Health and Wellbeing System Bulletin

October 2016

Hello colleagues,

Our pilot programme for the Stepping up to the place: integration self-assessment tool is proving to be an effective catalyst for place-based leaders to find the best ways to plan and deliver care and health services for their local populations. My ambition is to offer a facilitated half-day session for all HWBs in the next 18 months and I will be proposing this to our funders at the Department of Health (DH). We will be rolling out the workshops from November and you can book a session by emailing caroline.bosdet@local.gov.uk. We will also be developing new sector-led support offers based on the key issues identified in these sessions.

We are conscious of the need to focus more on prevention and are working with partners to promote the evidence on return on investment to feed into local budget decision making, planning for integration and sustainability and transformation plans (STPs). Places on our Prevention Matters workshop for elected members have been going like hotcakes, reflecting the huge interest in this approach.

Finally, when working with HWBs we are often asked to signpost who is good at this, or what does an effective HWB look like? From our most recent research we have identified our first 10 HWBs to showcase in pen portraits.

Yours,

Caroline Tapster
Director, Health and Wellbeing System Improvement Programme

Stories

STP guidance

The NHS has issued guidance for both STPs, which footprints are required to resubmit on 21 October, and for NHS bodies on developing two-year operational plans to support STP ambitions. It has also issued guidance on consulting and engaging communities. The Local Government Association (LGA) has compiled FAQs on the most common themes concerning STPs. It has also, with partners, produced a briefing explaining STPs and how they should best develop.

STPs: from planning to implementation

These King's Fund events, taking place in London on 17 November and in Leeds on 1 December, will be a good opportunity to hear from a number of STP footprint area leads on how they’re engaging with local government partners, what funding sources are being investigated, how prevention and public health are being considered in the plans, and what accountability and governance structures are being considered. LGA members are entitled to a discounted rate of £120. To access this, quote the promotional code 'LGA' when booking a place.

NHS new care models programme care model frameworks

The NHS new care models programme has published two more care model frameworks: Integrated primary and acute care systems (PACS)  and Enhanced health in care homes. These describe the features of each model, and were developed with the input of nine PACS vanguards and six care home vanguards. These two frameworks complete the one for multispecialty community provider framework published in July 2016.

Health in All Policies

The LGA has published Health in All Policies: a manual for local government, an approach that takes into account the health implications of the decisions we make; targets the key social determinants of health; looks for synergies between health and the work we do with partners; and tries to avoid causing harm with the aim of improving the health of the population and reducing inequity. This holistic approach is important for HWBs, which play a crucial role in building constructive relationships between departments, the NHS, local government and partners, including the voluntary sector, communities and other bodies.

Health in All Policies: The Winter School

A new programme for policy makers and practitioners that explores the reality of achieving HiAP in practice will run from 30 January to 1 February 2017. The Winter School will include sessions on identifying enablers to achieve success, overcoming barriers to success and equipping participants with the skills required to succeed. Apply now or email lisa.monkhouse@durham.ac.uk to find out more.

Workshop to explore methods in public health priority-setting

A team of researchers led by Durham University has been working with several English local authorities (LAs) to understand what support tools might help decision-making in the area of prioritising investment and disinvestment in public health. On 17 January 2017, a workshop will present the key findings from the completed research and explore methods for supporting LAs in priority-setting to improve population health and wellbeing. The focus will be on identifying the enablers and barriers to using such methods in practice and what the future holds. Book your place now.

Call for NHS providers colleagues to become peers

Following an LGA development workshop in May 2016 with key partners NHS Clinical Commissioners, NHS Confederation, Association of Directors of Adult Social Services, Association of Directors of Public Health, Public Health England and NHS Providers, an opportunity has arisen for NHS providers to help with the delivery and evaluation of a new system-wide care and health peer challenge. Five pilots will be delivered during January - May 2017. Please encourage your local NHS provider colleagues to become peers. The one and a half day training is free and participants need only cover travel costs. Peer training takes place at Warwick Conference Centre, Coventry, on 8/9 November and 6/7 December 2016. Email Kay Burkett kay.burkett@local.gov.uk or phone 07909 534126.

PHE Health Profiles

The Health Profiles have been produced annually since 2006, providing a snapshot overview of health for each local authority in England. The aim of the Health Profiles has been to improve the availability and accessibility of health and health related information whilst helping local government and health services make plans to improve local people's health and reduce health inequalities.

The King's Fund HWB directory

There are more than 130 health and wellbeing boards (HWBs) run by local authorities with their health partners. This directory is currently being updated to reflect the changes which have occurred in the NHS after 1 April 2013. Please email hwb@kingsfund.org.uk to submit further or updated information on any of the HWBs listed.

The King's Fund: integrated health and social care

The King’s Fund has published a blog and a write-up of a roundtable involving the LGA and NHS Employers following the commissioning by both of a report into workforce development and integrating health and social care from The King’s Fund.

Healthy Homes research project

Following previous regeneration work Milton Keynes Council residents reported health, financial and other benefits. As a result the public health and regeneration teams decided to commission research to capture the health and wellbeing impact of refurbishment more systematically. The researchers surveyed households before the refurbishment works of phase two, and again after they had been completed and experienced by residents for some months. The resulting ‘Healthy Homes' research project is framed as a pilot project, establishing a possible blueprint for future evaluation research on housing regeneration. Read more case studies on the innovative councils database.

Breast check app

This October is Breast Cancer Awareness Month and Breast Cancer Now has launched a new app to help make regular breast checking easier to remember. More than half of all women in the UK don’t check their breasts regularly, and the number one reason is simply because they forget. Download the app.
