Unpaid Carer Autumn Newsletter - November 2024
You are very welcome to our Autumn newsletter. This is a bumper edition with a range of information and articles covering important topics for unpaid carers.
We hope you find some information of relevance to you in your caring situation. The newsletter is split up into broad headings, such as Carers’ Rights Day, health and well-being, training opportunities, financial support and external grants, and articles are grouped together under each of these topics. Some services are only available on line, but we have included alternative contact details where we can.
Each year, Carers UK arranges two national awareness campaigns to raise awareness of and recognize the invaluable role of unpaid carers.
Carers’ Week is normally held in mid-June and Carers’ Rights Day, at the end of November. The newsletter will be sent out twice a year, using these national campaigns to promote events taking place locally and an opportunity to share information with unpaid carers living in the Vale of Glamorgan.
Please take the time to send us your email address (see article, below), so you do not miss out on opportunities to apply for funding or attend an appropriate online wellbeing activity.
We hope you enjoy the newsletter.
Request for email information
You will be receiving this newsletter, for unpaid carers living in the Vale of Glamorgan, as you have requested us to send information to you.

Carers' Rights Day 2024
We’re joining organisations across the UK to mark Carers Rights Day on 21 November 2024.
An unpaid carer is someone who provides or intends to provide unpaid care to an adult or disabled child.
The theme for this year is Recognising your rights, and the Day is about raising awareness of the carers’ rights and entitlements, to help unpaid carers get the support they need and the recognition they deserve.
Every day, 12,000 people across the UK become unpaid carers for a partner, family member or a friend – many of whom don’t see themselves as carers, often unaware of their legal rights and what they’re entitled to in terms of support and benefits. This year’s theme is ‘recognising your rights’ – and aim of Carers Wales campaign is to help carers recognise and understand their rights, and to access the support available to them, whenever they need it. You can read more about the campaign at
https://www.carersuk.org/news-and-campaigns/our-campaigns/carers-rights-day/

How can Dewis Cymru help you?
Dewis Cymru is an online directory which connects people to groups and services in the local community and across Wales. We also have information and advice to help you improve your Wellbeing.
When we talk about wellbeing, we mean your physical and mental health and your quality of life. It’s about being happy, healthy and comfortable with your life and what you do.
As an unpaid carer, often these needs are put to the bottom of the list.
Caring for someone can be extremely rewarding however it is not easy. It can also be demanding and exhausting.
No one would expect you to fulfil your caring role without any support and it’s important to seek support before any crisis point is reached or there is an emergency.
There are many fantastic services in the Vale that aim to help you keep well, connect with others and live a meaningful life whilst in a caring role and beyond.
As ‘wellbeing’ means different things to different people, this could be a cup of tea at a Carers’ support group to one person or joining a running club to grab some much needed ‘me’ time, to the next.
Dewis Cymru can also connect you with services to make navigating the caring role that bit easier, such as Money and Benefits Advice, Housing Services and Formal care services. Services might be provided by a charity, community group, Local Authority, Health Board or private business
As well as help and support, it could also be that you’re just looking for some new and different activities to do with the person(s) you’re caring for, to keep things interesting.
Whatever you are looking for, please visit www.Dewis.Wales today and see what’s on your doorstep!
If you work for an organisation that offers a service to help people with their well-being, you can also add your details to Dewis Cymru, so people who you want to help, and support can find you more easily.
If you need any help using Dewis or adding your details to the directory, please get in touch with us by email to DewisCymru@valeofglamorgan.gov.uk

