The Hertsmere Community Safety Partnership (CSP) is a strategic body made up of local organisations that work together to make the borough a safer place to live, work and visit. These organisations include Hertsmere Borough Council, Hertfordshire Constabulary, Hertfordshire County Council, Hertfordshire Fire and Rescue Service, Hertfordshire Police and Crime Commissioner, National Probation Service and the Hertfordshire and West Essex Integrated Care Board.
This newsletter provides an overview of the partnership activity between April and June 2025, and details of local services available to Hertsmere residents.

The national Operation Sceptre campaign aims to reduce the number of knives on our streets and educate young people on the dangers these pose.
In May, the Hertsmere CSP held a number of sessions in four secondary schools across the borough where students received a talk from public speaker and mentor Chris Baker. Chris spoke about how his life was shaped by adverse childhood experiences and how choices he made resulted in a prison sentence and losing an arm in an incident. He also spoke about the choices he made to turn his life around and now inspires others to do the same.
An evening for parents, professionals and community members was also held with input from Junior Smart from the St Giles Trust. Junior spoke to attendees about Child Criminal Exploitation (CCE), knife crime and grooming.

As part of the Great British Spring Clean, officers from Hertsmere Borough Council removed graffiti along Shenley Road in Borehamwood.
The graffiti was identified during Operation Hotspot patrols that are carried out by the police and Community Enforcement Officers, and aim to tackle anti-social behaviour and serious violence in hotspot areas.
Consent was granted from more than 20 private premises for the council’s Engineering Services team to remove the graffiti as part of the clean-up, which included Hertsmere Borough Council and Hertfordshire County Council properties.

Hertsmere CSP representatives from the council, police and fire service came together on Tuesday 22 April to mark Stephen Lawrence Day which takes place every year on the anniversary of Stephen’s death. Stephen Lawrence’s life was tragically cut short in a racially motivated attack at a London bus stop in 1993. He was just 18 years old when he died.
In his memory, a minute’s silence was held outside the council offices and a tea rose was planted. The Hertsmere CSP also held a community engagement, on Darkes Lane in Potters Bar, to raise awareness of how to report hate crimes.
Hertsmere Borough Council and the Healthy Hub on Leeming Road are third party reporting centres. These centres will make reports to the police on behalf of victims who do not want to go directly to the police. Reports can be made anonymously. The Hertsmere CSP holds community engagements in hotspot areas that have been affected by issues such as crime, anti-social behaviour, rogue trading and scams.
An engagement was held on Rossington Avenue, in Borehamwood, due to reports of anti-social behaviour. A visual audit was also conducted of the garage area and shops to review what changes could be made to improve safety and reduce anti-social behaviour.
A variety of agencies attend these events including Hertsmere Borough Council’s Community Safety Team and Community Enforcement Officers, Hertsmere Police, Hertfordshire Fire and Rescue Service, Clarion Housing, Neighbourhood Watch and Services for Young People.

In June, officers from the council and police attended Eid in the Park, at Maxwell Park in Borehamwood.
Our staff provided information about initiatives and schemes available to the local community and crime prevention freebies.

The Hertsmere CSP has continued to work together to tackle VAWG. In April, information about local support services were shared on our social media channels and a community engagement was held on Darkes Lane, in Potters Bar, to support National Stalking Awareness Week. The National Stalking Helpline can be contacted on 0808 802 0300 or at stalkinghelpline.org.
Council staff, elected members and partner organisations also attended a training session, delivered by Bold Voices, on online misogyny and the effect of influencers such as Andrew Tate. The session looked at the messages young people are consuming through social media, where those messages sit within a wider culture of gender inequality, and ways that schools can start to proactively tackle misogyny and gender inequality.
The council’s Community Enforcement Officers have also been delivering Hertfordshire Domestic Abuse Helpline posters to all publicly accessible toilets in the borough.
