Forum (DEF) meeting on 19 October 2016 it was agreed to convene a
cross-representative Task & Finish Group to consider the present School
Funding Challenges for Devon schools which met on 21 November 2016.

The Devon Safeguarding
Children Board fully endorsed a new approach to child protection planning on 29
November 2016. This approach will build much more explicitly on the risks faced
by children and a clear identification of the strengths and assets within a
family that can be harnessed to help reduce those risks. The Board acknowledged
it will require a different approach from professionals and there will be eight
workshops running through December and January that will help you understand
those changes and how they will impact upon your practice. To book a place

Making (and ending)
child protection plans is one of the most significant interventions we can make
into the lives of children and their families - it is incumbent on us all to
ensure we do so effectively, for the right reasons, for the right period and
with a sharp focus on risk and who needs to do what to reduce those risks.
Children on child protection plans live within their family networks - placing
those families at the heart of the planning process is clearly sensible and
necessary.

175/157 Safeguarding Annual Audit
Back in September, Babcock LDP distributed this year’s audit to
schools and settings. In response to feedback, this year’s audit is on an Excel
spreadsheet which will enable designated safeguarding leads to save and share
it with colleagues. As in previous years, if the audit is not completed fully
it will be returned. Please do not submit hard copies. The deadline for
completion is 31 December 2016. A 100% return has been achieved for the
last three years, but a lot of time is spent chasing schools which have not
responded by the deadline, so please complete and return promptly.

Prevent update – November 2016
Prevent is about
safeguarding people and communities from the threat of terrorism. Prevent is 1
of the 4 elements of CONTEST, the Government’s counter-terrorism strategy. It
aims to stop people becoming terrorists or supporting terrorism.
The Prevent strategy:
- Responds
to the ideological challenge we face from terrorism and aspects of
extremism, and the threat we face from those who promote these views;
- Provides
practical help to prevent people from being drawn into terrorism and
ensure they are given appropriate advice and support; and
- Works
with a wide range of sectors (including education, criminal justice,
faith, charities, online and health) where there are risks of
radicalisation that we need to deal with.
Prevent covers all
forms of terrorism and extremism and some aspects of non-violent extremism. The
Home Office works with local authorities, a wide range of government
departments, and community organisations to deliver the Prevent strategy.

Request for Representation on new
SEND Moderation Panels
School representatives
from primary and secondary are being invited to be part of the Local Authority
SEND Moderation Panels. The SEND team will also be inviting representation from
other partner SEN support services to include Babcock LDP, Health and Care
colleagues. Both Health and Care are looking at how they effectively contribute
to the EHCP process and how they will contribute to the moderation.

Devon's Peer Review of SEND -
feedback
Last week's visit to
Devon from the LGA Peer Review team culminated in a presentation and feedback
from the team at an open session on Friday.
After a welcome from
Cabinet Member for Children and Families, Cllr James McInnes, Devon County
Council's Chief Officer for Children's Services, Jo Olsson thanked the team,
saying: "This is a fantastic opportunity, and will enable us to
galvanise every bit of the system to accelerate our work in this hugely
important area."

Manager, Early Help Provision
Early Help Colleagues
at Devon County Council have been working with representatives from schools and
partner agencies to streamline the Early Help Assessment and Planning tools as
well as simplify the HolistiX system. The upgraded version of the system, which
has been renamed ‘Right for Children’, and the Early Help tools are scheduled
to go live in April 2017. The ‘Right for Children’ system includes improved
functionality to manage and keep track of caseloads.
User Acceptance Testing (UAT)
Colleagues from
schools are invited to take place in user acceptance testing of the updated
system, which will be taking place from the 9th to 31st of January 2017.
Training for users of new system
“Right for Children"
Initial training for
users on the new “Right for Children” system will take place from 20th of
February onwards at venues across the County.

encouraged to continue to work together in a spirit of positive
co-operation and support, in order to strengthen provision for all
learners in Devon;
- that networks of schools
are welcomed where they contribute to the greater good and do not narrowly
pursue economic advantages;
- that schools should do
everything possible to avoid the pitfalls of competition where it
disadvantages students in other schools as a result