Finance
Support from the Vale of Glamorgan Council
People with disabilities – Reduction in Council Tax Bill
If you, or someone who lives with you, need a room, or an extra bathroom or kitchen, or extra space in your property to meet special needs arising from a disability, you may be entitled to a reduced Council Tax bill.
To qualify, you must meet one of the following criteria:
- A room which is not a bathroom, kitchen or toilet, which is predominantly used by and required by meeting the needs of the disabled person. This would not be a room that is required for everyday living purposes. ie. Bedroom or Living Room.
- A second bathroom or kitchen required for meeting the needs of the disabled person.
- A wheelchair used indoors by the disabled person.
The bill may be reduced to that of a property in the band immediately below the band shown on the valuation list. If the property is in the lowest band (A) then a reduction may apply. These reductions ensure that disabled people do not pay more tax on account of space needed because of a disability.
If required, someone can come out and help to complete the application form, and also take photos as evidence for the claim.
Note a visit is required before the reduction is granted and is subject to satisfactory information being provided.
More information can be found at:
https://www.valeofglamorgan.gov.uk/en/our_council/council_tax/people_with_disabilities.aspx
or ring 01446 729 556
Council Tax Reduction Scheme
The scheme allows up to 100% Council Tax support to eligible people, and may apply to unpaid carers under the ‘live-in carer’ or ‘severe mental impairment’ (SMI) discounts, depending on their circumstances.
If you would like more information, contact the Benefits Department: 01446 709 244

The Money Advice Team at the Vale of Glamorgan Council may be able to help you with the following:

- Information to sort out your debts, including your rent

Direct Payments
What are Direct Payments?
A Direct Payment is an alternative way of receiving a service from Social Services. Instead of a service being arranged for you, you will receive a cash payment. You can then use this money to arrange your own support, giving you more choice, control and flexibility over how your needs are met.
A Direct Payment can be paid to the following groups of people, following an assessment of need by a case manager:
- People with a physical impairment
- People with a sensory impairment
- People with a learning disability
- Older people
- People with mental ill health
- People with parental responsibility for a disabled child
- Children with a disability aged 16 or 17 years old
- Carers (Including young carers aged 16 or 17 years old)
- A “Suitable Person” on behalf of a person lacking capacity
You can use Direct Payments in many different ways. Most people choose to employ a Personal Assistant (PA). However this is not the only way they can be used. You might decide to contract privately with an agency, or even a mixture of the two. However, Direct Payments cannot be used to purchase long-term residential care or nursing care. You can’t use Direct Payments to pay for Council-funded services (such as certain day centres).

Y thema eleni yw 'cydnabod eich hawliau' – a nod ymgyrch Gofalwyr Cymru yw helpu gofalwyr i gydnabod a deall eu hawliau, a chael gafael ar y cymorth sydd ar gael iddynt, pryd bynnag y maent ei angen. Cefnogaeth gan Gyngor Bro Morgannwg
Pobl anabl – Gostyngiad yn y Dreth Gyngor
Os bydd arnoch chi neu rywun sy’n byw gyda chi, angen ystafell neu ystafell ymolchi neu gegin ychwanegol, neu le ychwanegol yn eich eiddo i fodloni anghenion arbennig sy’n deillio o anabledd, mae’n bosibl y bydd gennych hawl i ostyngiad yn eich Treth Gyngor.
I fod yn gymwys, rhaid i chi fodloni un o'r meini prawf canlynol:
- Mae ystafell nad yw’n ystafell ymolchi, cegin neu doiled sy’n cael ei defnyddio’n bennaf gan y person anabl, ac sydd ei hangen i fodloni anghenion y person anabl. Ni fyddai hon yn ystafell sydd ei hangen at ddibenion byw bob dydd. H.y. ystafell wely neu ystafell fyw.
- Mae angen ail ystafell ymolchi neu gegin i fodloni anghenion y person anabl.
- Mae’r person anabl yn defnyddio cadair olwyn yn y tŷ.
Gellir gostwng y bil i un eiddo yn y band yn union o dan y band a ddangosir yn y rhestr brisio. Os bydd eiddo yn y band isaf (A) mae’n bosibl y gellid cael gostyngiad. Mae’r gostyngiadau hyn yn sicrhau nad yw pobl anabl yn talu mwy o dreth gan fod angen gofod ychwanegol oherwydd anabledd.
Os oes angen, gall rhywun ddod allan i helpu i gwblhau’r ffurflen gais, a hefyd tynnu lluniau fel tystiolaeth ar gyfer yr hawliad.
Noder, mae angen ymweliad cyn rhoi'r gostyngiad ac mae'n amodol ar ddarparu gwybodaeth foddhaol.
Gellir dod o hyd i fwy o wybodaeth yn:
https://www.valeofglamorgan.gov.uk/cy/our_council/council_tax/people_with_disabilities.aspx
neu drwy ffonio 01446 729 556
Cynllun Gostyngiadau’r Dreth Gyngor
Mae'r cynllun yn caniatáu hyd at 100% o gymorth Treth Gyngor i bobl gymwys, a gall fod yn gymwys i ofalwyr di-dâl o dan y gostyngiadau 'gofalwr sy’n byw gyda’r cleient' neu 'nam meddyliol difrifol', yn dibynnu ar eu hamgylchiadau. Os hoffech fwy o wybodaeth, cysylltwch â'r Adran Budd-daliadau: 01446 709 244
Cyngor Ariannol
Gall tenantiaid y Cyngor sydd angen cymorth gyda materion ariannol gysylltu â'r Tîm Cyngor Ariannol.
Efallai y bydd y Tîm Cyngor Ariannol yng Nghyngor Bro Morgannwg yn gallu eich helpu chi gyda’r canlynol:

