Funding Challenges in Devon Schools

Further to the meeting held with representatives from Devon
schools and Dr Sarah Wollaston MP on Friday 23 March, DAPH and DASH have written
separately to pick up on the actions arising in respect of the Mental Health
and Wellbeing agenda in Schools to include the potential cessation of funding
of the EH4MH support services and a meeting with colleagues in DCC Public
Health to discuss a Devon wide bid for trail-blazer status under the proposals
set out in the Governments Green Paper: Transforming Children and Young
People’s Mental Health Provision.

Meningococcal ACWY vaccination Year 13
Public Health England are asking for schools’ help in encouraging all Year 13 pupils to check if they have received the MenACWY vaccine to protect against meningococcal disease. This is a rare disease but can be life-threatening and cause meningitis and septicaemia. Current Year 13 students will have been offered the vaccine in year 10 or 11, but some did not take up this offer. This is in response to a rapidly growing increase in cases of a highly aggressive strain of meningococcal W.

The DAPH Office is seeking case studies from schools on how
EH4MH has made a positive impact - how schools are finding their mental health
support, what their school is offering their children and what they might

looking for primary and secondary schools to partake in our 2018-2020 Education
for well being research programme to implement and evaluate a range of mental

NJC Local Government Services Pay
Award
Agreement has been reached by the National Joint Council (NJC)
for rates of pay applicable from 1 April 2018 and 1 April 2019 for non-teaching
staff on DCC grades A to T. This is a 2% increase, with the lowest paid
receiving up to 9.1%, aligned with National Living Wage increases |

DCFP Multi Agency Early Help
Improvement Board (MAEHIB)
Feedback from phase association representatives who attended the recent MAEHIB meeting on
19.04.18 included:-
- It
is becoming increasingly important that all schools use the Right
for Children system and engage with Early Help to request additional
support for families. Many schools are managing successfully to support
families but without using the system and Early Help DCC is unable to
complete the payment by results applications which will be the basis of
funding for Early Help in the future. Many of the services we
currently access have been pump primed by the LA on the understanding that
funding will be received, so far Devon has only been able to access 8% of
the £3m allocated by the government for this work, we should currently be
at 50%. This is partly because of incomplete Right for Children
information and low levels of requests for additional services from Early
Help. Schools should contact their locality Early Help coordinator for
further advice.

go live in June 2018.
