Hello colleagues,

I am delighted to be able to share that the evaluation of our Stepping up to the place integration self-assessment tool pilot workshops, undertaken by Risk Solutions, has been extremely positive.

According to the report, the workshops were “probably the best self-assessment discussion I’ve ever been involved in”, “exceeded my expectations in terms of generating conversations that we need to have” and, most importantly, “actions [were] agreed that otherwise would not have been”.

However complex your place is and wherever you are on the integration journey the workshop offer can help you. The credibility of the facilitators from health and local government was seen as essential to the workshop impact.

I particularly like the low demands on the host HWB/place that this offer places in terms of preparation, resource and time plus the fresh approach it brings to our suite of sector-led support through the powerful live self-assessment experience. I will continue to work with colleagues from the sponsoring organisations to develop the system wide ownership of the offer. Please contact caroline.bosdet@local.gov.uk to book your session.

On a final note, places are still available on our Leadership Essentials course for chairs, co-chairs or vice chairs of HWBs. This free two-day residential session on 22/23 November 2016 brings members and GPs together to explore system leadership challenges and solutions, network and share good practice.

Workshop to explore methods in public health priority-setting

A team of researchers led by Durham University has been working with several English local authorities to understand what support tools might help decision-making in the area of prioritising investment and disinvestment in public health. Funded by the NIHR School for Public Health Research and supported by the LGA, the workshop will present the key findings from the completed research and explore methods for supporting local authorities in priority-setting to improve population health and wellbeing. The focus will be on identifying the enablers and barriers to using such methods in practice and what the future holds. The workshop takes place on 17 January 2017.

Piloting a new peer challenge for care and health

The LGA has been delivering a number of care and health improvement programmes under the sector-led improvement banner for a number of years working closely with stakeholders. Feedback from the sector and partners highlights the importance of having a coherent health and adult social care support offer with better signposting. This also relates to peer challenges. The LGA held a development workshop in May 2016 with key partners including; NHS Clinical Commissioners, NHS Confederation, Association of Directors of Adult Social Services (ADASS), Association of Directors of Public Health, Public Health England (PHE) and NHS Providers to explore the scope and content of a new system wide care and health peer challenge. This workshop has informed the proposed structure of a new peer challenge to be piloted during January - April 2017. We are in the process of identifying pilot sites and signing up peers, particularly from our health partners. Prevention Matters workshop

Better Care fund policy framework and planning guidance

The government is currently drafting the policy framework and planning guidance for the Better Care Fund, with both due later in November. It is anticipated that the guidance will require the production of plans over the two years of 2017-19 as well as indicate how areas can apply to graduate from the BCF over the spending review period. More information will be published on the LGA website when it is available.

Transforming social care through information and technology

This new report aims to highlight the emerging role of technology in transforming social care services and enabling care and health integration - including case studies of the introduction and use of technology to deliver improved outcomes for social care service users and, in the context of integration, patients. It also showcases the current and future roles of technology in facilitating demand management, delivering cost efficiencies, and mitigating against systemic risks.

Sharing the learning from the Positive Behaviour Support Fund

The morning session will be for Positive Behaviour Support (PBS) fund recipients to share and learn from each other. The afternoon session is for people from local health and social care systems (who support people with a learning disability and / or autism and are at risk of displaying behaviour which challenges) to come and represent their local ‘Transforming Care partnership’. The aims are to add real life examples and context to the evaluation of the fund and to share what has been learned to improve delivery of PBS, autism (and associated) training; locally and nationally. This event, organised by Skills for Care, takes place Thursday 8 December 2016 in Manchester.

Monitoring children and young people's mental wellbeing

With half of all diagnosable mental health disorders established by the age of 14, there is a strong case to promote children and young people’s mental health. This toolkit is a practical step by step guide for senior leadership teams and those with particular responsibilities for Special Educational Needs and Disabilities, inclusion, Personal Social Health and Economic education, welfare or pastoral support and mental health support and will also be of interest to partners from the health, voluntary and community service sector who are supporting schools and colleges to improve mental health outcomes for children, young people and their families.

Supporting public health: children, young people and families

PHE has published a number of guides to support local authorities and providers in commissioning and delivering children's public health services aged 0 to 19 years. The guides identify six areas where health visitors have the highest impact on the health and wellbeing of children aged 0 to five years and a further six areas for school aged children from five to 19 years. The guides are a helpful resource to prompt local councils to consider ways in which health visiting and school nursing services can link with other council services and programmes such as the Troubled Families Programme.

Improving the oral health of pre-school children

We know that a quarter of children aged five have tooth decay with an average of three teeth affected. Poor oral health is recognised as a marker for wider health and social care issues. In recognition of this, PHE in partnership with York Health Economics Consortium has undertaken a rapid evidence review and developed a return on investment (ROI) tool to estimate the potential economic benefit of oral health interventions for children. Local authorities can use the ROI tool to gain an estimate of the return on investment of oral health intervention programmes for pre-school children, using the oral health profile of their local population.

Child health: an integrated future

The NHS Confederation Community Health Services Forum recently held an event to discuss the integrated future of children’s health services, looking at how providers and commissioners are innovating to deliver more joined up children’s health. National Child Measurement Programme - England 2015-16

The 2015/16 National Child Measurement Programme data is now available. The prevalence of obesity in England has increased since 2014/15 in both reception and Year 6. The full dataset including a breakdown by each local authority area is available on the NHS digital website.

Benefits of joint working across housing, health and social care

A new guide is encouraging joint working across housing, health and social care in preventing admissions, helping people be discharged from hospital and supporting people to live independently.

Cold weather plan for England

The guidance includes plan and evidence summary on planning to protect health in cold weather. This collaborative plan is supported by PHE, NHS England, the LGA, the Met Office and the Department of Health (DH) to protect and promote the health of the population of England.

Proposed changes to NHS Specialist CHD services

In July 2015, the NHS England Board agreed new standards and service specifications for congenital heart disease (CHD) services, with the expectation that in future all providers would meet the standards, leading to improvements in service quality, patient experience and outcomes. NHS England has prepared a briefing for local government.
