The GSCP Executive are looking to appoint an Independent Scrutineer
The Children and Social Work Act 2017 statutory framework and Working Together 2018 requires the Gloucestershire Safeguarding Children Partnership (GSCP) to determine local arrangements for the protection and safeguarding of children in their area. The legislation stipulates that arrangements must include scrutiny of its effectiveness. The GSCP has determined that its arrangements for Independent Scrutiny will be fulfilled in part by an independent scrutineer under contract through the GSCP Business Unit.
The role of independent scrutiny is to provide assurance in judging the effectiveness of multi-agency arrangements to safeguard and promote the welfare of all children in a local area. The independent scrutineer should consider how effectively the arrangements are working for children and families as well as for practitioners, and how well the safeguarding partners are providing strong leadership.
In order to make these judgements, the scrutineer will lead on The GSCP Quality Assurance and Scrutiny process which has been developed to test, assess and report to the Executive on the partnerships ‘effectiveness’ contributing to the GSCP Annual Report through an annual QA Report setting out their assessment of the GSCP’s efficacy with findings and recommendations.
This is a process of scrutiny of function starting with the Section 11 Audit process as a foundation; followed up with an assessment against published arrangements and the partnerships QA Framework. GSCP S11 Procedure

Candidates wishing to be considered for this post should in the first instance submit an expression of interest to the GSCP Business Manger setting out their skills, expertise and experience, and what they will bring to the role, no later than 30th January 2022 to gsce@gloucestershire.gov.uk titled “Independent Scrutiny Expression of Interest”.
Interviews will be held in February 2022 with an expectation of an April 2022 commencement of contract.
The GSCP Executive reserves the right to discount all expressions of interest that do not meet a minimum requirement in both standards of submission, ability, time or experience required to fulfil the function, that are not supplied via the nominated email address and that are submitted outside of the timeframe set out.

Revised Levels of Intervention and Threshold Guidance Incorporating the Language That Cares approach championed by Gloucestershire Ambassadors.
Making relationships with children is so important, it enables you to have those conversations about what words they use or would like to have used when professionals are describing them.
In March 2021 the Policies and Procedures Subgroup embarked on a review of GSCP multi-agency Policies, Procedures and Guidance. The Gloucestershire Ambassadors were asked if they would engage with the Subgroup to review multi agency policies under the language that cares strategy starting with the LOI Guidance document in line with the GSCP focus on threshold levels and contact with CSPA and MASH.
This revised guidance is the culmination of that work and was signed off by the GSCP executive for publication December 2021. Click Here to read the updated guidance.

Child Protection Inter-agency (CPIA Level 3) - Dates now available up to the end of February 2022. **NEW** Saturday date available 26th February 2022.
Child Neglect and the Neglect Toolkit - Spaces now available for various dates up to March 2022.
Child Exploitation (CCE, CSE and Missing) - Spaces available for 11th January and 8th March 2022.
