Looking ahead to our
next phase of regulation
Earlier this week CQC launched a consultation on our next
phase of regulation. You can read a copy of the consultation document on our
website here. The consultation closes on 14 February 2017. I would encourage all of you to
review the proposals and to share your views with us.
The consultation document follows our strategy for 2016 to
2021 (published in May 2016) which sets out a vision for a more targeted,
responsive and collaborative approach to regulation, so that more people get
high quality care.
This is the
first of two phases of consultation. Some of the proposals in this phase apply
to all regulated sectors, including:
- Updates
to the frameworks inspectors use to make judgements about the quality of care.
This includes reducing the number of assessment frameworks from 11 to two – one
for health services, and one for adult social care.

A set of principles to guide our approach to
regulating in a changing landscape of care provision, including new care models
and complex providers.
- Updated guidance for registering services for
people with a learning disability and/or autism.
The other
proposals focus on how we will monitor, inspect, rate and report on NHS trusts
from April 2017. Plans for assessing NHS trusts’ leadership and use of
resources have been developed jointly with NHS Improvement and have also been
put out for public consultation this week.
Our second
phase of consultation will launch in spring 2017. This consultation will focus
on how we will regulate adult social care and primary medical services, and
will include further detail on the changes we want to make to how we register
providers.
This week we
have also published the response to our consultation on regulating and
inspecting independent doctor services.
Overall, the feedback we received to the consultation, which ran last
autumn, was positive. Broadly, respondents agreed with our proposed approach
that these services should meet the same quality standards as NHS services and
private hospitals. You can read the consultation response document here.
