An Update From Coastal Services

Well, things have certainly moved on at pace since our last email!

With the constantly changing easement of lockdown, the team have been incredibly busy ensuring all of our facilities are ready to welcome visitors as soon as we are allowed to open.

A few examples of this include the team painting the interiors of many of the chalets; installing protective screens and signage and carrying out repairs to ensure the promenade areas are safe.
All of this whilst we still have staff working in the local Community Hub's

Inevitably there is going to be a new ‘normal’ when you come to visit our facilities, here is an outline of what to expect.

Social Distancing You will see lots of these and similar signs as a gentle reminder to keep to government guidelines. The Coastal Services team will maintain social distancing at all times. This will mean that we are unable to physically assist some users as we have done in the past and that staff may not be able to stop and chat. Please be respectful of this as it is for your safety as well as that of the team.

Chalets

Where possible we are going to let all of the chalets to ensure as many people as possible can enjoy them this summer.

However, we need to keep you all as safe as possible so unfortunately we are only able to open 50% of the chalets on Princess Mary Promenade and 50% of the older chalets at South Cliff.

This means that we will have to contact some of you to cancel your booking. We understand how disappointing this will be but please be aware it is a difficult time for our staff too so please be patient with them.

We will contact everyone as soon as possible to start taking payments for bookings and we will work in strict date order so please be mindful of the time-consuming nature of this as we work through everyone on the list.

There are extensive changes to the terms and conditions of hire for this year. The most significant are that to ensure we can clean the chalets thoroughly between users, bookings will run from 13.00hrs on Saturday to 16.30hrs on Friday. We will not allow people to keep their keys later or return them on Saturday morning.

No more than 6 people can visit a chalet at any one time, this will not change regardless of government guidelines.

If you have made your booking with several other families you will need to consider whether you can comply with this. If not, regretfully, you will need to cancel your booking.

Each set of chalets comes with its social distancing challenges and to ensure compliance we have introduced stricter controls on what external area is included in the hire:

For North Marine Drive chalets users must either sit in the area between the doors or on the beach, you will not be allowed to sit on the raised area in front of the chalet porch or on the concrete walkway to ensure there is sufficient space for people to walk past safely.

For Princess Mary Promenade chalets, the decked area between chalets will be fenced off and you will need to sit on the decking outside your chalet. If you decide to use the grassed area you may not use a windbreak to make more space and you must ensure you are distanced from neighbouring users.

For the Seabird chalets the hire covers the chalet and the area beneath the porch. If you use the areas in front of the porch, you are responsible for maintaining your social distance from other chalet users.

At Belvedere, again the area of hire is the decking under the porch, outside of this area you must maintain your social distancing.

At Southcliff, at the older chalets, the decked area in front of the chalet is the extent of the hire and for the new chalets, it is the area covered by the porch.

That is not to say you cannot use areas outside of this, however, the council do not accept any responsibility for social distancing once you leave the area officially hired to you.

Please be aware that this is a trial and if we do not feel that visitors are acting responsibly, we will have to close more chalets down and reduce the number that we can accommodate.

We still do not have a definite date for chalets going on sale for winter or 2021. We will send out an email and announce the dates on our Facebook and web pages when we do.

Land Trains

The Land Trains have been undergoing their regular maintenance regime whilst we have been on lockdown and they are raring and ready to go. Like for the chalets, we have had to bring in a new ‘normal’ in how we operate to keep you safe.

As the Land Trains are a form of public transport, passengers will have to wear a suitable face covering to travel on the train and must keep in on for the duration of the journey, this includes children too!

It can be a purpose-made face covering or a scarf but pulling an item of clothing up over your face will not be acceptable.

We will only accept card payments so please don’t bring cash as the team will not be allowed to accept it.

Where possible we prefer contactless but for larger amounts, we do have chip and pin.

Queuing will not be on the platforms so that we can keep passengers leaving the train separate from those who are getting on. Don’t worry though, we will have signage at each station to assist you and to make sure you know where to wait and the procedure for getting on and off the train.

As we are having to severely reduce the capacity of the Land Trains, we will not be issuing Day Rider tickets for people to sit on the train all day. We will be offering single, return and combination tickets (which include entry into Sewerby Hall and Gardens) only.

Please be aware the service will only run between Sewerby and Limekiln Lane due to ongoing regeneration work outside East Riding Leisure Bridlington. There will be no stop at Bondville Model Village.

We will be unable to operate the tail lift on the trains so will be unable to carry prams or buggies unless folded. Regretfully, this does mean that we are unable to take wheelchair users who cannot get out of the wheelchair and into the carriage unaided and who do not have someone who can collapse and stow their wheelchair for them.

