Team Around the Locality Cluster (TALC)
As part of the wider Additional and High Needs Transformation Programme, the Team Around the Locality Cluster (TALC) is currently being piloted to support schools to provide additional help to those who need it, when they need it.
TALC is a multi-agency team of professionals, such as county council education teams, CAMHS and youth support, who can offer advice and direct support for children and young people at risk of having escalating needs and where any early help interventions tried have not had the desired impact in removing barriers to education. In particular, this could be for children at risk of absenteeism and/or exclusion. This new model provides an opportunity for agencies to meet virtually to help schools in supporting the needs of children and young people.
We aim to work collaboratively to provide inclusive early help and support at the earliest opportunity as soon as concerns emerge. In the long term, the focus will be on prevention rather than crisis intervention, providing an opportunity for early conversations to take place about children and young people that schools are worried about.

Case study
This short video case study is a good example of where TALC can support schools.
TALC update
TALC groups continued to work with partners throughout lockdown and as schools welcome pupils back. We have had over 50 referrals to date from both primary and secondary schools.
Over 80% of referrals have been for boys, and over 80% have been for social, emotional or mental health (SEMH) needs, an area that the multi-agency partners seem particularly able to provide specialist support for.

Return to school
We recognise this has been a particularly challenging time for schools and families, and we want to reiterate that TALC is here to support schools with the transition of pupils returning. If you have any children in mind that would benefit from being referred to us we would encourage you to reach out to your Outcome Co-ordinator or Early Help Co-ordinator for a discussion or make direct contact with the TALC team at the earliest opportunity.