- Gwybodaeth i roi trefn ar eich dyledion, gan gynnwys eich rhent
- Gwneud cais i elusennau am gymorth ariannol/materol
Os ydych chi’n ei chael yn anodd cael deupen llinyn ynghyd, ffoniwch i drefnu apwyntiad gydag un o'n Hymgynghorwyr Ariannol ar 01446 709588.
Nid yw ein cynghorwyr ariannol wedi'u hyfforddi i roi cyngor ar ddyledion. Dim ond pobl sydd wedi ennill cymwysterau penodol sy’n gymwys i roi cyngor ar ddyledion. Fodd bynnag, mae'r Tîm Cyngor Ariannol yn hapus i'ch helpu i siarad ag elusen arbenigol sy'n cynghori ar ddyledion fel Llinell Ddyled Genedlaethol neu Stepchange.

Taliadau Uniongyrchol
Beth yw Taliadau Uniongyrchol?
Ffordd arall o gael gwasanaeth cymdeithasol yw Taliad Uniongyrchol. Yn lle trefnu gwasanaeth ar eich cyfer, byddwn yn rhoi swm o arian i chi. Cewch wedyn ei ddefnyddio i drefnu eich cymorth eich hun, a bydd gennych fwy o ddewis a rheolaeth wrth i chi fynd ati i gwrdd â’ch anghenion, a bydd eich trefniadau’n fwy hyblyg o ganlyniad.
Y grwpiau sy’n gymwys i dderbyn taliadau uniongyrchol ar ôl i reolwr achos asesu eu hanghenion yw:
- Pobl ac arnynt nam corfforol;
- Pobl ac arnynt nam ar y synhwyrau;
- Pobl ag anabledd dysgu;
- Pobl hŷn;
- Pobl sy’n dioddef o salwch meddwl;
- Pobl a chanddynt gyfrifoldeb rhiant dros blentyn anabl;
- Plant anabl 16 neu 17 oed
- Gofalwyr (gan gynnwys gofalwyr ifainc 16 neu 17 oed)
- Pobl sy’n cael eu hystyried yn addas i weithredu ar ran rhywun nad yw’n atebol i weithredu drosto’i hun
Mae sawl ffordd o ddefnyddio taliadau uniongyrchol. Bydd y rhan fwyaf o bobl yn dewis cyflogi Cynorthwy-ydd Personol, a chewch wneud hynny drwy gyflogi rhywun eich hun, drwy drefnu i asiantaeth breifat wneud y gwaith ar gontract neu drwy gyfuno’r trefniadau hyn. Serch hynny, ni chewch ddefnyddio taliadau uniongyrchol i brynu gofal preswyl tymor hir na gofal nyrsio. Ni chewch, y chwaith, eu defnyddio i dalu am wasanaethau – e.e. ambell i ganolfan ddydd - sy’n cael eu hariannu gan y cyngor.
