f40 Business - Update October 2018
View the updated f40 Briefing Paper which outlines the main concerns along with suggestions as to how they can be resolved. A shortfall of £2billion in schools block funding and £1.5billion shortfall in High Needs has been identified.
The Briefing Paper formed the basis of a briefing the group organised for MPs representing f40 areas in the House of Commons at 5pm on Monday 15 October 2018.

Winter Readiness
Public Health England are writing to schools to assist in preparing for the Winter season and in in order to reduce the spread of infection in childcare settings and in the wider community | READ MORE
As Winter approaches, schools and early years settings are being encouraged to prepare; children and staff in educational settings are susceptible to the spread of infections, like seasonal influenza (flu) and gut infections (e.g. norovirus) which increase over the winter months. It is important that all children aged 2-9 years are immunised against the flu; they develop the same symptoms to adults and can become very ill, and young children can spread infection to other vulnerable people. Immunising children protects them, their family and the community where they live. Children aged 2 and 3 are offered the vaccine by their GP, and the schools vaccination programme in Devon is taking place now for reception to year 5 students.
If settings have concerns about outbreaks they can contact their local Health Protection Team seven days a week on 0300 303 8162 (option 1). See also the guidance documents advertised on the NHS England website

Admissions

- Encourage parents to make use of all 3 choices for Primary applications.
- Catchment Areas – schools to check maps and inform DCC Admissions if there are any new housing developments which cross boundary lines.
- All schools and academies should retain information/links relating to Admission arrangements for 3 academic years on websites i.e. previous year, current offer and subsequent.

Exceptional Needs Criteria - DCC recommend schools retain this within Section 3 and will be producing a Supplementary Information Form to be included in the policy.
Early Years
- Schools need to be aware of the DCC Nursery/FSU policy which contains useful clarification and statutory requirements.

Survey to be sent to schools re staggered entry to primary schools. This will inform a discussion regarding the issues and legality of offering a staggered start.
Healthy Pupils Capital Fund (HPCF)
- DCC £463k recieved for maintained schools.
- Allocation criteria to be based upon deprivation
- DAPH & DASH have challenged this and suggested should be available universally on a bid basis.

Babcock LDP | IMPORTANT SAFEGUARDING UPDATE
September 2018
When the new version of Keeping Children Safe in Education 2018 was issued during the summer, it was widely reported that Disqualification by Association was abolished and there was no longer a requirement to ask this question.
This is true to a certain extent, but the only significant change in the requirements under this legislation, is that, schools can no longer ask if a person living with the applicant or member of staff is disqualified (unless the provision is on domestic residential premises) | READ MORE
