Message from Devon & Cornwall Police
Supporting pupils after Manchester terrorist attack

Dear Headteachers and Safeguarding leads

Like everyone else, our thoughts are with everyone affected by the devastating events that took place in Manchester and would like to thank you for the work you continue to do to support children and young people in difficult times.

Although we have no information to suggest any specific additional risk to Devon, Cornwall or the Isles of Scilly, we would urge the public to keep alert but not be alarmed, and to support us in keeping our region safe by keeping an eye out for anything that seems out of place, unusual or doesn’t seem to fit with day to day life.

If anyone sees anything suspicious that they believe may be related to terrorism, they can report this to the Anti-Terrorist Hotline on 0800 789321 or call 999.

The PHSE Association have highlighted guidance to help you respond to your pupils, who may want to discuss what has happened and could be experiencing a wide range of emotions. In instances like this PSHE or Citizenship lessons can provide the space and opportunity for discussions that provide timely support for pupils at a difficult and sensitive time, in which case, if such issues come up or you otherwise feel students need support with, then we all hope the following guidance will help you:

Secondary: framework for discussing terrorist attacks is more suited to secondary aged pupils.

Primary: see our guidance discussing a terrorist attack with children in the primary phases.

These are not intended as a script or lesson plan, but to help teachers answer questions, structure discussion and, if appropriate, extend children’s learning and understanding. Teachers should pick out what they feel is relevant for the nature and circumstances of an event, the age and readiness of the children, and their whole-school.

Devon and Cornwall Police stand with the Greater Manchester Police and other forces across the country. We must not allow attacks like this stop people going about their daily business. Vigilance and being alert to potential intelligence is critical, but rest assured everything possible is being done to ensure public safety at this difficult time.
