We are inviting providers (existing and new) to attend a session to find out more about the up coming Frameworks:
13th of July : All of the Lots under the framework.
16th of July : Domiciliary Care Lots (5a and 5b) under the framework.
21st July : Community Opportunities
Each session will give an overview of how future procurement of individual packages of support will happen under the terms of the framework. We will provide an introduction to the tendering process and timeline and give some further general information on completing the documentation.

The Department of Health & Social Care has just announced a further £250m of infection prevention & control and rapid testing funding for adult social care providers.
It will be made available as a continuation of the current Infection Control & Testing Fund (ICTF) which will now be extended until the end of September 2021.
We will be writing out to providers about how to access this grant funding in Gloucestershire in due course.
We have recently released a new version of the Provider Portal Handbook that contains detailed guidance on how you can navigate the Portal to benefit most from it’s available functions. If you have a Portal user account you should already have received an email with this attached.
Within the system, using the link here you can find the Handbook by clicking the “Provider Information” option on the home page (the name of which varies depending on the type of service you deliver) and then selecting “Contract Documents”, for example as below:
ESSENTIAL POINTS TO NOTE IN THE LATEST USER HANDBOOK VERSION:
- Information on how to submit signatures to Brokerage through an “Action” to validate ISAs/ISCs, which are required to complete our records (Page 6)
- Advice on creating a new Action correctly. Drawing particular attention to the importance of selecting the “Type” of an Action first (Page 7)
- Reiterating the importance of submitting Schedule 4a Forms (Bed-Based Providers only) to Brokerage through the “Action” functionality whenever there is a death/ departure (Page 12 & 14)
KEEPING THE PORTAL UP TO DATE: Please continue to check all Organisation (Head Office) and Service details that are on the Portal are the most up-to-date. This includes updating Contact details for existing, new or obsolete Provider Portal users from your Organisation (Pages 8 & 9)

To be sure that the work of Inclusion Gloucestershire is driven by disabled people and those with mental health conditions and those who support them, we have designed a survey to understand what aspects of life are causing people concern or worry.
The survey has been co-designed with people with a variety of lived experiences. It can be completed by people who do not have lived experience themselves but those people are asked to consider the questions from their experience of disabled people and those with mental health conditions.
The survey can be completed in the following ways:

- In an Easy Read paper format again, which I can post a number of copies to you or individuals can call or email me to ask for a paper copy

The University of Bristol’s fifth annual LeDeR report has been published (10 June), with an easy read version. Some of the key points taken from the report are:
- There have been some improvements in the care of people with learning disabilities between 2018 and 2019, but this hasn’t been true for everyone
- People from minority ethnic groups with a learning disability have not had as good care as others, and this was made worse by COVID-19
- 57% of people that died were men and 43% were women

NHS England and NHS Improvement has also published their third annual LeDeR Action from Learning report and easy read version, which describes some of the work being undertaken across the country by the NHS to reduce health inequalities and premature mortality amongst people with a learning disability. It also describes the progress the national team has made against the commitments it made last year and commitments this year to the recommendations made by the University of Bristol.
A factsheet has been released about the Mental Capacity (Amendment) Act 2019 which creates the Liberty Protection Safeguards and can be found here.
The Act has been delayed and will therefore come into force in April 2022.

We have been made aware of a bug in the system which means that in some instances during the process of preparing an Action for submission, the page will refresh and change the ‘Entity’ (the individual client) that you have selected to the first client in the drop-down list by default (and this is a full list of all your clients, whether current or historical).
This creates the potential for you to make an enquiry / provide information to us against the incorrect client. The system provider is aware of this issue and is looking to resolve it, but at the moment cannot give us a timeframe. In the mean time it is essential that you note the steps below.
KEY POINTS:
- When creating an Action, choose the Action ‘Type’ first and ensure you are certain of this choice before continuing. If you change the Type later, the data in subsequent fields you have selected may change as well.
- You must always double check before you send the Action to GCC that the Entity (client) name is still showing correctly.

Here’s what to do step-by-step:
Submitting an action about a client via the Care Package Line Item page
- Navigate to the Care Package Line Item section and use the filters to create a list of Care Package Line Items to choose from.
- Click on ‘Submit Action’ against the CPLI you wish to communicate with the Brokerage team about.
- In the new page that appears, first select the query Type at the top from the drop-down. If you decide to change the ‘Type’ again later it will default the ‘Entity’ (client) name to the top of the list, so please ensure you are confident in your selection before moving on.
- Choose ‘Client’ from the ‘Related to’ drop-down list
- Select the client you intend to communicate to us about from the ‘Entity’ list
- (Optional: enter a due date if this is relevant to the query)
- Choose either Brokerage Team or Care Services Finance Team (refer to handbook for example. Most queries are directed to Brokerage Team)
- Type a meaningful title in the ‘Title’ field
- Type your message in the free text box provided. There will be some default text in that box that has carried over that begins “Re: Care Package Line Item for…” but it is possible this relates to a different CPLI than you intended. Please check this and delete / amend text as necessary
- (Optional: attach a file using the ‘attachment’ field if relevant)

DOUBLE CHECK that the client name (Entity) field and all the information you are providing is still showing correctly before clicking on the ‘Create Action’ button to send the Action to GCC for review.

