The GSCE aims to keep children in Gloucestershire as safe as possible by making sure everyone understands their roles and responsibilities regarding safeguarding through training, learning and local resources. The Safeguarding Support Unit supports the GSCE to do this.
The Safeguarding Support Unit is funded through partnership contributions and our team also includes the education safeguarding traded services team.
Over the last 12 months we have worked with the GSCE to refresh the Board structure under the Working Together to Safeguard Children 2018 requirements with one significant change under those arrangements seeing us now referring to ‘three safeguarding partners’. This means that the GSCE, as a new Executive group, is made up of the County Council, Clinical Commissioning Group and Constabulary. Our overall new safeguarding arrangements are outlined in the Multi-Agency Safeguarding Arrangements Publication.
To reflect this new set up, the GSCE website is going to undergo a period of development in 2020 to reflect the change in structures.
Our role is varied as a team: we organise all safeguarding partnership meetings, organise multi agency safeguarding training for over 4000 practitioners across the county each year, lead on Child Death Reviews, Serious Case Reviews and bespoke learning events. We manage the Multi Agency Child Protection Procedures and for 2019 we instigated an annual DSL conference that we hope to expand on in 2020.

Child Neglect Toolkit –
New inbox and Additional training dates
Following the success of the Gloucestershire Child Neglect Toolkit and the training workshops for practitioners to learn more about child neglect and the toolkit; a new email inbox has been set up for Practitioners within the Community to send in their completed Child Neglect Toolkits.
This is with a view to enabling the right intervention and support to be offered to the family at the earliest opportunity. By submitting a completed toolkit to the inbox, the Early Help Partnership Team can offer support to professionals in the community as to what needs to happen next; and to ensure children do not continue to suffer neglect and are safeguarded.
Once the toolkit has been completed and parental consent has been obtained, we are requesting that community practitioners send it to neglecttoolkit@gloucestershire.gov.uk
The Neglect Toolkit and signed consent form should be sent through a secure route (e.g. Egress) to this inbox and parents/carers should be made aware that the toolkit will be screened by a Community Social Worker.
Following completion of the Child Neglect Toolkit, if it indicates scores of 4 please contact your locality Community Social Worker, as soon as possible to discuss.

What happens when a neglect toolkit is submitted to the inbox?
The locality Community Social Worker will screen the toolkit and contact you, to offer support and provide advice and guidance as to the next steps/actions to take.

Understanding Risk and Supporting those Affected by Domestic Abuse
The GSCE is offering two FREE half day training workshops to support practitioners in:
Understanding risk and how to offer support to children, young people and families.
- Are you working with adults, children and young people who are experiencing or witnessing domestic abuse?
- Do you have up-to-date information about the DASH national risk assessment tool and the MARAC process?
- Are you aware of local support available to adults, children and young people?
These workshops will provide professionals with up-to-date knowledge and practical skills, delivered by experienced practitioners within Gloucestershire.
There are two sessions running on Wednesday 5th February 2020 at Dowty Sports and Social Club, Gloucester GL2 9QH
Session One: 9:30am – 12:45pm
Session Two: 1:45pm – 17:00pm

Young Peoples Substance Misuse Screening Tool Training 2020
Supporting young people with substance misuse issues is a vital part of safeguarding children so we urge you to book onto this FREE course!
The GSCE are offering a full day's FREE training to support professionals in addressing young people's substance misuse issues. This course has a particular focus on the local support services available for your people and information on the current screening tool and referral process.

Sexual Violence Awareness week
3rd to 9th February 2020. There is a Twitter banner, social media logo and an #itsnotok image and we ask that staff could write individual messages on it, for example - #itsnotok to assume someone wants sex because of what they wear.
The idea of this is that everybody comes up with different myths to bust or statements about perception of rape, sexual assault, they then hold it up – have a picture taken and this gets shared across social media with the hashtags –
#itsnotok #sexualviolenceawareness2020 #OurCommunityAgainstDASV @GlosTakeaStand
Let me know if you are planning to do anything else in the week and I can support where possible.
I will also look to share some other messages/images to go out on social media throughout the week.