CHALET HIRE

TERMS AND CONDITIONS – 12/06/2020

1. The chalet shall be used only as a beach chalet for the purpose of recreation, shelter or personal comfort by the licensee and his/her family and friends (the persons who may be together at the chalet is subject to government advice) and shall not be used as a dwelling or for any other purposes whatsoever, the licensee shall not assign or part with possession or control of the chalet. On Princess Mary Promenade chalets 1-30, the only external area included in the hire is the sectioned off area of decking directly in front of the chalet. For the Seabird chalets the hired external area is the area within the porch of the chalet. For North Marine Drive chalets the area extends to the edge of the roof canopy between the metal supports, a pathway must be maintained along the raised area to allow neighbouring chalet users access to their chalets.  If you require more space on north side you must sit on the beach not the promenade or edge of the raised area.  At Belvedere the hired area is the area to edge of the decking outside the chalet.  At Southcliff chalets 80-96 the hired area is the wooden decking directly outside the chalet.   At Southcliff chalets, 97-111, the hired area is the area within the porch of the chalet.  Outside of the specified hire area the council are not responsible for you or your family being social distanced from the public.  You are expected to maintain social distancing from the occupiers of adjacent chalets at all sites.  You are not permitted to put windbreaks or barriers onto grassed areas to expand your exclusion area.
2. No sign, advertisement, notice or erection shall be permitted in, on, or near the chalet. Any barriers erected by the council must not be moved or tampered with at any time.
3. The licensee or any person under his control or visitor to the chalet shall not do or bring with them anything which may be or may become a nuisance or annoyance to the Council or any other chalet licensee user or visitor. Social distancing as per current government regulations from people from other households must be observed at all times. No more than six people may use the chalet at any one time as long as social distancing can be maintained(this will not increase in line with government advice), failure to comply may result in immediate termination of the hire agreement.  If social distancing cannot be maintained less people should be allowed to visit the chalet at any time to ensure guidelines are adhered to.
4. The Licensee shall keep the chalet free from waste paper and refuse and in a neat and clean condition to the satisfaction of the Foreshores Officer. Refuse must not be deposited on any sea wall, promenade, garden or roadway and should be deposited into the bins provided.
5. Inflammable substances are not to be brought to or stored in the chalet including BBQ equipment.
6. Weekly let chalet hire is from the period of 13.00 on Saturday to 16.30 on Friday to allow for a thorough cleaning of chalets and to minimise the number of people attending the office at any one time. All chalets must be cleared by Friday evening. Any items left in chalets will be logged, removed and stored for a maximum of seven calendar days, however, the council take no responsibility for any loss or damage of these personal belongings during this time.  After seven days, any uncollected property will be disposed of.  The chalets shall not be used or occupied for any purpose whatsoever between the hours of II pm and 6 am.
7. When collecting or returning your key you will not be permitted to make a chalet booking for another date. This is to keep the outside queue to a minimum. Please telephone the office during quieter periods, Sunday to Thursday, to make your bookings.  There is a strict one in, one out policy in place, please send one person only to collect the key for the safety of the staff and other customers.  Do not bring children into the office with you.  Please wait near the sign at the bottom of the ramp to be invited into the office or next to one of the floor signs if there is a queue.
8. There is a £5 deposit for chalet keys. This can be paid in cash or by card and deposits will be returned in the same medium as they are paid. Please note we will not issue a chalet key without a deposit.  Keys returned after 16.30 on Friday will forfeit their deposit.  We encourage you not to leave it until exactly 16.30 to return your key to try and keep the queue to a minimum.
9. The Council reserves the right of entry to inspect the chalet and for that purpose may remove any lock or fastening. The Council also reserve the right to take possession of the chalet upon giving one day's notice to the licensee and upon refunding a proper proportion of the rent paid. The decision of the Foreshores Officer as to what is the proper proportion of the rent shall be final.
10. The licensee shall be responsible for all damage to the chalet during his/her occupation (fair wear and tear excepted) and will be required to deliver up to the Council the chalet in a clean and tidy condition at the end of the hire period. All furniture, fittings and equipment contained in the chalet at the commencement of the hiring, including any additional equipment hired from the Council during the hire period shall be returned in good and working order. The full cost of replacing or repairing any missing or damaged article shall be paid to the Council by the licensee.
11. Neither the Council nor any of its officers, servants or agents shall be liable for any injury, loss or damage to the licensee's property or to the licensee, or any other person arising out of the use by the licensee, or his/ her family or friends, of the chalet, except insofar as any such injury, loss or damage is the result of negligence on behalf of council employees or agents or from the exercise of the Council's rights under these conditions, and the licensee shall indemnify the Council against all liability in respect thereof.
12. The licensee will be responsible for the safe custody and return to the place of issue of the key to the chalet.
13. On the grounds of Health and Safety

Electrical fittings and supply in East Riding of Yorkshire Council chalets shall be used only for the boiling of water in electric kettles and for no more than one other low power electrical item such as a radio or mobile phone charger. No electrical extensions cables are permitted.

Customers accessing a water closet or standpipe for water must use their own hand sanitiser immediately before and after using the tap.

East Riding of Yorkshire Council reserves the right to terminate this licence agreement immediately in the event of any of the occupancy conditions being breached
