The Hertsmere Community Safety Partnership (CSP) is a strategic body made up of local organisations that work together to make the borough a safer place to live, work and visit. The organisations making up the CSP include Hertsmere Borough Council, Hertfordshire Constabulary, Hertfordshire County Council, Hertfordshire Fire and Rescue Service, Hertfordshire Police and Crime Commissioner, National Probation Service and the Hertfordshire and West Essex Integrated Care Board.
This newsletter provides an overview of the partnership activity between July and September 2025 and details of local services available to Hertsmere residents.

The Hertsmere CSP, as part of ASB Awareness Week, organised a series of events aimed at engaging with residents, addressing concerns around anti-social behaviour and raising awareness of related issues such as exploitation and cuckooing. Door-knocking initiatives were carried out in Borehamwood, Bushey, and Potters Bar where agencies spoke directly with residents about a range of issues including fly-tipping.
A dedicated social media campaign complemented these efforts, featuring tailored videos on topics including housing, fly-tipping, youth support services, and the Anti-Social Behaviour Case Review process. To view these videos, please visit our YouTube page.

Professionals from the Hertsmere CSP attended introductory and advanced training sessions delivered by Jewish Women’s Aid.
These sessions provided an introduction to understanding and responding to domestic abuse within the Jewish community and:
- Demographics of the Jewish Community in Hertsmere
- Key aspects of Jewish practice and culture
- Religious and spiritual abuse
- Understanding coercive control
- The unique barriers Jewish women and girls face when seeking help
- Culturally sensitive approaches to managing risk and offering support.

Hertsmere Police and Hertsmere Borough Council’s Licensing and Community Safety Teams visited licenced premises as part of the Police and Crime Commissioner’s Safer Town Centres initiative. This initiative aims to tackle issues such as anti-social behaviour, drug criminality, street drinking and violence against women and girls.
Officers conduct regular visible patrols in and around Shenley Road to engage with licenced premises and members of the public.

The Hertsmere CSP hold community engagements in hotspot areas that have been effected by issues such as crime, anti-social behaviour, rogue trading and scams. A community engagement took place in various locations on Shenley Road and tied in with the Police and Crime Commissioner’s Safer Town Centres initiative.

Partners were located in Borehamwood Shopping Park and outside McDonalds. The Community Enforcement Officers and PCSOs patrolled Shenley Road engaging with shop owners and talking to local residents. A variety of agencies attended these events including Hertsmere Borough Council’s Community Safety Team and Community Enforcement Officers, Hertfordshire Police, Services for Young People and Clarion.

An Older Persons Activity Learning and Safety event was held at Allum Hall, Elstree. Over 60s received valuable advice and support from organisations including Hertsmere Police, Hertfordshire Fire and Rescue Service, Communities 1st, The Red Cross and more.
The event featured stalls offering information and advice, speakers and a seated exercise taster session from Herts Sport and Physical Activity Partnership’s Live Longer Better team.
81% said they now know more about the support available to them.

Hertfordshire Constabulary is reminding residents to make sure their homes are secure as burglaries tend to increase as we move into autumn. At this time of year, the evenings are getting darker earlier, which means more opportunities for burglars.
If your home is empty, even for short periods of time, giving your home a lived-in look by using timers on lights is a great way to deter burglars. Investing in doorbell and external Wi-Fi cameras is also a relatively cheap way to keep your home and valuables safe.
There are many ways to give your home a ‘lived-in’ look when it is unoccupied, so that any would-be criminals are not tempted:
- Close and lock all windows, doors and outbuildings.
- Use timers on lights so that they turn on as it gets dark in the evenings. You could also use a timer switch for a radio (always follow manufacturer's instructions).
- Installing a doorbell camera and internal/external Wi-Fi cameras, is a low-cost deterrent which will allow you to keep an eye on your home whilst you are away.
- Ask your neighbour to put your rubbish or recycling bins back if they are being collected whilst you are away – if they are left out after collection day it could indicate to a passing thief that your house is unoccupied. Be a good neighbour and do the same for them.
- If you are not leaving your car at home, ask a neighbour/friend to park their car on your drive.
- Do not forget to cancel deliveries of milk, newspapers etc.
- Consider moving enticing items, such as laptops and mobile devices, so that they are out of sight, or store them in the loft when you go away.
- Join the Constabulary’s new community messaging platform Herts Connected where you will receive free local police messages.

Hertsmere Borough Council hosted a Crucial Crew event at the Civic Offices. Crucial Crew is an initiative, organised by Child Safety Media, which covers topics such as personal safety, fire and home safety, healthy relationships, first aid, crime, drugs, bullying and anti-social behaviour, in a memorable, practical and impactful way.
More than 800 Year 6 students from Hertsmere Schools received inputs from organisations including, Hertfordshire Police, Hertfordshire Fire and Rescue Service, SAHWR Specialist Domestic Abuse Services, School Nurses and the Ambulance Service.
