News update
Storms Eunice and Franklin
The amber warning for Storm Eunice resulted in around 48 emergencies allocated to the Council's Highways team across the Borough with increased resources used for tree clearance. The team were at full capacity, prioritising the biggest risks.
As temperatures fell, gritting took place in addition to monitoring flood alerts. Work continued through the weekend to restore the wider highway network with support from the Streetcare teams.
The Met Office declared Storm Franklin a yellow warning for wind and rain, indicating the potential of storm damage and flooding. Gusts of around 50mph were experienced. The main issue from over 130 storm related calls, was fallen trees across the Borough.
A number of power outages occurred through the day with power companies addressing the issues. The Council liaised with Scottish Power for areas of Northwich, Marbury, Tattenhall, Acton Bridge, and Winsford.
Work continued over the next few days to remove the debris left behind as a consequence of the urgency to get roads open and free running.

Soot Hill
Following the collapse of a substantial retaining wall that supported the highway, there is a road closure on Soot Hill in Northwich.
The site has now had a 3D laser scan (image Russell Geomatics) to produce plans of the site, helping engineers produce a plan to stabilise the area. High voltage cables have been exposed because of the land slip, these are suspended above a void – with remnants of the collapse material on the live cables.
The first stage of the stabilisation process is to prop the building below the slip to protect it from any further collapses. The high voltage cables will be switched off to allow the safe removal of any remaining collapse material. Generators will be used to maintain electricity supply to the local area during this initial phase of the stabilisation works.

Cycleway in Frodsham
Work is now well under way on the construction of the cycleway improvement scheme between Helsby High School and Frodsham. Work is scheduled for completion by Easter.
From Monday 28 February works will require temporary three-way signals around the Tarvin Road junction. The programme continues this month around the Howey Lane junction and various other phases on the south side in order to aim to complete this side before switching to work on the north side of the A56.
A533 Expressway bridge replacement
The M56/A533 Expressway Bridge is a concrete bridge that carries the Chester Road combined with the A533 over the M56 motorway. The bridge is located between junctions 11 and 12 and is a vital local link, providing access across the M56 to Runcorn from Preston Brook and Northwich.
National Highways are replacing the existing structure with a new 67m two-span concrete bridge, consisting of a single two-lane carriageway and a combined footpath/cycleway. The replacement of this bridge will ensure an increased life span of over 120 years for road users, maintaining safety in the long term.
This month narrow lanes will be installed on both sides of the M56, between junction 11 and 12. To safely install the narrow lanes, overnight full closures will take place as follows:
- M56 eastbound carriageway
- from 9pm Thursday 3 March to 6am Friday 4 March
- from 9pm Saturday 5 March to 6am Sunday 6 March
- M56 westbound carriageway
- From 9pm Friday 4 March to 6am Saturday 5 March
- From 9pm Sunday 6 March to 6am Monday 7 March
The narrow lanes will be in place for around six months.
