The Hertsmere Community Safety Partnership (CSP) is a strategic body made up of local organisations that work together to make the borough a safer place to live, work and visit. The organisations making up the CSP include Hertsmere Borough Council, Hertfordshire Constabulary, Hertfordshire County Council, Hertfordshire Fire and Rescue Service, Hertfordshire Police and Crime Commissioner, National Probation Service and the Hertfordshire and West Essex Integrated Care Board.
This newsletter provides an overview of the partnership activity between January and March 2026 and details of local services available to Hertsmere residents.

The Hertsmere CSP hold community engagements in hotspot areas that have been affected by issues such as crime, anti-social behaviour (ASB), rogue trading and scams. We have held a variety of engagements including door knocks and delivery of anti-social behaviour letters and surveys, which allows residents to speak to agencies in person or respond to the survey anonymously. These surveys are delivered, following reports of ASB and crime, to the addresses affected and surrounding houses. The surveys ask for details about any ASB that has taken place such as location, times and dates and who is involved.
Residents meetings have been held to give local residents a forum to discuss issues affecting them and work with local organisations to problem solve. A hotspot community engagement took place on Radlett High Street in February. A variety of agencies attend these events including Hertsmere Borough Council’s Community Safety Team and Community Enforcement Officers, Hertsmere Police and Clarion. Residents are given free crime prevention advice and equipment and can talk to partners about any concerns they have. Hertsmere Police held a Fraud and Cybercrime Awareness session at Borehamwood Library. These events are held across Hertfordshire, to help residents combat fraud and cybercrime which account for 40% of all recorded crime in the UK. Talks at these sessions are given by Herts Police, Trading Standards, Hertfordshire Beacon Victim Care and the Shared Anti-Fraud Service (SAFS). Hertfordshire Constabulary is reminding residents to ensure their homes, gardens and outbuildings are secure as the Spring weather warms up.
Warmer weather means people tend to spend more time outdoors, using gardening and leisure equipment, but burglars are also out and about looking out for valuable things to steal. Any valuable tools, bicycles or other expensive items left out or stored in poorly secured outbuildings can tempt them.
Some tips to make your garden and outbuildings more secure:
- Always lock your shed, preferably with two 'hasp and staple' locks (one near the top and one near the bottom of the door) or use or an alarmed padlock.
- Secure your rear garden by locking entry gates with a padlock.
- Burglars can use garden tools to break in, so make sure you securely lock away any tools after use.
- Ensure boundary fences are secure and in good condition. Spiky plants along garden boundaries are good additional deterrents.
- Tools and gardening equipment should be visibly marked with your postcode and house number - this can deter thieves and help police identify the rightful owner.
- Remember to lock your garage door securely. Metal ‘up and over’ doors can be secured with extra locks fitted either side and/or a floor-mounted locking ‘T’ bar with a closed shackle padlock. Wooden garage doors can be secured with two substantial ‘hasps and staple’ locks and closed shackle padlocks (your local DIY store can advise on the most secure options).
- Make access to the rear of your property difficult, keep rear/side gates closed and locked and ensure boundary walls/fences are in good repair.
- Keep wheelie bins secured so they cannot be moved or used as climbing aids.
- Plant defensive spiky plants under windows such as berberis, roses and pyracantha. Watch Herts Police's defensive plants video.
- Most bicycles are stolen from home so ensure they are kept in secure sheds, outbuildings and garages. Consider installing ground anchors if you have a concrete floor. If not, look for security rated products specifically for wooden and metal sheds.
- Take extra security precautions for storing expensive bikes, it is recommended that they are security marked and registered at Bike Register.

Hertsmere Police have been holding drop-in sessions in the Civic Office’s Main Reception. The sessions provide residents with the opportunity to talk with the police face-to-face to ask any questions, discuss any concerns and receive crime prevention advice.

The Hertsmere CSP and local residents came together for an Easter event in Borehamwood. Families enjoyed taking part in the Easter egg hunt, meeting the Easter bunny, exploring a police car and fire engine and racing friends and family to see who could score the highest on the police speed board. Free hot food and drinks were also provided to those who attended.
A number of local organisations were in attendance to provide information about their services, hand out crime prevention freebies and speak to residents about any concerns they had. Organisations included Hertsmere Borough Council’s Community Safety team and Community Enforcement Officers, Hertsmere Police, Hertfordshire Fire and Rescue Service, Hertsmere Citizen’s Advice and Services for Young People. The event was organised by Clarion Housing to increase community spirit and foster relationships between agencies and residents.
