A recap on the Local Plan Housing Statement (LPHS)

The Adopted Local Plan sets out local planning policies and identifies what development should take place and where. It is made up of the Core Strategy (2011) and the Allocations Plan (2014). In order to address the need for new housing in the borough up to 2036, the council is reviewing the Adopted Local Plan.

The Local Plan Housing Statement was the first step in this review and was adopted on 7th December 2016.  The Housing Statement is a clear position statement as to which sites the council considers could deliver sustainable development to address the housing need up to 2036; providing that the necessary infrastructure is provided alongside new housing.


The Draft Havant Borough Local Plan 2036

While a great deal of evidence was prepared to support the Local Plan Housing Statement, more is needed to fully inform the Local Plan. Work is ongoing to pull this evidence together and prepare the draft plan.

As part of the evidence, Havant Borough Council has commissioned a borough-wide Transport Assessment and an Infrastructure Delivery Plan. Unfortunately there have been delays to the modelling work which informs these studies. It is essential that these two studies fully inform the Draft Local Plan. As a result, the consultation on the Draft Havant Borough Local Plan 2036 is now scheduled to take place early in 2018. We will continue to keep you updated on the timetable as things progress.