When submitting an action about a client via the ‘Actions and Change Requests’ page, all above directions apply from Step 3 onwards. In order to get to the ‘New Action’ page, navigate to the ‘Actions and Change Requests’ icon on the Portal home page and click ‘New Action’ which is located at the top right hand side of the screen. Once this has been selected, you can continue on from Step 3 with the only slight difference being the free text box will not contain default information as mentioned in Step 8.

GCC are rolling out the CM Mobile application to more providers. This has been funded by GCC and there is no cost to providers to implement. This is tandem with the current Call Logging system, however, offers clearer definition on Log ins and Log outs and will enable carers to limit contact with surfaces in this current climate. |
The Benefits of using the system include:
- Improved, clearer interface showing visits with easy to see colour coding showing overdue, incomplete, complete and future visits, and easy to view what is happening now.
- Ticking off tasks, and that record being available in CallConfirmLive! for CM scheduling users
- In-app messaging between Office and Carers with a full audit trail of delivery
- No need to enter PINs
- The Care Worker can view, and record Outcomes set against a client and add progression notes towards the outcome as well viewing previous progression notes recorded.
- All text entries in the new app can be completed using speech to text, reducing the need for carers to type

New Providers
If you are a new provider or existing provider and do not currently use ECM, you will shortly be contacted by your Contract Monitoring officer to arrange implementation and training on the use of the ECM system. All training will be offered remotely and will be of no cost to the provider. You will also be trained in the use of both CM Mobile and landline logging. The national requirement to complete the Tracker will continue and there is support available to you to help escalate any issues, should you encounter problems using the system.
Here’s a quick reminder of the data completion frequencies:
Home Care/ Dom Care Providers - The National Capacity Tracker team are asking for all Home Care Providers to update the Tracker every 48 hours, not 7 days. Irrespective of the 7 day parameters set out to qualify for the ICTF Grant Allocation, Home Care Providers are now expected to update the Tracker every 48 hours regardless of whether they are receiving this funding or not.
Care Home Providers -The National Capacity Tracker team are asking for all Care Home Providers to continue updating the Tracker as per below
- Business Continuity (DAILY) - This section includes costs, vacancies, PPE availability and Covid related figures.
- ICF2/ IPC Funding (WEEKLY) – This section requires self isolating staff figures, available isolation beds and visiting/ visitor information.
- IPC Funding (MONTHLY) – This section asks for information regarding the clinical teams and agency staff.
Hospice Providers - The National Capacity Tracker team are asking for all Hospice Care Home Providers to update the Vacancies & Business Continuity section DAILY.
National Capacity Tracker - Support for Providers

The National Capacity Tracker team have a dedicated regional support structure and national support desk to assist users of the system. There are regular opportunities for you to engage with the team to build confidence in using the Tracker and keep up to date with the latest developments.
National Provider Q&A Calls are held every Tuesday between 13:00-14:00, any Provider across the country can join this session. To find out more and for the contact details you can use to request joining instructions, log on to the Capacity Tracker and select ‘Resources’ from the ‘Help’ menu at the top of the screen. Within the Resources area select ‘Events’ and click on the event you are interested in.
In addition, over the next couple of weeks Katherine Emmerton (South West Regional Lead for the Capacity Tracker) will be providing engagement sessions with Care Home Providers every Wednesday between 8:30-9:30am & also Home Care Providers on Wednesdays 10-11am. This is an opportunity to see a short demonstration of the Capacity Tracker and introduce reports and supporting information available. We are currently reviewing the care and support provided by the Learning Disabilities Intensive Support Service (LDISS) and would like to hear about your experience of using the service.
We want to hear from people who have used LDISS and their family members or carers. Providing feedback on the support you, or someone you care for, has received from LDISS is entirely optional.
The information you provide is anonymous and will be treated in the strictest confidence. Feedback is stored securely and will only be used to help us improve the support available in Gloucestershire.

The results from the survey will be discussed by the steering group who are leading the review and will have a strong influence on the final outcome and whether any changes need to be made.
