Welcome to the 7th edition of the Provider Forum information bulletin. We hope that you, your team, family and friends are continuing to keep safe and well during this pandemic.
In lieu of the Provider Forum, we will send out these bulletins regularly summarising updates from Gloucestershire County Council (GCC), Clinical Commissioning Group (CCG), as well as local and national initiatives.

After the recent cyber attack on Gloucestershire County Council, we would like to inform you that all of our emails are not back up and running as usual. We apologise if you have emailed us and not yet had a response. We are working very hard to get through all of our emails.

This letter (dated 2nd November) from NHS England and Improvement advises that the government will be updating the advice and support available for people who are clinically extremely vulnerable alongside the new national restrictions which come into effect from 5th November.
Two additional groups have been identified to be considered as clinically extremely vulnerable to COVID-19: adults with stage 5 chronic kidney disease; and adults with Down’s syndrome. Practices are being asked to review and update Shielded Patient Lists, and to read the updated guidance, which will be published imminently on the gov.uk website.

The mobile testing unit continues to be available at various locations across the county. Anyone with symptoms of COVID-19 can have a test, but must book in advance by visiting the NHS website or calling 119. Locations are detailed on the Gloucestershire County Council website. Please note that there may be changes due to site conditions or the need to divert units for outbreak management elsewhere.
Thursday 12th November 2020
This 1.5 hour online training session will give GPs and care home staff an opportunity to meet virtually to reflect on recent experiences in Gloucestershire and discuss how best to provide education going forward. The session will be repeated four times across the day, at 9.30am, 11.30am, 1.30pm and 3.30pm.

Participation in testing is encouraged in care homes to ensure that the individual, and others that reside in the home, remain protected. Support to participate in testing can include desensitisation activity such as observing a test, explaining the process using simple language and easy to read documentation, these resources are available here. Efforts to enable informed consent should always be undertaken.
When informed consent can not be sought a best interest decision process will need to be undertaken, as per Mental Capacity Act guidance. This best interest decision will need to consider the risk posed to the individual from not engaging in testing, including their own clinical vulnerability and the known risk of severe illness in certain populations from C19, alongside the degree of distress that participating in the test will cause the individual, and the families views on their past views, believes and wishes.

People who are most at risk from the complications of flu are recommended to get a flu vaccine every year. This winter it is especially important with flu and coronavirus (COVID-19) both in circulation. Research shows that if you get both at the same time you may be more seriously ill.
Vaccine stock is expected mid-November and throughout December so if you’ve been refused/told to wait via GP or pharmacy, then please try again. Please see more information about flu vaccination supplies here.

We are inviting providers (existing and new) to attend a virtual session to find out more about round two of the up coming procurement of the Gloucestershire Health & Social Care Frameworks on Monday 16th November at 14:00 pm. If you would like to attend, please email christine.slade@gloucestershire.gov.uk
The session will give a brief overview of each of the Lots under the framework and how future procurement of individual packages of support will happen under the terms of the framework. We will provide an introduction to the tendering process and timeline and give some further general information on completing the documentation.
The Gloucestershire Health and Social Framework will re-open again on the 30th November - 22nd January, giving you 8 weeks to complete and upload your tender to us via Procontract. As detailed in the NHS Mental Health Implementation Plan, an NHS-led Provider Collaborative is a group of providers of specialised mental health, learning disability and autism services who have agreed to work together to improve the care pathway for their local population. They will do this by taking responsibility for the budget and pathway for their given population. The Collaborative will be led by a Lead Provider, who will be an NHS Provider. The Lead Provider remains accountable to NHSE/I for the commissioning of high-quality specialised services. Here is a short animation video explaining Provider Collaboratives and an easy read version has also been created.
To begin with, Provider Collaboratives will deliver:
- Children and Young People Mental Health inpatient services (CYPMHS)
- Adult Low and Medium Secure Services
- Adult Eating Disorder Services.

There are key principles which underpin the Provider Collaborative model:
- Collaboration between Providers and across local systems
- Experts by Experience and clinicians leading improvements in care pathways
- Managing resources across the collaborative to invest in community alternatives and reduce inappropriate admissions/care away from home
- Working with local stakeholders
- Improvements in quality, patient experience and outcomes driving change
- Advancing equality for the local population

We have started the implementation of the Provider Portal this week. Information about this has been published by email, online, via GCPA and in this newsletter over the last 6 weeks and the latest information is hosted here. Please note that registration is a manual process that will be initiated by a member of the team at GCC. We have several hundred Providers to work through and we will do this carefully and as quickly as possible. Therefore, please do not be alarmed if you have not received a link via email inviting you to complete your registration yet. Although we are starting the process this week, we have set aside the whole of November to assist with registrations. If you have concerns, or think that we do not have the correct name for your organisation’s Lead Correspondent, please get in touch via brokeragesystems@gloucestershire.gov.uk.
