Alternative Provision Project Update
Working in partnership with schools, the Alternative Provision project aims to reduce the number of children and young people being permanently excluded by: Transforming the way in which alternative provision is provided, to make sure vulnerable children and young people receive timely support of the highest quality which will include:
- Learning environments that are fit for purpose and support effective learning
- A high-quality curriculum tailored to meet the needs of pupils
- Effective assessment of children and young people’s needs
- Improved multi-agency collaboration, ensuring targeted support is available when it is needed
- Reducing costs via effective use of funding to support sustainable delivery of the High Needs budget.
Vision
We want to provide a class leading, flexible and needs led Alternative Provision offering for Gloucestershire which will:
- Be focused on high quality, timely support for children and young people at risk of exclusion to prevent the need for fixed term and permanent exclusion
- Where permanent exclusion happens as a last resort, provide outstanding educational and therapeutic support to enable children and young people to aspire to and achieve the very best outcomes
- Be a key feature within the overarching vision for exceptional education and joined-up, children’s services across the county.
Here’s what we are working on
Property and learning environments – providing improved primary learning environments ‘closer to home’
Primary and Secondary offer – we are reviewing what is needed to deliver a child-centred Alternative Provision service that works collaboratively with mainstream schools and other providers to develop an integrated approach that provides 3 levels of support:

Child/Family Level
- Early intervention and support for those at risk of exclusion - Access to specialist support and high quality teaching and learning experiences for those who have been permanently excluded - Guidance for parents and carers of children and young people who have been, or are at risk of exclusion

School Level (advice, guidance, training and signposting)

System Level (advice, guidance and training)
Identifying and assessing needs – we are developing a county-wide approach and models of best practice that support the identification and assessment of children and young people’s needs in primary and secondary mainstream and Alternative Provision schools
Transitions into and out of Alternative Provision schools – we are developing effective, child- friendly transition processes to make sure children and young people are able to return successfully to mainstream education or, where relevant, to another educational setting or post-16 pathway.
Getting these core elements right will mean our Alternative Provision schools can act as the champion for children and young people who are struggling and at risk of exclusion.
Each of our three Alternative Provision schools is unique and the way in which they implement and deliver each service will also be unique, based on local need, context and resources.
