The Education and Skills Funding Agency (ESFA) are recovering unspent National Tutoring Programme grant (NTP) from schools relating to AY 21-22. This is following the submission of your Year End Statement (YES). We understand that you have been informed via the ESFA of any recoveries due to under delivery. Make Music Gloucestershire would like to invite 3 Headteachers to join the Advisory Board, as we move into an exciting year where we will be rebidding for funding from the Arts Council and reshaping the musical offer across the county.
In particular, we have vacancies for:
- 1 Primary Headteacher,
- 1 Special School Headteacher
- 1 Headteacher, from any sector, who will act as an Independent Chair

Further to the email from ESS on 30 January titled ‘ESS Contracting Portal is Now Open’ we have been contacted by quite a few schools with questions. We wanted to share some clarity on aspects of the email and the impacts and considerations for schools.
As stated in the ESS email, the first anniversary of your 3-year SIMS and/or FMS Annual Entitlement agreement is on 1 April 2023. ESS is now offering for schools to either continue with their current 3-year Annual Entitlement agreement or to move to a new 3-year subscription agreement effective from 1 April 2023. We’ve reached out to our colleagues at ESS for clarity and would like to expand further on what this means, alongside information regarding ESS SIMS Support and SIMS Next Gen. 2023/24 School Budget Allocations

Headteacher (and deputy headteacher) recruitment
The School Staffing (England) Regulations 2009 set out that the governing board of a maintained school must notify the local authority in writing of any headteacher vacancy, and deputy headteacher vacancy if the school has one.
The Regulations go on to say the governing board must then advertise their vacancy in such a manner as it considers appropriate, and must appoint a selection panel to select and interview such applicants as it thinks fit.
Governing boards must also notify the local authority in writing of the names of the applicants selected for the post of headteacher (ie, those that are shortlisted).
If your headteacher or deputy headteacher resigns, please inform the LA by emailing governor.services@gloucestershire.gov.uk.
Governor Services and/or your school’s Adviser will be able to explain what support is available to you.

If you are considering federating with another school, or are having discussions about any changes to leadership, please inform the LA by emailing governor.services@gloucestershire.gov.uk. Support is available.
Please also inform the LA if you are considering academisation.

NGA’s Outstanding Governance Awards 2023
Does your governing board, clerk or lead governance professional merit recognition for their excellent practice, journey of improvement and positive impact?
NGA’s biennial awards are the only national education awards to recognise the contribution of governors and trustees, clerks and lead governance professionals. They help share the best practice in school and trust governance and demonstrate the positive contribution that good governance makes to the school system and the education of children and young people.
There are five categories to choose from:
• Outstanding governance in a single school
• Outstanding clerk to a governing board
• Outstanding lead governance professional
• Outstanding governance in a multi academy trust
• Outstanding governance in a federation
How to nominate You can self-nominate as a board, clerk or lead governance professional in any category or you can nominate another board or person. Entry is free and the awards are open to all state-funded schools in England.
It’s easy to enter the awards:
1. Visit www.nga.org.uk/awards.
2. Select the category you are interested in and read the ‘category information sheet’ to learn how to make a good nomination.
3. Complete the online nomination form by answering questions and providing details about the board or person being nominated.
4. Submit your nomination by 9 am on Monday 27 March 2023.
