rolling out our facilitated integrated tool workshop to assess your readiness for integration. The workshop is an excellent addition to our support offer for system leaders and its evaluation report was extremely complimentary: “Probably the best self-assessment/discussion I've been involved in”.

Better Care Fund policy framework and planning guidance

At the time of publication, the Better Care Fund (BCF) policy framework and planning guidance had not been published. We continue to push for publication as soon as possible, in recognition of the difficulty late publication causes for planning and budget setting. The framework and guidance are expected to cover 2017-19 as well as the process for applying to “graduate” from BCF programme management arrangements, which it is anticipated will be piloted with a small group of areas in the final quarter of 2016/17.

How people can learn from the care home vanguards

In March 2015, six enhanced health care homes vanguards were launched as part of the NHS Five Year Forward View. Since then, they have been redesigning the way they deliver care for older people by joining up health, care and rehabilitation services. The includes making better use of new technology, improving the support and training staff receive and working more closely with local voluntary and community groups. They’ve also improved their connections with local NHS and care partners and increased the amount of time GPs and other primary care partners spend with residents. LGA consultation event on supported housing

The LGA is holding a consultation event on Wednesday 11 January 2017 in London for councils to explore the risks and opportunities arising from the Government’s proposals on supported housing.  The event will provide a chance for councils to learn more about the proposals and to help shape the LGA’s response to the consultation. Empowerment films

The Transforming Care empowerment steering group have worked together to develop a number of short films about what being empowered means to them. Members of the empowerment group are all experts by experience with a learning disability and/or autism, or family members. They all have experience of long stays in hospital, or have family members with experience, but are now leading good lives in the community. There is an animation about the Transforming Care Programme and the importance of empowerment, a montage film featuring all five of the individuals who shared their stories, and five longer films from the perspective of each person.

Local authority learning disability commissioners survey

In August 2016, learning disability leads at all councils with adult social services responsibility were asked to complete an online survey regarding delivery of the Transforming Care programme. The aim of the survey was to identify the key challenges for local authorities as part of Transforming Care Partnerships and to better understand the support needs of local authorities to inform the LGA support offer. Following analysis of the survey responses, a series of information packs have now been published, based around the following themes: partnership and integration; market shaping and commissioning; supported housing and the LHA cap; children and young people; and areas of support identified by councils.

Mental capacity film

Do you know how to help someone who may lack capacity to make decisions? In a new film, Baroness Finlay, chair of the National Mental Capacity Forum, explains how the Mental Capacity Act (MCA) can support care staff with difficult decisions. "The MCA isn't a blanket judgement over people's mental capacity."

Improving the mental health of children and young people

Public Health England (PHE) has just published reports to support commissioners in improving the mental health and wellbeing of children and young people.

Mental health programme for primary schools

Government statistics have shown that around one in 10 school aged children will experience a mental health problem. Periods of sadness or anxiety can make a huge impact on learning, behaviour and social relationships. The CUES-Ed project delivers a psycho-education package for children about mental health. The idea is to reach large numbers by delivering within schools to whole classes and encouraging children to learn the skills that can help build their resilience from an early age.

Improving mental health and emotional wellbeing support for children and young people in care

The Social Care Institute of Excellence has been commissioned by the Department of Health to develop care pathways based on a young person’s journey through the system. This work will result in models of care to inform the organisation of services.

Healthy children: transforming child health information

Across health and social care and education there is now a determined focus on improving outcomes for children’s health and wellbeing. Access to information and effective information services have a strong role to play in supporting this agenda. This strategy sets out how information services and systems for children, young people, parents and families can contribute fully to improving their health and wellbeing and facilitate collaboration between professionals across the spectrum of care.

Updated Care Act guidance

There has been an update to chapter 19 to reflect the Department of Health's position on the determination of questions of ordinary residence following the case of Cornwall Council v Secretary of State for Health.

Care Act stocktake 6

This is the sixth and final stocktake following the Care Act changes that came into effect in April 2015. Questions were developed and agreed with input from DH, LGA, the Association of Directors of Adult Social Services (ADASS) and a number of local authorities. The survey was carried out between 20 June 2016 and 15 July 2016.

Roadmap to support delivery of the NHS Five Year Forward View

The Realising the Value programme, led by Nesta and the Health Foundation, has conducted a thorough analysis of the evidence for person- and community-centred approaches, worked with five frontline sites across England, and published tools, recommendations and economic modelling to show how they can be successfully implemented. Aimed at health and care system leaders, commissioners and front-line professionals, the resources from the programme conclude that person- and community- centred approaches are pivotal to improving wellbeing outcomes during financially restrained times.

Informatics: information and technology

Local digital roadmaps

It is evident that information and technology have a significant role to play in supporting transformation of services both within social care and supporting integration across whole health and care systems. Activity has been underway to develop and publish Sustainability and Transformation Plans (STPs). The LGA has continued to emphasise the importance of political and public engagement.

Beneath STPs, clinical commissioning groups (CCGs) were asked to develop local digital roadmaps (LDRs) by Autumn 2016 setting out how information and technology will be used to support the future delivery of health and care. Similar to STPs the LGA has been emphasising the importance of engagement with councils in the development and political engagement, including with HWBs.

As yet there are no details from NHS England about when the LDRs will be published and as yet there is no confirmation about the funding plans to support delivery of the LDRs (circa £1 billion over the course of this Parliament). The LGA continues to push for clarity on both of these areas and as soon as further information is received we will confirm with councils.

Webinar series: Transforming social care through the use of information and technology

In November, the LGA published Transforming social care through the use of information and technology. The publication highlighted five areas with practical examples from around the country alongside a short checklist for members, directors and senior leaders to consider for their own organisation. Over the coming months, the LGA is holding a series of webinars on each of the five themes with presentations from local areas. This will give you a chance to hear, learn and apply areas undertaken by others, ask questions as well as share your own learning and experience.

The first lunchtime webinar, 'Integrating commissioning through the improved use of information and analysis' takes place on Thursday 15 December 12.30 - 1.30 pm and will feature a presentation from Dr Abraham George, sharing how Kent County Council's integrated health and social care data set is being used to support commissioning. Post-implementation review of the Accessible Information Standard

The Accessible Information Standard was published by NHS England, following approval as a new ‘information standard’ for the NHS and adult social care system, in July 2015. Officially called SCCI1605 Accessible Information, the Standard directs and defines a specific, consistent approach to identifying, recording, flagging, sharing and meeting individuals’ information and communication support needs, where those needs relate to a disability, impairment or sensory loss. By law (section 250 of the Health and Social Care Act 2012), from 1 August 2016 onwards, all organisations that provide NHS care or publicly-funded adult social care must follow the Standard in full. Organisations that commission NHS care and / or publicly-funded adult social care, including local authorities, must also support implementation of the Standard by provider organisations.

As part of the review, individuals and organisations will be able to feedback on their experiences and make suggestions. The main way for people to share their views will be via a survey, available in a range of formats. Following the review, NHS England will publish a report and, if appropriate, may re-issue the Specification and / or Implementation Guidance for the Standard.

LG Inform and LG Inform Plus

Through the Health and Wellbeing System Improvement Programme, the LGA is bringing together key comparative information on health and wellbeing, and the wider issues that affect it. Using LG Inform and LG Inform Plus the LGA will provide reports and easy access to information across a range of health and wellbeing themes. Our first reports covering health and wellbeing measures for your area are now available through the interactive map of health and wellbeing priorities. Our web page for Health and Wellbeing information provides links to several key data and information resources for HWBs and their partners.
