Flexible working arrangements 

Flexible Working Policy

In March 2022 our Flexible Working Policy was approved. This replaced our previous policies covering home working arrangements. 

Circular Per 06-22 confirmed the main changes to previous arrangements.

In April 2022, all office-based employees (with the exception of those working in schools) were issued with a letter to confirm the workstyle which had been allocated to their post and contracts of employment were amended to reflect these changes.


Benefits of Flexible Working

  • more flexibility in working arrangements for the benefit of the Council and employees
  • a better work-life balance, contributing to increased motivation, performance and productivity
  • supports employee wellbeing with increased communication, collaboration and support from colleagues which should lead to improvements in service delivery.   

Confirmed arrangements for office working

Since the COVID-19 pandemic, employees have gradually been returning to offices, to varying degrees .

However, there are no longer any restrictions in place, therefore, it is important that you are now working within the parameters of your workstyle to fulfil the requirements of your contract of employment.


Agreed Workstyles


Fixed worker

You are expected to spend 80% -100% of your time at a single office base or work location.

You will work at your administrative base or another agreed office location between 4 and 5 days per week.


Flexible worker

You are expected to spend 50% -79% of your time in an office location/ multiple work locations.

You will work at your administrative base or another agreed office location between 2.5 to 4 days per week and only occasionally from home.


Mobile worker

You are expected to spend 20%-49% of your time in an office or other work location.

You will work at your administrative base or another agreed office location between 1 to 2.5 days per week and the remainder of the week at home or other work locations as required.


Remote worker

You are expected to spend less than 20% of time in an office base.

You will work less than 1 day per week at your administrative base and the rest of the week working at home or in other work locations as required.  An element of working in the office will still be required on a regular basis.


Please note that there is no 'homeworker'/'working from home' category. Home working arrangements were amended in the revised policy in April 2022.

Compliance by 31 August 2023

All office-based employees must comply with their working style  arrangements by the end of  August 2023. It is expected that you will work towards the average or higher end of the parameters set out above.

If you requested a review of your work style which has been agreed by your manager, or your work style has been amended following discussion with your manager due to the requirements for your post, contract amendments are being prepared and will be issued in due course.
