In lieu of the Provider Forum, we will send out these bulletins regularly summarising updates from Gloucestershire County Council (GCC), Clinical Commissioning Group (CCG), as well as local and national initiatives.

- In April, the Proud to Care team attended 3 jobs fairs in Cheltenham and Gloucester and 4 in person sessions for job seekers in Cheltenham, Tewkesbury, Gloucester and Coleford, connecting 19 potential candidates to providers. The team are working collaboratively with the Employment and Skills Hub and have attended networking and stakeholder events in Tewkesbury and Cheltenham.

- Proud to Care are piloting a targeted promotion scheme with Indeed in May/June. Interested job seekers book a career chat with the team, who carry out a pre-screen and direct them to appropriate providers. Make sure you register with Proud to Care so the team can connect you to candidates.
- Proud to Care will be working closely with providers in the Forest of Dean over the summer months so look out for an email with more information soon!

In December 2021, the Department of Health and Social Care (the DHSC) published a white paper, ‘People at the Heart of Care’, which outlined a 10-year vision for adult social care. In order to underpin and support the implementation of this vision, the Market Sustainability and Fair Cost of Care Fund (the Fund) was announced as one of the first steps in achieving this.
The purpose of this fund is to support local authorities to prepare their local markets for:
- reform, including further implementation of section 18(3) of the Care Act 2014 in October 2023 to introduce the care cap and the right for self-funders to request that local authorities organize their care at local authority rates; and
- to move towards paying providers a fair cost of care.
In total, this fund amounts to £1.36 billion nationally for England. In 2022/23, £162 million will be allocated, with a further £600 million made available in each of 2023/4 and 2024/5.
As a condition of the Fund (and not for its own purposes), Gloucestershire County Council (the Council) are required by the DHSC to undertake a cost of care exercise for 65+ domiciliary care and care homes in their local authority area.
This will be a process of engagement, data collection and analysis which will help the Council determine and report the lower quartile, median and upper quartile costs in Gloucestershire across a series of domiciliary care categories, plus evidence and values for return on operations.
This is an opportunity for Council commissioners and local care providers to work together to arrive at a shared understanding of what it costs to run quality and sustainable care provision in Gloucestershire and which is reflective of local circumstances. The cost of care data will be a key input to identify risks in the local market which will be reflected in the Council’s market sustainability plan which it is required to develop and submit to the DHSC for independent review in the autumn.

As part of the cost of care exercise, providers will be asked to complete a data collection tool.
The Council has engaged an independent, third party consultant to collate, anonymise and assist with analysing the data. They have been engaged on an arms-length basis and will have sole access to the data inputted by providers into the data collection tool. All such data will be stored securely and deleted once the cost of care exercise has been completed.
The Council and GCPA are planning to co-host a series of in-person information events across the county during May 2022 and ongoing support with completing the tool will be available from both organisations and the Local Government Association. Details will be published shortly.
Your participation in this cost of care exercise is absolutely vital as it will provide all of us, as stakeholders in the local adult domiciliary care market, with a unique opportunity to gather up-to-date and consistent data for the DHSC on the actual costs of delivering domiciliary care in Gloucestershire. It will also highlight the effect of other factors, such as the contribution of self-funders, on these costs. We would therefore urge you to participate in the cost of care exercise so that the data we submit to the DHSC is as complete a picture of the local adult domiciliary care market as possible.

For those care providers who are using NHSmail or have questions about getting NHSmail, there is free expert local help available to answer questions for a few weeks.
Until 14 June, Lisa Perrett from the regional NHS team will be available every Tuesday to speak with you about your NHSmail questions. She has helped care providers in other regions and is widely experienced in dealing with NHSmail problems.

The Fundamentals of Care Programme aims to increase awareness, knowledge and some competency around management of specific conditions and support tasks for those supporting individuals with a Learning Disability within our County.
If you support an individual who has a learning disability you can have access to this programme subject to managerial authorisation and the below pre-requisites.
Before undertaking this programme, you will need to have: - Support from your manager - Completed the Care Certificate or equivalent induction standards - Have at least one year’s experience of working within the health and social care sector - Be working towards completing Oliver McGowan Tier 2 and RESTORE2 mini

Big Health Day celebrates its 14th anniversary this year. The event, held in Gloucester, is aimed at helping people with learning disabilities with complex physical and emotional health needs and those with physical disabilities and sensory impairments, autistic people and anyone with mental health support needs to stay active and healthy. This year’s event is expected to be even bigger than usual.

The Government is consulting on the proposed changes to the Mental Capacity Act 2005 (MCA) Code of Practice, which includes guidance on the new Liberty Protection Safeguards (LPS) system.
This consultation is also seeking views on the LPS regulations, which will underpin the new system. The consultation window is open until 7 July. Two online events are being held, which will provide an opportunity to learn more about the proposed changes and to gain your views.
The Gloucestershire Multi Agency MCA Governance Group is preparing a response to the proposals and we welcome your views on the as part of the response. You are also able to make your own responses to the proposals, details of how to do so can be found on the Government’s consultation website which can be found via the link to the LPS material below.

Health Education England South West and NHS England and NHS Improvement South West are working on a new recruitment marketing campaign for mental health and learning disability nurses to the South West.
