Guidance for governing boards and clerks

Please share with your Chair of Governors

The DfE has issued a School Governance Update with links to a National Governance Association (NGA) document outlining the restricted business priorities of GBs during this difficult period.

This information will also be circulated via DAG to Governing Boards and Trusts drawing attention to the NGA guidance and we would encourage school leaders to share this information with their Chair of Governors.

Devon Coronavirus Advice from DCC

Devon County Council has a section on its website where schools can:

CAHMS Mental Health Resources

Message from Sarah Lewis, Senior CAMHS Manager

Please see above information that we have begun to put together to provide information for you to share with your school and families. We hope this will begin to be useful over the challenging months ahead.

We would like to thank you all for your extraordinary work educating our children and young people through this time and over the months ahead. We are very proud of our colleagues in Education and we want you to know we are thinking of you all.

As an Early Help for Mental Health service, a Child and Adolescent Mental Health Service and a Mental Health Support Team in Schools Service, our connection with you will remain as present as possible. We will continue to work together this end to provide you with updates of access to our services across Children and Family Health Devon, as this adjusts to the national guidance and local need. We will continue work together to share information to support healthy living through this time.

Some of the information attached has come from our partners across Health; including Anna Freud Centre and World Health Organisation, as well as from our remarkable staff here in Children's Health services

We will stay in touch with you all over the coming months. We sincerely wish you all a smooth journey and send you our very warmest wishes.

Local Learning Community (LLC) working arrangements – DCC Link Officer Contacts & LLC Strategic Link

This information was sent to schools by Dawn Stabb in her email dated 25/3/20. If you are unclear about your LLC Local Area contacts or did not receive the email please contact the DASH & DAPH Office on daph@devon.gov.uk.

Risk Assessment of Vulnerable Pupils – for urgent attention of headteachers and/or Designated Safeguarding Leads

Please note that all risk assessment lists in respect of vulnerable pupils have now been sent to schools for completion. If you have not yet received yours, please first check the email which Babcock Safeguarding normally use for your school.

If you still cannot locate the email, please notify the Babcock data team as soon as possible at ldp-datateam@babcockinternational.com.

Paediatric First Aid Cover

This has been raised by DAPH reps at the meeting with DCC today. If your staffing structure does not have a qualified Early Years First Aider on site, this is not a reason to close. The recommended advice is to undertake a full risk assessment and to have at least one appointed person (6 hour course) if risk assessed, not necessarily hold a First Aid at Work (3 day course).

Safeguarding – Level 3

DCC guidance to follow but we are advised by DCC that telephone contact will suffice if the designated Level 3 trainer is working from home.

DfE daily attendance returns

If your school setting is open during the normal Easter break, please continue to complete a return on the DfE website Coronavirus (COVID-19): attendance recording for educational settings and send a copy of your daily spreadsheets to schoolsdailyreturns@devon.gov.uk
in spreadsheet format for collation (not a pdf).

If your school setting is closed for Easter submit a return on Monday 30 March to say you are closed and then do not bother for the remainder of the week. We expect DFE guidance will follow but is likely to be last minute.

Staff Travelling to/from Work

We have alerted DCC to the fact that some school staff have been stopped by the Police when travelling to or from work and asked to identify themselves a key workers. Devon and Cornwall Police have been advised that a school ID badge / or lanyard is acceptable. However, Dawn Stabb will also be issuing a DCC letter which schools can adapt and reproduce for staff travelling across county borders as Somerset CC/ Dorset CC may not have the same arrangements in place.
