Dear Reader,

Welcome back and I trust you had a pleasant break and school has started well. We have had a number of changes within our teams since the start of the autumn term, and the new structure chart can be found here.

As previously outlined in these editorials, the challenge of the school budget for 2020/21 has been significant.  Schools Forum met on the 18th December to consider the findings of the consultation and the LA proposal to topslice 1.8% to support the ongoing needs for vulnerable children in our schools.  As a context, between April 2017 and April 2019, EHCPs increased by 22% but the High Needs Block funding increased by only 7%.  We received 117 responses to the consultation, with over 250 people attending the 5 budget consultation events held across the county.  Key responses from the consultation were that 54% agreed with a topslice of the school budget to fund the high needs pressure but at a level of 0.5%.   

Schools Forum was held on the 18th December and the majority view of Forum was not to topslice the schools block to support for high needs funding.  Their rationale was that the government should be funding high needs appropriately and if schools continue to fund the cost, the funding will not be forthcoming.  Equally reduced schools funding might lead to less support to vulnerable pupils and subsequently greater cost to overall Education funding in terms of specialist provision.  The debate was challenging as the overall view is that the funding for education is not sufficient. 

As previously outlined, the final decision over the schools budget rests with the CYP committee who will consider all views in making their decisions.  The meeting is on the 21st January from 2pm and papers will appear here.  The Local Authority applied to the Secretary of State in November for a 1.8% topslice for high needs and the outcome of the decision in mid-January – this could still happen despite Schools Forum decision.  It is a highly complex situation where I hope we have been transparent with schools and partners over the dilemma we face.  I am meeting with the Department for Education on the 13th January to outline our plans to reduce spend on the high needs block but I think the next 2 years is going to be challenging unless funding changes dramatically.  I will provide updates over the coming weeks and we will reissue draft budgets when the final position becomes clearer.

TBAP Cambridge Grand Designers Win Regional Award

Four year 10 learners from TBAP Cambridge Alternative Provision Academy have won the regional final of the Bouygues Construction Future Cities Challenge 2019 competition. The winning TBAP team members were Kyle Brooks, Charlie Timbers, Krishna Gurung and team captain Patrick Kelly. The team competed against four mainstream schools from Cambridgeshire as part of the challenge, which saw students aged 13 to 15 presenting their vision of a city fit for 100 years into the future.  The challenge was held by Bouygues Construction at the Hauser Forum, Entrepreneurship Centre, University of Cambridge on 16 December 2019.

The young designers were honoured for their design of ‘Elysium’ a city for the year 2120, built entirely from recyclable materials using natural sustainable resources for food, energy and homes. Their futuristic virtual city was designed using the software programme 'Minecraft for learning'. The team also built a model of a 'feature building' during their design and technology classes.

They were awarded a trophy and a 3D printer, as well as a place in the national final which will take place at the University of Cambridge’s Institute of Manufacturing (IFM) on 31st January 2020.

British Gymnastics &AfPE Trampoline Guidance

The guidance from British Gymnastics and AfPE is that teachers must undergo specialist training to teach trampolining. Their guidance that this training should be refreshed every three years is very clear.  We were recently asked if this is statutory.

There are legal expectations that teachers should have had recent and relevant CPD. During an investigation, a barrister or investigator would demand justification for why the recommendations of BG and AfPE have been ignored, and non-compliance may also compromise your insurance. It is therefore in everyone’s best interests that anyone who teaches trampolining attends a one-day refresher every three years. More information about our PE courses can be found here.

Information from the Education and Skills Funding Agency (ESFA) Update on how to express an interest in delivering T Levels in 2022 to 2023

As published in the T Level action plan, the Department for Education (DfE) is looking to identify the next tranche of providers to deliver T Levels from 2022 to 2023 academic year. To complete the expression of interest all providers will have to be registered with DfE sign-in prior to the expression of interest becoming live. The expression of interest goes live early in January. All institutions wishing to express an interest will be required to complete and submit an expression of interest to ESFA by midnight on Friday 28 February 2020.
