New enforcement cameras

Havering Council is making a new push to keep traffic moving, and pedestrians and cyclists safe, with the use of cameras to deter motorists committing offences when driving around the borough.

On Monday 21 November the Council began the enforcement of moving traffic contraventions and those committing offences could be liable for a £130 fine.

PSPOs around schools in Rainham and Upminster

A Public Space Protection Order (PSPO) came into force on 7 November around Wykeham School in Rainsford Way, Hornchurch. On Monday 14 November Parsonage Farm Primary School in Rainham and The James Oglethorpe Primary School in Upminster also saw PSPOs introduced to protect children from dangerous driving and parking.

Proposed works on M25 - have your views heard

A public consultation by Highways England on plans to improve traffic flow around the Brook Street roundabout at the junction of the M25 and A12 started on Monday 14 November.

On Thursday 15 December there will be a consultation meeting in Harold Wood Neighbourhood Centre, The Old School, Gubbins Lane, RM3 0QA, from 10am to 4pm.

Caution! Deer Crossing!

Highways England and The Deer Initiative have joined forces to warn motorists about the heightened risk of collisions involving deer at this time of year.

Across the UK it is estimated that there could be up to 74,000 deer-related motor vehicle accidents this year alone, resulting in 400 to 700 human injuries and 20 deaths.

October through to December is considered a high-risk period as deer will be on the move for the autumn mating season, also known as the rut. The highest risk of a deer-vehicle collision is between sunset and midnight, and the hours shortly before and after sunrise.If you need to report a deer vehicle collision or to find out more on safety advice please visit www.deeraware.com

There are also charging points at CEME, Marsh Way, Rainham and at both Gidea Park and Harold Wood railway stations.

Try to avoid roadworks by using this website that shows where all roadworks in Havering are taking place.

The website includes work being done by gas, electricity, water, telecom and other utilities as well as those being done by Havering Council.

There will be a number of traffic sensitive roads and high streets during the Christmas period from Thursday 17 November 2016 to Tuesday 6 January 2017 (Inc).

Collier Row Victorian Christmas event, Friday 2 December: 4:30pm – 7:30pm: Collier Row Rd no.1 - 62, Chase Cross Rd no.1 -16, Collier Row Lane no. 303 - 322.
Illuminating Elm Park Christmas Event, Friday 25 November: 4pm – 6pm: Station Parade (in its entirety), Tadworth Parade (in its entirety), The Broadway (both sides) , Elm Park Avenue (all shop frontages on both sides in Elm Parade and Broadway Parade), St Nicholas Avenue (all shop frontages in Elm Parade).
Upminster Christmas Event, Thursday 24 November: 4pm - 6pm: Upminster Shopping Area, Station Road, Hall Lane, St Marys Lane, Corbets Tey Road, Upminster Road
Rainham Village Christmas Fayre, Saturday 3 December: 10:30am - 3:30pm: Upminster Road South & Broadway.

Roadworks

Collapsed Sewer works by Thames Water mean that Station Road, Gidea Park, Parkway, Romford and Guysfield Drive, Rainham will be closed for the next two weeks.

There will be temporary traffic lights outside The Broadway, Elm Park on Monday 9 to Friday 13 January 2017.

Resurfacing works will be taking place on Lennox Close on Friday 25 November, Avenue Road on Monday 28 and Tuesday 29 November and Penrith Cresent from Tuesday 29 November to Thursday 1 December. All roads will be closed with local diversions in place.

Ardleigh Green bridge replacement

Transport for London (TfL) work to replace the bridge at Ardleigh Green continues and the entrance from Bryant Avenue to the A127 will remain closed to traffic for approximately nine months.

Completion of the works is estimated to be at the end of December 2017. Check live traffic news before you start your journey to keep up-to-date and avoid disruption.

Improvement work around Romford Station continues

New trains will be introduced on the Shenfield to Liverpool Street line from May next year and in subsequent years Havering residents will benefit from direct access to central London and Heathrow airport. Associated work to improve passenger access to Romford station will continue with footway improvements on the eastern side of South Street along the stretch of pavement between the junctions with Eastern Road and Victoria Road. The taxi rank in Eastern Road will remain open as usual. Work will continue until Friday 25 November, and then restart on Monday 9 January .

Forthcoming Rail works over Christmas

Network Rail will continue their Railway Upgrade Plan and the Crossrail construction programme over the Christmas period and into 2017. This includes:

The complete remodelling of an important junction at Shenfield to help deliver more reliable journeys
Work to replace overhead wires between Shenfield and London Liverpool Street
Work at Ilford depot to accommodate the new trains
Ongoing station improvement work

TfL Rail services will be affected as follows:

Christmas and New Year

Saturday 24 December: No service between Chadwell Heath and Shenfield.

Sunday 25 - Monday 26: No TfL Rail service and no replacement bus service.

Tuesday 27 December: No TfL Rail service.

Wednesday 28 December – Monday 2 January: No service between Chadwell Heath and Shenfield.

On Tuesday 27 December a rail replacement bus service will call at all stations except Maryland. When there is no service between Chadwell Heath and Shenfield, a rail replacement bus service will run between these stations. Special travel arrangements will also be in place for New Year’s Eve and New Year’s Day.

Brentwood to Shenfield closure

From Tuesday 3 January until late May 2017, there will be no TfL Rail service between Brentwood and Shenfield. This is while Network Rail continues major work at Shenfield to remodel the track and provide an extra platform for future Elizabeth line services. The work will also mean:

A slightly reduced peak service between Gidea Park and Brentwood
Trains on the rest of the line may be busier than usual

A frequent rail replacement bus service will run between Brentwood and Shenfield stations for connections from the first until last train. Tickets will be accepted on local bus route 81 between Brentwood and Shenfield stations (via Brentwood High Street) for connections with Greater Anglia services at Shenfield. Greater Anglia services will not be affected on weekdays.

In addition to the information online, TfL Rail customers who have registered for updates have been sent an email advising of the closure. There are currently posters and leaflets advising of the closure at TfL Rail stations and we will be reinforcing these messages on signage banners, PA announcements, via the @TfLRail Twitter feed and at Meet the Manager sessions at Shenfield and Brentwood stations. We are also contacting schools who may be affected by the closure.

Further weekend closures in 2017

Further track closures at weekends will affect both TfL Rail and Greater Anglia services. Customers are advised to check before they travel at tfl.gov.uk or nationalrail.co.uk to plan their journey.

Work achieved during September – November weekend closures

The planned work follows on from railway upgrade work that has been taking place along the line to improve reliability and prepare for the gradual introduction of our new trains from May 2017 and future Elizabeth line services from 2018. During the last series of eight weekend closures, Network Rail installed over 14km of new overhead wires and carried out station improvement work as part of the Crossrail programme. This included installing a new footbridge roof at Gidea Park, removing the old footbridge at Harold Wood and continuing the demolition of stairs at Forest Gate.

At the same time TfL continued work at stations on the TfL Rail route including refurbishment of the ticket halls at Chadwell Heath and Brentwood. We have also started work to deliver step-free access at Manor Park, Seven Kings and Maryland. The existing footbridge at Manor Park has been demolished and a temporary footbridge installed, which will continue to be in use until late 2017 to enable the construction of a new footbridge and three lifts. We will also be making changes to the way customers enter and exit Manor Park station. From the afternoon of Tuesday 29 November, customers will be required to use the temporary station entrance on Whitta Road. Access to platforms 1&2 will continue to be via the temporary footbridge.
