Safeguarding

New CP Pathway for Devon

The Devon Safeguarding Children Board fully endorsed a new approach to child protection planning on 29 November 2016. This approach will build much more explicitly on the risks faced by children and a clear identification of the strengths and assets within a family that can be harnessed to help reduce those risks. The Board acknowledged it will require a different approach from professionals and there will be eight workshops running through December and January that will help you understand those changes and how they will impact upon your practice. Making (and ending) child protection plans is one of the most significant interventions we can make into the lives of children and their families - it is incumbent on us all to ensure we do so effectively, for the right reasons, for the right period and with a sharp focus on risk and who needs to do what to reduce those risks. Children on child protection plans live within their family networks - placing those families at the heart of the planning process is clearly sensible and necessary.

Babcock Safeguarding Update  |  November 2016

Reminder  |  Section 175/157 Safeguarding Annual Audit

Back in September, Babcock LDP distributed this year’s audit to schools and settings. In response to feedback, this year’s audit is on an Excel spreadsheet which will enable designated safeguarding leads to save and share it with colleagues. As in previous years, if the audit is not completed fully it will be returned. Please do not submit hard copies. The deadline for completion is 31 December 2016. A 100% return has been achieved for the last three years, but a lot of time is spent chasing schools which have not responded by the deadline, so please complete and return promptly.

If you need any hardcopy supplies, could you please contact safeguardingchildrensboardsecure-mailbox@devon.gcsx.gov.uk with the exact number of threshold tools you require for your service.

Small numbers can be posted directly to schools. Should more than 20 copies be required, you may need to collect from the office or, if you are on the courier run, please provide clear instructions about where to send them. Please note that Babcock also have a stock of hardcopies for circulation.

Prevent update – November 2016

Prevent is about safeguarding people and communities from the threat of terrorism. Prevent is 1 of the 4 elements of CONTEST, the Government’s counter-terrorism strategy. It aims to stop people becoming terrorists or supporting terrorism.

The Prevent strategy:

  • Responds to the ideological challenge we face from terrorism and aspects of extremism, and the threat we face from those who promote these views;
  • Provides practical help to prevent people from being drawn into terrorism and ensure they are given appropriate advice and support; and
  • Works with a wide range of sectors (including education, criminal justice, faith, charities, online and health) where there are risks of radicalisation that we need to deal with.

Prevent covers all forms of terrorism and extremism and some aspects of non-violent extremism. The Home Office works with local authorities, a wide range of government departments, and community organisations to deliver the Prevent strategy.

Request for Representation on new SEND Moderation Panels

School representatives from primary and secondary are being invited to be part of the Local Authority SEND Moderation Panels. The SEND team will also be inviting representation from other partner SEN support services to include Babcock LDP, Health and Care colleagues. Both Health and Care are looking at how they effectively contribute to the EHCP process and how they will contribute to the moderation.

Devon's Peer Review of SEND - feedback

Last week's visit to Devon from the LGA Peer Review team culminated in a presentation and feedback from the team at an open session on Friday.

After a welcome from Cabinet Member for Children and Families, Cllr James McInnes, Devon County Council's Chief Officer for Children's Services, Jo Olsson thanked the team, saying:  "This is a fantastic opportunity, and will enable us to galvanise every bit of the system to accelerate our work in this hugely important area."

Whats New

Message from Philippa Court, Senior Manager, Early Help Provision

Early Help Colleagues at Devon County Council have been working with representatives from schools and partner agencies to streamline the Early Help Assessment and Planning tools as well as simplify the HolistiX system. The upgraded version of the system, which has been renamed ‘Right for Children’, and the Early Help tools are scheduled to go live in April 2017. The ‘Right for Children’ system includes improved functionality to manage and keep track of caseloads.

User Acceptance Testing (UAT)

Colleagues from schools are invited to take place in user acceptance testing of the updated system, which will be taking place from the 9th to 31st of January 2017.

Training for users of new system “Right for Children"

Initial training for users on the new “Right for Children” system will take place from 20th of February onwards at venues across the County.

DASH believes

  • that it is vitally important for schools to recognise their responsibilities towards all the children of Devon;
  • that schools should be encouraged to continue to work together in a spirit of positive co-operation and support, in order to strengthen provision for all learners in Devon;
  • that networks of schools are welcomed where they contribute to the greater good and do not narrowly pursue economic advantages;
  • that schools should do everything possible to avoid the pitfalls of competition where it disadvantages students in other schools as a result
