“My officials are preparing to launch the Green Deal and Energy Company Obligation (ECO) consultation in the autumn. We’ve been working with stakeholders to fine-tune the details of policy and secondary legislation, and will publish our impact assessment at the same time. The publications will be wide ranging, detailed and comprehensive. It’s important that we gain the maximum input into our consultation, and so we are planning an extensive engagement programme to discuss the content with you and ensure you can feed in your views as soon as possible.”

Moving forward on legislation and consultation

We are expecting slots for the final stages of the Energy Bill soon after Recess, followed by Royal Assent and then our consultation on the Green Deal and ECO in early autumn.

 

Working with industry

The Construction Products Association conducted a survey of manufacturers, distributors and installers to assess the supply chain’s capacity to increase the supply of energy efficiency measures in response to the launch of the Green Deal. The Green Deal Team would like to thank those who responded – more than 200 organisations. The results are being analysed and we will provide an overview, alongside the publication of the consultation document.

We are in the process of developing the content of the competency standards for Green Deal advisors, as well as the requirements for certification of the services that advisors will provide by UKAS-accredited certification bodies. We expect training and certification to be available from spring/summer next year.

 

Smart Meter consultations

The Smart Metering Implementation Programme has just launched consultations on the draft licence conditions for an installation code of practice and draft licence conditions and technical specifications for the rollout of gas and electricity smart metering equipment. It has also launched a call for evidence on data access and privacy. The programme is seeking your views and encourages you to feed into the consultations and call for evidence. All details and associated documents can be found on the DECC website.
